Most renovation statistics quoted in Singapore have no traceable source. The genuinely published figures come from two places: BCA's annual construction demand forecast, and the Ministry of Trade and Industry's parliamentary replies on renovation complaints. This page separates the sourced numbers from the circulating ones, and shows what each actually measures.

That distinction matters when you are budgeting. A figure with no source cannot be checked, revised, or used to argue with a quotation.

What BCA Actually Publishes

BCA publishes two separate figures each January, and confusing them produces most of the bad numbers in this industry. Demand is the value of construction contracts awarded in a year. Output is the value of work actually certified and paid for. They move differently, and neither is a renovation figure.

BCA attributes the 2025 uptrend mainly to institutional and housing projects. For 2026 it points to the awarding of further packages for Changi Terminal 5, the Marina Bay Sands expansion, the new Tengah General & Community Hospital, the Downtown Line 2 Extension and the Thomson-East Coast Line Extension.

BCA also publishes its own caveat, which almost nobody quotes: because Changi T5 is a one-off project, industry demand could moderate after its completion, potentially reverting to pre-COVID levels. A forecast that carries its own downside is worth more than a confident number that does not.

Why Construction Demand Is Not the Renovation Market

Read the project list above and the point becomes obvious. An MRT line extension and a hospital sit inside that S$50.5 billion. Your kitchen does not, in any meaningful proportion.

Construction demand is a useful signal for one thing: pressure on labour and materials. When the sector is running at a decade high, subcontractors, tilers and carpenters are in demand across the whole economy, not just in residential renovation. That is the real link between BCA's number and your quotation.

What construction demand cannot tell you is what a 4-room flat costs to renovate. No official source publishes that.

The Numbers Nobody Actually Publishes

Being honest about gaps is more useful than filling them. These figures circulate widely and I could not source any of them to a primary publication:

  • A "Singapore renovation industry" market size in dollars
  • The share of HDB projects handled by renovation contractors
  • Year-on-year renovation cost inflation percentages
  • Renovation labour wage increases
  • The effect of renovation quality on property value
  • Average contractor satisfaction ratings across the industry

Some may exist in paid research reports. None appear in a government or regulator publication that a homeowner can check. Treat any article quoting them to two decimal places with suspicion — precision without a source is a presentation choice, not data.

What the Complaint Record Does Show

Parliament has put renovation disputes on the record twice, and these are checkable. In a 2022 written reply, MTI stated that CASE received an average of 1,100 complaints a year involving renovation contractors between 2019 and 2021, and that 6,697 renovation contractors were registered with ACRA as of April 2022 (MTI).

A 2024 reply narrowed to money lost. From 2017 to 2023, CASE received about 120 complaints a year specifically about prepayment losses on incomplete renovation works, with an average reported contract value of around S$7,400. CASE helped recover money in roughly half of the negotiated cases (MTI).

The same reply confirms something more consequential than any statistic. The Government does not mandate minimum qualifications or experience levels for key personnel in renovation and interior design companies. Anyone can register a renovation company with ACRA.

What Does Carry a Legal Requirement

One rule is real and enforceable. Under the Housing & Development (Renovation Control) Rules 2006, you may engage only a contractor listed in HDB's Directory of Renovation Contractors for work in an HDB flat — and HDB places the duty to ensure compliance on you, the flat owner (HDB).

Verify the listing in HDB's DRC e-Service before any deposit. Note the limit of what it proves: HDB lists contractors, it does not certify workmanship.

Five Tests for Any Renovation Statistic

Apply these before you let a number into your budget.

  1. Who published it? A government agency, a regulator, or a company selling you something.
  2. What exactly does it measure? Construction demand, output, contracts awarded and market size are four different quantities.
  3. What period? A 2024 figure quoted in 2026 has usually been superseded twice.
  4. Is the precision plausible? "S$43.22 billion" implies someone counted to the nearest S$10 million. Ask who.
  5. Does the source publish its own caveats? BCA does. Sources that never qualify their numbers are marketing.
