HDB has not published a calendar date for the Chencharu Grove completion date. What it gives is an estimated waiting time of 31 months, counted from the median month of flat selection (HDB Annex A, October 2025). Our estimate: 31 months counted from the October 2025 launch month gives May 2028 as the earliest reading. That is our arithmetic, not an HDB date.
Facts, HDB rules and package prices checked on 28 October 2026 against HDB's October 2025 Annex A, the Chencharu Grove sales brochure, HDB's renovation pages and our own product pages.
This page is for Chencharu Grove owners in Yishun who want two answers: when the keys are likely to come, and what to renovate first once they do.

What Is the Chencharu Grove Completion Date?
HDB lists Chencharu Grove with an estimated waiting time of 31 months and nothing more precise (HDB Annex A). In the sales brochure, HDB puts it among its shorter-wait projects, under 3 years from selection to completion (HDB Chencharu Grove brochure).
The detail that matters is where the 31 months start. HDB's note in the same annex says the waiting time is computed from the median month of the flat selection exercise to the median projected completion month of the blocks in the project. Two things follow from that:
- The clock does not start at launch. Flat selection runs after the October 2025 application window, so counting 31 months from October 2025 gives the earliest possible reading (around May 2028), not the likely one.
- It is a median across blocks. Some of the six blocks may finish a little before that point and some after it.
We found no HDB page that gives an exact completion month for Chencharu Grove. Treat any exact month as a guess until HDB writes to you.
Your own key date comes from HDB's letters, not from a listing site. For how HDB's completion wording works in general, see our note on the probable completion date vs TOP, and our HDB BTO completion date tracker for other projects.
The brochure adds one useful line: HDB may finish the housing blocks before the shared precinct facilities, so that owners can move in sooner (HDB brochure).
Chencharu Grove Units, Flat Types and Prices
Chencharu Grove has 826 flats in 6 residential blocks between Bah Soon Pah Road and Chencharu Link, all classed as Standard (HDB brochure). The blocks are 969A, 969C, 970A, 970B, 971A and 971B. A separate HDB rental block of 418 single rooms with shared facilities (SRSF) stands on the same site.
| Flat type | Units | Floor area | Indicative price (excl. grants) |
|---|---|---|---|
| 2-room Flexi (Type 1) | 56 | 40 sqm | $154,000 to $192,000 |
| 2-room Flexi (Type 2) | 177 | 48 sqm | $182,000 to $226,000 |
| 3-room | 81 | 69 sqm | $295,000 to $362,000 |
| 4-room | 276 | 93 sqm | $358,000 to $439,000 |

The 4-room and 5-room flats make up 512 of the 826 units, so most owners here will be planning a 4-room or 5-room renovation.
The 2-room Flexi flats are offered on either a 99-year lease or a short lease, and seniors buying the short-lease version can opt in to senior-friendly fittings (HDB brochure).
Transport and food options are coming close by. An Integrated Development beside the project will include a bus interchange, rail access is via Khatib station on the North-South Line, and HDB has proposed a hawker centre facing Blocks 969C and 971B (HDB brochure). HDB has not published opening dates for these.
Not the Same as the Upcoming Chencharu Launch
Chencharu Grove is the October 2025 project with 826 flats and a 31-month waiting time. The upcoming Chencharu launch in Yishun is a different project with its own blocks, prices and timeline, and we cover it separately in our page on the upcoming Chencharu launch. If a date you read doesn't match this page, check which project it is about before you plan around it.
What Arrives Installed in a Chencharu Grove Flat?
Chencharu Grove flats come with floor finishes, internal doors and sanitary fittings, but HDB's finishes list includes no kitchen cabinets (HDB brochure). Here is what the brochure lists for the 3-room, 4-room and 5-room types:
- Floors: vinyl strips in the bedrooms, and tiled floors everywhere else: kitchen, bathrooms, household shelter and the living and dining area (plus the service yard for 4-room and 5-room).
- Walls: wall tiles in the bathrooms and kitchen.
- Doors: internal doors for the bedrooms and folding doors for the bathrooms.
- Bathrooms: wash basin with tap mixer, shower set and water closet suite.
2-room Flexi flats get vinyl flooring in the living, dining and bedroom areas, with tiles in the bathroom, shelter and kitchen.
HDB prices these finishes into the flat and publishes a second price list without them (HDB Annex A). Put the two lists side by side and the gap is $8,000 to $9,000 for a 4-room ($350,000 to $430,000 without them), $9,000 to $10,000 for a 5-room ($501,000 to $587,000), and $6,000 for a 3-room ($289,000 to $356,000). Those gaps are our subtraction from HDB's figures.
Check your own booking documents to see which version you chose. If you took the flat with HDB's finishes, your floors and bathrooms are done at handover, and a flooring package would mean paying twice.
Which Renovation Package Fits a Chencharu Grove Flat?
For a 3-room, 4-room or 5-room Chencharu Grove flat that comes with HDB's finishes, the fitting package is a move-in package: kitchen cabinets, kitchen fittings and painting. A bare-unit package only fits if you bought without HDB's floor finishes.
| Your situation | Package | Price |
|---|---|---|
| 4-room with HDB finishes | 4-room Move-In BTO Package | S$7,390 |
| 5-room with HDB finishes | 5-room Move-In BTO Package | S$7,490 |
| 3-room with HDB finishes | 3-room Move-In BTO Package | S$7,290 |
| Only need cabinets | Kitchen Cabinet BTO Package | S$5,490 |
| 4-room bought without floor finishes | 4-room Bare Unit BTO Package (Vinyl) | S$14,990 |
| 5-room bought without floor finishes | 5-room Bare Unit BTO Package (Vinyl) | S$15,990 |
Prices from our product pages, checked 28 October 2026.
The 4-room move-in package covers 10ft of top and bottom kitchen cabinets, a quartz countertop, a hood and 2-burner hob, a sink and tap, a 15L storage heater and whole-house painting (4-room Move-In BTO Package). The bare-unit vinyl package adds floor screed and vinyl flooring for the living, dining and bedrooms on top of the same kitchen scope (4-room Bare Unit BTO Package), which is why it only makes sense for a flat without HDB's floors.
We have no move-in package for 2-room Flexi flats. If you own one, measure your kitchen wall first and check whether a 10ft cabinet run fits before you take the Kitchen Cabinet BTO Package; our 2-room Flexi BTO renovation guide covers the layout. For more on each size, see 4-room BTO renovation packages, 5-room BTO renovation packages and our 4-room HDB renovation in Yishun guide.

What to Do Between Now and Your Keys
Most of the planning can happen before the keys arrive; the work itself starts after handover. In order:
- Find your booking documents. Confirm whether you chose the price with or without HDB's floor finishes, doors and fittings. That decides move-in or bare-unit scope.
- Watch for HDB's letters, not listing sites. Your key collection appointment comes from HDB. Plan the renovation start from that date, not from a tracker's "TOP date".
- Use only HDB-listed contractors. HDB asks owners to engage contractors from its Directory of Renovation Contractors. Any demolition or hacking of walls needs HDB's written approval first, and breaking the rules can mean a fine of up to $5,000 on conviction (HDB renovation rules). Our HDB renovation permit guide explains when you need one.
- Inspect before you renovate. Walk the flat at handover and list anything that looks wrong before cabinets go in and cover the walls.
- Plan the kitchen first. It is the one room HDB leaves without cabinets, so settle its layout early. Our BTO key collection checklist lists what to bring on the day.
Still Deciding What to Do First?
If you are not ready to ask for a quote, try Ai-Deal, our own AI renovation assistant (currently in beta). You can ask it about scope, order of works or what to check first, then come back when you have your key date: Ask Ai-Deal.
Chencharu Grove FAQ
Is Chencharu Grove a Standard or Plus project?
Chencharu Grove is a Standard project, not Plus or Prime (HDB brochure). HDB sets the resale and rental conditions for each classification, so check its current conditions before you plan to sell or rent.
Does the Chencharu Grove BTO price include flooring and doors?
The main price list does. HDB's indicative prices include floor finishes, internal doors and sanitary fittings, and HDB publishes a lower price list for buyers who opt out of them (HDB Annex A). Kitchen cabinets are not on the brochure's finishes list, so plan for them separately whichever version you chose.
Can I collect keys before the hawker centre and bus interchange open?
Yes, that can happen. HDB notes in the brochure that the flats may be finished before the planned precinct facilities, which lets owners get their keys sooner (HDB brochure).
How much does a Chencharu Grove 4-room renovation cost?
For a 4-room flat with HDB's finishes, our 4-room Move-In BTO Package is S$7,390 and covers the kitchen cabinets, kitchen fittings, storage heater and whole-house painting (4-room Move-In BTO Package). A 4-room bought without floor finishes needs the bare-unit vinyl scope at S$14,990.
When should I start planning my Chencharu Grove renovation?
Start once you know two things: which price option you chose (with or without HDB's floor finishes, doors and fittings) and the key collection date in HDB's letter. The first tells you whether you need a move-in or a bare-unit scope. The second tells you when work can begin, since renovation starts only after handover.
Scope, permits and costs vary by unit, by the price option you chose and by HDB approval. Package prices were checked on 28 October 2026 and may change; the product page shows the current price. The May 2028 reading is our estimate (October 2025 plus HDB's 31 months), not a date HDB has given.
