The Kim Keat Crest BTO in Toa Payoh has 1,151 flats and an HDB estimated waiting time of 37 months, but no published completion date. For your renovation budget, one fact matters more: HDB priced these flats without living, dining and bedroom floors, internal doors and sanitary fittings. What you ticked at booking decides your scope.
Updated 28 October 2026. Facts checked against HDB's February 2026 launch release, Annex A and B, the Kim Keat Crest sales brochure and our live product pages.
This page is for buyers who booked a Kim Keat Crest flat in the February 2026 exercise and are already thinking about keys and quotes. If you are tracking a different project, our HDB BTO completion date tracker lists the others.

When is the Kim Keat Crest completion date?
HDB has not given a completion month. What it has given is an estimated waiting time of 37 months for Kim Keat Crest, in Annex A of the February 2026 launch (HDB, 2026). HDB defines that number carefully:
"It is computed from the median month of flat selection exercise of this sales launch to the median of the projected completion month of the blocks within this project." (HDB, Annex A, 2026)
So the 37 months is not counted from the launch, and it is a median across the blocks.
Our own arithmetic, as a rough guide only: 37 months after February 2026, the launch month, is March 2029. Flat selection comes after the launch, so the median completion falls later than March 2029. Treat March 2029 as the earliest reading, not as a date.
Calendar dates you may see quoted elsewhere for this project are estimates of the same kind; no such date appears in HDB's launch documents. When HDB updates your own flat's dates, plan from those, not from a tracker.
One more thing from the Kim Keat Crest sales brochure (HDB, 2026): HDB may finish the flats before the precinct facilities, so that buyers get their keys sooner. The preschool, minimart, eating house and shops may open after you move in.
How many Kim Keat Crest units, and which flat types?
Kim Keat Crest has 5 residential blocks. One is a rental block. The 4 sale blocks rise 26 to 30 storeys and hold the 1,151 flats for sale, and one of them also has 42 rental flats (HDB brochure, 2026). The split by flat type, from HDB Annex A (2026):
| Flat type | Floor area | Internal floor area | Units | Indicative price (excluding grants) |
|---|---|---|---|---|
| 2-room Flexi (Type 1) | 40 sqm | 38 sqm | 58 | $203,000 - $253,000 |
| 2-room Flexi (Type 2) | 48 sqm | 46 sqm | 219 | $229,000 - $304,000 |
| 3-room | 67 sqm | 64 sqm | 87 | $356,000 - $450,000 |
| 4-room | 89 sqm | 86 sqm | 787 | $455,000 - $624,000 |
Two in three flats here are 4-room, which is why most of this page talks about 4-room scope. The 48 sqm 2-room Flexi adds a flexible space that the brochure suggests for a dining table, a study or an extra bed (HDB brochure, 2026). Applications ran from 4 to 11 February 2026 (HDB Annex B, 2026).
If you are still checking eligibility for a later launch, our BTO income ceiling guide covers the rules. For Kim Keat Crest, HDB set the 3-room and 4-room ceiling at $14,000 a month (HDB Annex B, 2026).
What does a Kim Keat Crest Plus flat mean for you?
Kim Keat Crest is one of two Plus projects in the February 2026 exercise; the other is Tampines Nova (HDB Annex A, 2026). Plus flats get extra subsidies and come with tighter conditions. Here is what HDB states, and what each means for a renovation plan.
- 10-year Minimum Occupation Period. Standard flats have 5 years; Plus flats have 10 (HDB, Standard, Plus and Prime framework). You will live with your first renovation for at least a decade, so durable floors and carpentry matter more than trend finishes.
- 6% subsidy recovery. Sell after the MOP and HDB takes back 6% of the higher of two figures: your resale price or the valuation (HDB, 2026).
- No whole-flat rental. HDB lists renting out the whole flat as "Not allowed" for Plus flats; renting out spare rooms is allowed for 3-room or bigger flats (HDB framework page). Plan the flat for your own use.
What does a Kim Keat Crest flat come with?
Out of the box, a 3-room or 4-room Kim Keat Crest flat comes with floor tiles in the bathrooms, the household shelter and the kitchen (plus the service yard in a 4-room), wall tiles in the bathrooms and kitchen, and a water closet suite in each bathroom (HDB brochure, 2026).
The rest sits under the Optional Component Scheme (OCS). In the brochure's specification, these items are optional:
- Porcelain floor tiles for the living room, dining area and dry kitchen
- Vinyl strip floors for the bedrooms
- UPVC doors for the bedrooms and bathrooms
- The wash basin with its tap, and the shower set with its mixer
If you opted in, HDB added the cost of these items to your flat price. The floor plans are labelled "WITHOUT LIVING / DINING / BEDROOM FLOOR FINISHES (DEFAULT)". Not opting in is the default.
Here is a detail worth checking. In HDB's price table for the February 2026 launch, three projects carry a "~" mark, and the note beside it says those prices include floor finishes, internal doors and sanitary fittings (HDB Annex A, 2026). Those three are Sembawang Deck, Tampines Bliss and Tampines Nova. Kim Keat Crest has no "~". Its prices are for the default flat, and the bare living room is a real possibility.
Two fixed items to plan around. The brochure says the household shelter must not be hacked, drilled, altered or removed, so no shelves screwed into its walls. And the flat comes with gas services and concealed water supply pipes, which matters when you choose a hob and plan kitchen cabinets. Our HDB renovation permit guide covers which works need approval.
Kim Keat Crest renovation cost: which package fits?
Our view: at Kim Keat Crest, the OCS box decides the package, not the flat type. Find out which items you took before you compare any quote, because the two answers lead to very different scopes.
| Your OCS choice | 4-room | 3-room |
|---|---|---|
| Took the floors, doors and fittings | 4rm Move-In BTO Package - Most Popular, S$7,390 | 3rm Move-In BTO Package - Most Popular, S$7,290 |
| Declined them (the default) | 4rm Bare Unit BTO Package - Most Popular (Vinyl), S$14,990 | 3rm Bare Unit BTO Package - Most Popular (Vinyl), S$12,990 |
Prices are the "from" prices on our live product pages on 28 October 2026. The Bare Unit packages include floor screed for the living and dining areas and vinyl flooring; the Move-In packages cover the kitchen and other move-in works, with no floor screed. On a 4-room, the gap between the two is S$7,600 (S$14,990 Bare Unit minus S$7,390 Move-In). That is the cost of getting the OCS question wrong in a quote.
Compare all tiers on the 4-room BTO renovation packages and 3-room BTO renovation packages pages.
For 2-room Flexi owners, we have no fixed 2-room Flexi package, so we do not show a price for it here. Our 2-room Flexi BTO renovation guide covers what to plan, and a call is the honest next step.

Kim Keat Crest is not Kim Keat Heights
The names are close and both are in Toa Payoh, but they are separate projects with different launches, flat counts and conditions. If your flat is in the older one, read our Kim Keat Heights completion date page instead.
What to do before your Kim Keat Crest keys
- Find your OCS choice. Check which optional items you took at your flat booking appointment. Write down floors, doors and sanitary fittings as yes or no.
- Pick the package family. Bare Unit if you declined the floors, Move-In if you took them. Ask every contractor to quote on the same basis.
- Plan around fixed items. The household shelter stays untouched. Note where the gas services and water points sit on the floor plan.
- Plan for 10 years. With a 10-year MOP, choose finishes you will still be happy with a decade after you move in.
- Watch your own dates, not trackers. Treat HDB's 37 months as a rough median estimate, not a deadline, and plan from the dates HDB gives you for your own flat.
- Prepare for handover. Our BTO key collection checklist covers the day itself.

Frequently asked questions
What is the Kim Keat Crest completion date?
HDB has not published one. It gives an estimated waiting time of 37 months, counted from the median flat selection month to the median projected completion month of the blocks (HDB Annex A, 2026). By our own arithmetic, 37 months after the February 2026 launch is March 2029, and completion falls later than that because selection came after the launch. Calendar dates quoted elsewhere are not from HDB.
Will the shops and preschool be ready when I collect my keys?
Not necessarily. HDB's brochure warns that the flats may be ready before the shared facilities, so keys can be handed over sooner (HDB, 2026). The planned facilities include a 3-storey preschool, a minimart, an eating house and shops. Expect a period after moving in when some of them are not yet open.
Which MRT stations serve Kim Keat Crest?
The brochure names buses on Kim Keat Avenue and two MRT stations nearby: Potong Pasir (North East Line) and Toa Payoh (North-South Line) (HDB, 2026). It does not give walking times, so check the route from your block yourself before you plan daily commutes.
Can I rent out my Kim Keat Crest flat after the MOP?
Not the whole flat. HDB's framework lists whole-flat rental as not allowed for Plus flats, even after the 10-year MOP. Renting out spare rooms is allowed for 3-room or bigger flats. Short-lease 2-room Flexi flats cannot be rented out at all. So design the flat for your own household, not for a future tenant (HDB, Standard, Plus and Prime framework).
