You've waited three, maybe four years. You've watched the construction updates on My HDBPage, tracked the Probable Completion Date, and counted down the months. And now, finally, the notification arrives: your BTO flat is ready for key collection.
It should feel exciting. And it is — for about five minutes. Then the reality sets in: What exactly do I need to bring? What happens during the appointment? How do I check my flat for defects? When should my contractor start? How quickly can I move in?
Most online guides cover key collection from an administrative perspective — which documents to bring, which fees to pay. That's useful, but it's only half the picture. The other half — the renovation half — is where most first-timers make their costliest mistakes. They collect their keys, feel overwhelmed by the empty shell of a flat, and rush into renovation decisions they haven't properly thought through.
This guide covers both halves. The admin process and the renovation planning that should happen before, during, and after key collection day. Written by a contractor who has guided over 1,000 BTO homeowners through this exact process since 2017.
📌 How Many Flats Are Being Collected in 2026? HDB is launching 19,600 new BTO flats this year across February, June, and October exercises — including over 4,000 flats with shorter wait times under three years. On top of that, 127 housing projects are currently under construction, with thousands from 2022–2023 launches reaching key collection in 2026.

Before Key Collection Day: The Checklist Most People Ignore
Key collection isn't just about showing up with your NRIC. The smartest homeowners treat the weeks before key collection as the most important planning window of the entire process. Here's what to prepare:
Administrative Essentials (1–4 Weeks Before)
Documents to prepare:
-
NRIC (original or digital via Singpass app) for all applicants and occupiers listed on the flat application. Children under 15 are exempted
-
Marriage certificate (original) — if you applied under the Fiancé/Fiancée scheme, your marriage must be solemnised within 3 months of collecting your keys. Marriages registered overseas require submission of a copy within the same timeframe
-
Singpass with 2FA set up — required if you are using CPF savings to pay the balance purchase price. You will need to apply for CPF withdrawal online during the appointment
-
Certificate of HDB Fire Insurance — mandatory if you are taking an HDB housing loan. Must be purchased from Etiqa Insurance Pte Ltd (HDB's appointed insurer). Digital or hard copy accepted
-
Key collection appointment letter — accessible via My HDBPage. HDB will notify you via email and SMS within 2 weeks before the appointment
-
NETS-enabled ATM card — for payment of conservancy charges and outstanding fees

Accounts to Activate Before Key Collection
SP Group utilities account — Activate at least 1 working day before key collection so you have running water and electricity for your defect inspection on collection day. Apply via the SP Group app or website. You'll need to pay a refundable security deposit.
Town Council GIRO — For monthly conservancy and service charges. This starts from the month after key collection. Typical charges:
Fees Payable at Key Collection
HDB has a specific schedule of fees that must be paid during the appointment. These are often overlooked in planning:

Insurance You Need
1. HDB Fire Insurance (Mandatory for HDB loan holders)
Covers building structures, fixtures, and fittings provided by HDB. Does not cover furniture, renovations, or personal belongings. Purchase from Etiqa Insurance (HDB's appointed insurer). Approximate cost: S$4.59–S$6.60/year for a 5-year term.
2. Home Contents Insurance (Optional but Highly Recommended)
Covers your belongings, renovation works, and personal items against fire, theft, and water damage. Typically S$100–S$300/year. Can be purchased from any insurer.
Why you should get it: Your RCS renovation package can cost S$14,290–S$20,690 for a BTO flat. Home contents insurance protects that investment for less than S$1 per day.
Financial Decisions to Make Before Key Collection
CPF Withdrawal Decision
At key collection, HDB will process your CPF withdrawal to pay the balance purchase price. You have the option to retain up to S$20,000 in your CPF Ordinary Account. This is a critical decision:
-
Withdraw maximum CPF → Lower monthly cash repayments, but less CPF savings for emergencies
-
Retain S$20,000 → Higher monthly cash repayments, but a safety buffer in your CPF OA
Tip: If you're planning a major renovation (S$30,000+), retaining CPF savings gives you a financial cushion. Remember: CPF cannot be used for renovation — only for the flat purchase.
Renovation Budget Confirmation
If you've been saving for 3–4 years since your BTO ballot, you should have a clear number by now. Confirm your total available renovation budget:
-
Cash savings earmarked for renovation
-
Renovation loan (if applicable — max S$30,000 at ~3.5% p.a.)
-
Personal loan (if applicable — 3.88%–5.5% p.a.)
-
Contingency buffer: 10–15% of total renovation budget (non-negotiable)
Renovation Planning (2–6 Months Before Key Collection)
This is where experienced homeowners separate themselves from the rest. The renovation planning should be substantially complete before you collect your keys — not starting from zero on collection day.
6 Months Before Keys
-
Shortlist 3–5 HDB-registered contractors (must be in HDB's Directory of Renovation Contractors — this is a legal requirement under the Housing & Development (Renovation Control) Rules 2006)
-
Request detailed itemised quotations based on your flat type and desired scope
-
Visit showrooms and completed projects
-
Finalise your design direction (layout, colour palette, material preferences)
-
Compare quotations line by line — not just total price
3 Months Before Keys
-
Select your contractor and sign the renovation contract
-
Confirm material selections (tiles, countertop colour, cabinet finish, paint colours)
-
Agree on project timeline and key milestones
-
Discuss permit submission timeline — your contractor should submit the HDB renovation permit within days of key collection
1 Month Before Keys
-
Activate SP Group utilities
-
Purchase HDB fire insurance (if HDB loan)
-
Prepare all documents listed above
-
Order furniture with long lead times (4–8 weeks for custom items)
-
Order air-conditioning units
The goal: On key collection day, your contractor should already have a signed contract, confirmed material list, and be ready to submit the HDB renovation permit immediately. This saves you 2–3 weeks compared to homeowners who only start looking for contractors after collecting keys.

Key Collection Day: Step by Step
What Happens at the Appointment
All applicants must attend the appointment in person at the Sales Office in HDB Hub, Lorong 6 Toa Payoh. If an applicant cannot attend personally (e.g., illness or overseas), they must engage a solicitor to prepare a Power of Attorney to appoint someone to act on their behalf.
The appointment typically takes 1.5–2.5 hours and follows this sequence:
Step 1: Registration and identity verification — Present your NRIC (physical or digital via Singpass app) at the registration counter. All applicants and occupiers must be present.
Step 2: Unit address confirmation — HDB officer confirms your flat block, unit number, and floor.
Step 3: Loan confirmation and balance payment — If taking an HDB loan, the loan is officially issued on this date. Monthly instalments begin on the 1st day of the 2nd month. If taking a bank loan, payments are made through your solicitor before the appointment.
Step 4: Payment of miscellaneous fees — Survey fee, registration fees, and stamp duty. Payment via NETS or CPF.
Step 5: Lease signing — Sign the 99-year lease agreement.
Step 6: Key handover — You'll receive your flat keys (typically 5 sets), letterbox key, utility room key (if applicable), and a homeowner's manual with your flat's specifications and defect reporting instructions.

⚠️ What Happens If You Don't Collect Keys?
HDB is very clear on this: your flat application will be cancelled. You will forfeit the option fee, 5% of the purchase price, and must return any CPF housing grants disbursed — with accrued interest — to the Government.
You must take possession within 1 month from HDB's notice. If you defer beyond one month, daily interest is charged on the balance purchase price.
Can You Reschedule?
Yes — log in to My HDBPage → My Flat → Application Status → New Flat → click your Registration number → "Enquire/Change appointment". But preferred dates may not be available. Reschedule as early as possible.
Your First Flat Visit: The Defect Inspection
Go to your flat the same day you collect keys. Don't wait. Your flat is covered under the Defects Liability Period (DLP) for one year from key collection. Defects reported during this period are rectified by HDB's appointed contractor at no cost to you. Defects discovered after your renovation begins become ambiguous — HDB may attribute them to your renovation contractor instead.
What to Bring for Inspection
-
A coin or small metal tool (for tapping tiles to check for hollowness)
-
A phone with a good camera (document everything with photos and videos)
-
Blue painter's tape or sticky notes (to mark defects visually)
-
A portable charger (your phone battery will drain from all the photos)
-
A measuring tape (to verify room dimensions against floor plan)
-
A small bottle of water (to test drainage flow in bathrooms and kitchen)
-
A spirit level or spirit level app (to check if floors and surfaces are even)
Room-by-Room Defect Checklist
Living Room & Bedrooms
-
Tap every floor tile with a coin — listen for hollow sounds indicating poor adhesion. Mark each hollow tile with tape
-
Run your hand along all walls — feel for bumps, cracks, or uneven plastering
-
Check every window: open and close each one, verify the lock mechanism, check for alignment gaps
-
Test every electrical socket with a phone charger — make sure all are live
-
Verify that the main door closes flush, locks properly, and has no scratches or dents
-
Check ceiling for cracks, water stains, or uneven patches
-
Look at the skirting/edges where wall meets floor — gaps indicate sloppy finishing
Kitchen
-
Test all water taps — check flow rate and drainage speed
-
Run water in the sink and verify no leakage underneath
-
Check the kitchen ventilation opening is clear and unobstructed
-
Verify gas point location matches your intended stove placement
-
Check that all cabinet mounting points (if pre-installed) are secure
Bathrooms (Critical — Most Defects Are Found Here)
-
Test water flow from all taps and shower head
-
Flush the toilet multiple times — check for proper flush strength and no leakage at the base
-
Pour water across the floor and verify it flows toward the floor trap. Water should not pool anywhere — this indicates incorrect floor gradient
-
Check waterproofing around the shower area — look for signs of seepage at wall-floor junctions
-
Verify that the bathroom door closes properly and the lock functions
-
Check all tile joints for cracks or gaps
Household Shelter (Bomb Shelter)
-
Verify the heavy-duty door seals properly — it should close with a solid thud
-
Check that ventilation valves open and close smoothly
-
Inspect walls and ceiling for cracks
-
Do not drill, hack, or modify the bomb shelter in any way — this is illegal under SCDF regulations
How to Report Defects
Report all defects — even minor ones — via the MyNiceHome app or the Defects Feedback Form provided by HDB. Include:
-
Clear photos of each defect
-
Room location and specific position (e.g., "Master bedroom, left wall, 1.5m from floor")
-
Description of the issue
Report within 7 days of discovery for fastest response. HDB's appointed contractor will schedule rectification works, typically within 2–4 weeks.
Report defects: MyNiceHome
After Key Collection: Your First 14 Days
Day 1–2: Contractor Walk-Through
Your contractor should visit the flat within 48 hours of key collection to:
-
Take precise measurements (room dimensions can vary ±5mm from floor plan)
-
Confirm material delivery logistics (lift access, loading bay arrangements)
-
Verify electrical and plumbing connection points
-
Photograph existing conditions (this protects both you and the contractor)
-
Submit the HDB renovation permit application
Day 3–7: Permit Approval Period
HDB processes renovation permits within:
-
3–5 working days for standard works (painting, flooring, carpentry, basic electrical)
-
Up to 3 weeks for complex works requiring Professional Engineer (PE) endorsement
Important: Under HDB rules, all renovation work must be completed within 3 months from the permit issue date.
During this waiting period:
-
Finalise furniture selections and place orders
-
Order air-conditioning units (installation is scheduled after ceiling works)
-
Arrange curtain and blinds measurements
-
Set up home broadband/Wi-Fi account
-
Follow up on any defect reports you submitted
Day 8–14: Renovation Begins
Once the permit is approved, renovation starts. Here's the standard sequence:

RCS BTO Renovation Packages — Verified Pricing (April 2026)
Every price below is verified directly from RCS product pages. No hidden costs, no "starting from" ambiguity — these are the actual published package prices.
Bare Unit BTO Packages (Whole Flat Renovation)
The most popular category. Covers flooring, kitchen works, both bathrooms, all carpentry (kitchen cabinets, wardrobes, shoe cabinet), painting, plumbing, and electrical works — everything needed to transform an empty BTO shell into a liveable home.
Vinyl vs Tiles — Which Should You Choose?
Move-In BTO Packages (Essentials Only)
Covers the minimum renovation — painting, basic electrical, and essential fixtures — so you can move in quickly. Ideal if you want to live in the space first, or if you're on a tight budget and plan to renovate progressively.
Individual Area Packages (Adhoc BTO)
Renovate only the areas you need:
Every RCS package includes HDB permit handling at no extra cost, a dedicated project manager, and a 12-month workmanship warranty. All carpentry uses solid plywood construction with soft-close hinges — not particleboard.
Complete Budget Planning by Flat Type
Here are realistic total budgets — not just the renovation package, but everything you'll actually spend to go from empty flat to fully moved in.

HDB Renovation Rules Every BTO Owner Must Know
Before any renovation work begins, HDB requires written approval via a renovation permit — submitted by your contractor, not by you personally. Non-compliance with the Housing & Development (Renovation Control) Rules 2006 can result in prosecution, fines up to S$5,000, and mandatory reinstatement at your own expense.

Works That Require a Permit
According to HDB, the following renovation areas require formal approval:
-
Floor finishes (tiling, vinyl overlay, screed works)
-
Wall works (erection, demolition of non-structural walls, wall finishes)
-
Door works (new doors, repositioning)
-
Sold recess area modifications
-
Bathroom and toilet works
-
Air-conditioner installation works
-
Window works (must use BCA-approved contractors)
-
Awning installation at open-to-sky balconies (topmost units only)
Works That Are Prohibited
-
❌ Hacking of structural walls, beams, or columns — under any circumstances
-
❌ Hacking of wet area floor tiles in bathrooms — this damages the waterproofing membrane and can cause seepage to units below
-
❌ Any modification to the household shelter (bomb shelter) — walls, floor, ceiling, and door
-
❌ Drilling deeper than 50mm into bomb shelter walls
-
❌ Removing or modifying windows without BCA-approved contractor
-
❌ Installing gas water heaters in enclosed spaces
Renovation Hours
Additional rules:
-
Neighbours must be notified in writing at least 3 days before noisy works begin
-
Your contractor must be registered in HDB's Directory of Renovation Contractors
-
All renovation must be completed within 3 months from the permit date
-
RCS maintains a 100% HDB permit approval rate since 2017 and handles all permit submissions as part of every package — at no additional cost
Financing Your BTO Renovation
Important: CPF funds cannot be used for renovation — only for the flat purchase itself. Your renovation must be funded through cash, savings, or loans.
Renovation Loan
Personal Loan
Recommended Strategy
Use a renovation loan (lower interest rate) for the main RCS package and a smaller personal loan for furniture and appliances. Example for a 4-Room BTO:

Eight Mistakes First-Timers Make at Key Collection
1. Not activating SP utilities in advance. Without electricity and water, you can't properly inspect your flat for defects on collection day. Activate at least 1 working day before.
2. Forgetting the fire insurance. If you have an HDB loan, fire insurance from Etiqa is mandatory. No certificate = complications at the appointment.
3. Skipping the defect inspection. HDB's Defects Liability Period covers free rectification for 1 full year. Every defect you don't report now becomes your problem — and your renovation budget — later.
4. Starting the contractor search after key collection. This is the most expensive mistake. You'll spend 4–6 weeks comparing quotes while your flat sits empty and your HDB loan accrues interest. Start the search 6 months before keys.
5. Not budgeting beyond the renovation quote. Your renovation package does not include:
6. Choosing a contractor based on lowest price alone. The cheapest quote often means the most variation orders mid-project. Compare itemised quotes side by side — not just the bottom line.
7. Making major design changes after renovation starts. Every mid-project change costs 20–40% more than if specified before work begins. Lock in all decisions before your contractor starts.
8. Not setting aside contingency funds. Budget 10–15% contingency and treat it as untouchable. Unexpected discoveries (uneven walls, concealed plumbing issues, BTO construction tolerances) are normal, not exceptional.
