Administrative Essentials (1–4 Weeks Before)

Documents to prepare:

  • NRIC (original or digital via Singpass app) for all applicants and occupiers listed on the flat application. Children under 15 are exempted

  • Marriage certificate (original) — if you applied under the Fiancé/Fiancée scheme, your marriage must be solemnised within 3 months of collecting your keys. Marriages registered overseas require submission of a copy within the same timeframe

Insurance You Need

1. HDB Fire Insurance (Mandatory for HDB loan holders)

Financial Decisions to Make Before Key Collection

CPF Withdrawal Decision

At key collection, HDB will process your CPF withdrawal to pay the balance purchase price. You have the option to retain up to S$20,000 in your CPF Ordinary Account. This is a critical decision:

Key Collection Day: Step by Step

What Happens at the Appointment

All applicants must attend the appointment in person at the Sales Office in HDB Hub, Lorong 6 Toa Payoh. If an applicant cannot attend personally (e.g., illness or overseas), they must engage a solicitor to prepare a Power of Attorney to appoint someone to act on their behalf.

The appointment typically takes 1.5–2.5 hours and follows this sequence:

Step 1: Registration and identity verification — Present your NRIC (physical or digital via Singpass app) at the registration counter. All applicants and occupiers must be present.

Step 2: Unit address confirmation — HDB officer confirms your flat block, unit number, and floor.

Step 3: Loan confirmation and balance payment — If taking an HDB loan, the loan is officially issued on this date. Monthly instalments begin on the 1st day of the 2nd month. If taking a bank loan, payments are made through your solicitor before the appointment.

Step 4: Payment of miscellaneous fees — Survey fee, registration fees, and stamp duty. Payment via NETS or CPF.

Step 5: Lease signing — Sign the 99-year lease agreement.

⚠️ What Happens If You Don't Collect Keys?

HDB is very clear on this: your flat application will be cancelled. You will forfeit the option fee, 5% of the purchase price, and must return any CPF housing grants disbursed — with accrued interest — to the Government.

You must take possession within 1 month from HDB's notice. If you defer beyond one month, daily interest is charged on the balance purchase price.

Can You Reschedule?

Yes — log in to My HDBPage → My Flat → Application Status → New Flat → click your Registration number → "Enquire/Change appointment". But preferred dates may not be available. Reschedule as early as possible.


Your First Flat Visit: The Defect Inspection

Go to your flat the same day you collect keys. Don't wait. Your flat is covered under the Defects Liability Period (DLP) for one year from key collection. Defects reported during this period are rectified by HDB's appointed contractor at no cost to you. Defects discovered after your renovation begins become ambiguous — HDB may attribute them to your renovation contractor instead.

HDB Renovation Rules Every BTO Owner Must Know

Eight Mistakes First-Timers Make at Key Collection
