What Is Actually Confirmed About the Chencharu BTO

Start with the short list, because it's genuinely short.

HDB has stated it will launch about 19,600 BTO flats across 2026. That's published by HDB itself, in its own news release on the 2026 launch programme, and it's the firmest number in this entire subject.

The income ceilings also moved. The household ceiling for BTO flats rose to $16,000, the Executive Condominium ceiling to $18,000, and the ceiling for singles aged 35 and above to $8,000. Then the list stops.

What isn't on it is the part most buyers assume is settled. As at its 24 August 2026 update, the day after the National Day Rally, HDB's official homebuyer site listed no upcoming October or November 2026 sales exercise.

No project list. No unit counts. Not a single Chencharu page.

HDB does publish project-level detail eventually, through its own flat portal, with a dedicated page for each project. For the final 2026 exercise, that page doesn't exist yet.

What Is Projection — and Who Actually Said It

Now the numbers you've seen.

The November 2026 exercise is previewed at roughly 7,960 units across seven projects. Within that, Chencharu in Yishun is previewed at about 1,580 units.

Those figures are specific enough to feel official. They aren't. The publisher carrying them states plainly that HDB hasn't released official project-by-project details, and that the unit splits, classifications and pricing come from property analysts and media previews rather than confirmed HDB figures.

Read that again, because it's the most useful sentence in this article: the source itself is telling you the numbers are estimates.

Classification carries the same caveat. Chencharu is widely described as a Standard project, which would mean the familiar 5-year MOP with no subsidy clawback. But the preview describing it as Standard also flags that this is what the site's location and HDB's earlier decisions point to, not what HDB has announced. It can change.

There's one more tell worth knowing, and it's the kind of thing that only shows up if you add the numbers yourself. The published per-project figures don't quite reconcile with the published total. Add the previewed projects together and you land near 7,970 against a stated 7,960.

A ten-unit gap is trivial in itself. What it tells you isn't: these are compiled estimates, not a transcription of an HDB table.

  1. After you have a queue number. Nothing changes yet. A queue number isn't a flat, and it isn't a reason to sign anything.

  3. At key collection. Defects inspection comes before any renovation work. Anything you cover up stops being HDB's problem and starts being yours.

Which Flat Type the Previewed Mix Favours

If the previewed split holds, it is lopsided in a way that should change how you rank your choices.

Look again at the numbers: 390 2-room Flexi, 80 3-room, 460 4-room, 650 5-room. The 5-room allocation is more than eight times the 3-room allocation. That is not a small tilt. It is the difference between a flat type with real supply and one with almost none.

Three consequences follow, and none of them depend on knowing the exact final figure.

3-room applicants face the tightest odds by a wide margin. At 80 previewed units, this is the scarcest type on the site. If a 3-room flat is your only acceptable outcome, plan on the strong possibility that you will not get one here, and decide in advance whether you would take a 4-room instead. That decision is cheaper to make now than on selection day.

5-room applicants get the deepest pool but the largest renovation. More rooms means more flooring, more carpentry, more painting and more wet-area work. A 5-room scope is a materially bigger budget than a 4-room one, and the gap widens if you hack rather than overlay. Better odds and a bigger bill arrive together.

2-room Flexi is the second-largest allocation. At 390 previewed units it sits well ahead of 3-room supply, which matters for singles aged 35 and above now that the ceiling for that group has moved to $8,000. A group that could not apply last year may find both eligibility and supply pointing the same way.

One caution on all of the above. This reasoning rests on preview figures, not on an HDB release. If the final mix shifts, the ranking shifts with it. Treat it as a way to prepare two answers rather than as a forecast of your queue number.

Check whether it separates announced from expected. Classification, unit mix and completion dates are all expectations right now. A page that presents them as settled has told you something about its own standards, not about Chencharu.
