Toilet Overlay or Hacking: The Decision That Sets Your Budget

Every HDB toilet renovation starts with one fork: overlay the existing tiles, or hack them out and start from the screed. That single choice moves the price more than any fixture you will later argue about.

This guide sets out what each method involves, when hacking stops being optional, and what the two routes cost against our published packages.

Overlay: Faster, Cheaper, and Enough for Most Sound Toilets

Overlay lays new tiles directly onto the existing surface. It avoids demolition, which is where most of the noise, debris and time in a toilet renovation actually sits.

Because nothing comes out, overlay work typically completes in about 5 to 6 working days for two toilets. Families can usually remain in the flat throughout, and the existing structure is left undisturbed.

The condition for overlay is simple: the existing tiles must still be properly bonded. Tap them and listen. A hollow sound means the tile has lost its grip on the bed beneath, and new tiles laid over it inherit that failure.

Hacking: When Removal Is the Only Real Fix

Hacking removes existing finishes down to the concrete. It is the route to take when the tiles are hollow, when there is evidence of water damage, or when the layout needs to change.

It also allows waterproofing to be redone properly. In an older flat, the membrane under the tiles is often past its service life, and no surface treatment fixes a membrane that has failed.

Expect a longer programme — commonly 2 to 4 weeks depending on scope — plus debris disposal and more days spent inside HDB's restricted noisy-work window.

How to Tell Which One Your Toilet Needs

Three checks decide it, and all three can be done at a viewing.

  • Tap the tiles. Hollow means the bond has gone. Overlay is off the table.
  • Look at the ceiling below. Staining in the unit beneath a wet area points to a waterproofing failure that overlay cannot reach.
  • Check the layout. If the WC, basin or floor trap needs to move, the floor is coming up regardless.

If all three pass, overlay is usually the sensible choice and the saving is real. If any one fails, hacking is not an upgrade — it is the repair.

What a Two-Toilet Package Covers

What sits outside a package is what you shop for yourself — upgraded sanitary ware beyond the stated range, and any carpentry or layout change beyond standard scope.

What the Premium Tier Changes

Premium tiers move the tile format and the sanitary ware grade, and extend the workmanship warranty. On the two-toilet line the gap is S$200 to S$300 depending on flat status.

The cabinetry and core scope stay the same. Decide it on the fittings you will use daily, not on the assumption that the higher tier is a different job.

Do You Need an HDB Permit?

Tile replacement and plumbing modifications generally require HDB approval, and hacking always does. Your contractor applies for it, and they must be listed in HDB's Directory of Renovation Contractors.

Proceeding without approval puts the flat owner, not only the contractor, in breach.

The Working Hours That Shape Your Schedule

HDB permits general renovation work between 9.00am and 6.00pm on weekdays and Saturdays, with no renovation on Sundays and Public Holidays.

Noisy work — demolition, removing wall and floor finishes, cutting tiles and heavy drilling — is restricted to 9.00am to 5.00pm on weekdays only, and is not permitted on Saturdays, Sundays or Public Holidays.

Waterproofing: the Part You Cannot Inspect Later

Waterproofing sits under the tiles, which means it is the one element you cannot check once the job is finished. Corners, joints and the junction between floor and wall need particular attention, and the membrane needs its full curing time before tiling proceeds.

If you take one inspection point seriously, make it this one. Ask to see the membrane applied and cured before tiles go down.

Ventilation and Electrical Safety

Singapore's humidity punishes poorly ventilated bathrooms, and mould that returns after cleaning is usually a ventilation or moisture problem rather than a cleaning one.

Bathroom electrical work should be carried out by licensed professionals. DIY modifications in a wet area are both a safety risk and a compliance problem.

Timeline: What Each Route Looks Like

Overlay, two toilets — about 5 to 6 working days. Days 1 to 2 for fixture removal and surface preparation, days 3 to 4 for tiling and waterproofing application, days 5 to 6 for fixture installation, testing and cleaning.

Hacking — commonly 2 to 4 weeks. Demolition and disposal come first, then waterproofing, then tiling and fit-out. The extra time is mostly demolition and the curing that follows re-waterproofing.

Small HDB Bathrooms: Making the Space Work

Floating vanities free visible floor area and add storage. Wall-mounted WCs simplify cleaning. Mirrored cabinets do two jobs at once, and sliding doors need materially less clearance than a swing door.

Layered lighting does more for a small bathroom than any single fixture. A bright ceiling light alone flattens the space; adding light at mirror height gives it depth.

Elderly-Friendly Features Worth Building In

Grab bars, non-slip floor finishes, comfort-height WCs and lever-style handles all improve safety for older residents, and all are easier to install during a renovation than to retrofit afterwards.

If anyone in the household is likely to age in place, specify these now. The marginal cost during a renovation is small compared with a separate job later.

How to Compare Two Toilet Quotations

Comparing headline totals tells you very little. These six questions make two quotations comparable:

  • Overlay or hacking, and why? Ask for the reasoning behind the recommendation.
  • What is the tiling allowance per toilet? Stated in square feet, not described as "standard".
  • Which sanitary ware, by brand and model? "Premium fittings" is not a specification.
  • Is waterproofing included, and to what standard? Ask when it will be inspected.
  • Is debris disposal included? A common line to find missing after demolition starts.
  • What does the payment schedule tie to? Completed stages, not calendar dates.

A quotation that answers all six can be compared against any other quotation in Singapore. One that answers three will produce variation orders once the toilet is already stripped.

Before You Release Final Payment

Run water at every outlet and check underneath for drips at the trap and connections. Test the storage heater. Check that floor falls carry water to the trap rather than pooling. Look along the tile lines from a low angle, where uneven grout and lippage show.
