Berlayar Rise BTO is a Prime project of 1,976 flats in six blocks next to Telok Blangah MRT, launched in HDB's June 2026 sales exercise. HDB gives an estimated waiting time of 49/54 months, not a completion date. What your flat arrives with depends on one box you tick at flat selection: the Optional Component Scheme.
Updated 28 October 2026. HDB documents and RCS package pages checked that day.
If you applied in June, the renovation budget is easier to pin down than the key date. HDB's brochure lists the living and bedroom floors, 3- and 4-room internal doors and the basin and shower fittings as optional. Take them and your renovation is smaller. Decline them and your contractor starts from bare screed.
Berlayar Rise BTO at a Glance: Blocks, Units and Prices
Six blocks, 33 to 49 storeys tall, sit between Berlayar Street and Berlayar Drive and hold 1,976 Prime flats in three types: 4-room, 3-room and 2-room Flexi (HDB brochure, 2026). The blocks are numbered 200A, 200B, 201A, 201B, 204A and 204B.
Half the project is 4-room. HDB's Annex A sets out the mix and indicative prices before grants (HDB Annex A, 2026):
| Flat type | Size (internal) | Units | Indicative price (before grants) |
|---|---|---|---|
| 2-room Flexi | 40 sqm (38 sqm) | 172 | $247,000 - $341,000 |
| 2-room Flexi | 48 sqm (46 sqm) | 644 | $296,000 - $406,000 |
| 3-room | 67 sqm (64 sqm) | 172 | $435,000 - $591,000 |
| 4-room | 90 sqm (86 sqm) | 988 | $592,000 - $810,000 |
HDB's press release adds starting prices after grants for an eligible first-timer family: 3-room from $345,000 and 4-room from $537,000, against nearby resale flats at $740,000 - $771,000 for a 3-room and $938,888 - $1,068,000 for a 4-room (HDB, 2026). Applications ran from 17 to 24 June 2026.
The brochure also lists what comes with the project: a 3-storey preschool, a residents' network centre, Smart-Enabled Homes, and a car-lite precinct served by Labrador Park and Telok Blangah MRT stations (HDB brochure, 2026).
A common mix-up: Berlayar Rise is not Berlayar Residences, an earlier, separate HDB launch in the same area with its own blocks and timeline. If that is your project, our Berlayar Residences and Redhill Peaks guide covers it.
Berlayar Rise Waiting Time: What HDB's 49/54 Months Means
HDB has not published a Berlayar Rise completion date. It gives an estimated waiting time of 49/54 months and defines what that number counts. HDB counts it from the median flat selection month of this launch to the median projected completion month of the project's blocks (HDB Annex A, 2026).
Three things follow.
- The clock starts at the median flat selection month, not the June 2026 launch. Selection comes after applications close.
- Annex A gives two figures but does not say which blocks carry 49 months and which carry 54, so we do not assign them.
- It is a median, so your block can land before or after it.
Our arithmetic, which you can redo with your own dates (estimates):
- Earliest possible reading. Counting from the June 2026 launch (earlier than HDB's real starting point), 49 months reaches July 2030 and 54 months reaches December 2030. HDB's medians fall later than this, though a single block can finish before its median.
- A worked example. Say the median selection month turns out to be January 2027. Then 49 months lands in February 2031 and 54 months in July 2031.
The date that matters is your block's Probable Completion Date (PCD), shown in the HDB e-Service named Check Application for New Flat Purchase. HDB says the PCD is only an estimate that moves with construction progress, and that you will be invited to collect keys once your block is completed (MyNiceHome by HDB). Our explainer on the HDB probable completion date shows how the PCD moves, and the BTO completion date tracker compares other projects.
What Your Berlayar Rise Flat Arrives With (and Without)
A Berlayar Rise 3- or 4-room flat arrives with tiled wet areas and little else. HDB's brochure lists the standard finishes: tiled floors in the bathrooms and household shelter, in the kitchen and utility of a 3-room or the kitchen and service yard of a 4-room, tiled walls in the bathrooms and kitchen, and a water closet suite (HDB brochure, 2026).
Most of what makes a room usable is optional in HDB's specifications:
| Item (HDB specification) | 3-room and 4-room | 2-room Flexi |
|---|---|---|
| Vinyl strip floor (with UPVC skirting) in living, dining, bedrooms and dry kitchen | Optional | Optional |
| Bedroom door: laminated UPVC door | Optional | Sliding partition/door provided where applicable |
| Bathroom/WC door: laminated UPVC door | Optional | Provided |
| Basin and tap mixer, plus shower set with its mixer | Optional | Optional |
| Water closet suite, kitchen and bathroom wall and floor tiles | Provided | Provided |
It also notes exposed sanitary stacks at the service yard and/or air-con ledge, and concealed wiring to lighting and power points, including the water heater and air-conditioning points. Pipes and wiring are not on the floor plans, so trace them before drilling (HDB brochure, 2026).
One wall is off limits for good. HDB does not allow the household shelter's walls, ceiling, floor or door to be hacked, drilled, altered or removed (HDB brochure). Plan storage around it.
It is easy to assume every new flat comes with floor finishes, internal doors and sanitary fittings. In HDB's June 2026 Annex A, that note applies only to projects marked for it, and Berlayar Rise is not one. Its brochure lists those items as optional, so they arrive only if you opted in.
Why the Optional Component Scheme Decides Your Renovation Scope
Under the Berlayar Rise optional component scheme (OCS), the items are opt-in, and HDB adds their cost to the flat price if you take them (HDB brochure, 2026).
So one 3- or 4-room floor plan can mean two quite different flats:
- OCS taken. Keys arrive with vinyl strip flooring in the living, dining and bedrooms, bedroom and bathroom doors, and the basin and shower set. Your renovation is mostly kitchen, water heater installation, painting and carpentry.
- OCS declined. Keys arrive with screeded dry-area floors, empty door openings and no basin or shower set. Your contractor lays floors, and you buy and install doors and fittings, on top of the kitchen and painting.
Our view: neither choice is wrong, but it is a renovation decision disguised as a flat-purchase form. Our recommendation: if you want a different floor finish, declining OCS avoids paying for vinyl you would remove. Removing existing floor finishes needs an HDB permit, so ripping out OCS vinyl later adds work and paperwork (MyNiceHome by HDB). If HDB's vinyl suits you, taking OCS rolls its cost into the flat price and shrinks the job after keys.
HDB prices the optional components in its own OCS attachment, not reproduced here; your selection documents show the figures and which box you ticked.
Matching a Renovation Package to Your OCS Choice
We recommend matching the package to your OCS choice first, then flat size. Prices are from RCS's live package pages, checked on 28 October 2026; each links to its page.
| Your Berlayar Rise flat | OCS taken | OCS declined |
|---|---|---|
| 4-room | 4rm Move-In BTO Package - Most Popular, S$7,390 | 4rm Bare Unit BTO Package - Most Popular (Vinyl), S$14,990 |
| 3-room | 3rm Move-In BTO Package - Most Popular, S$7,290 | 3rm Bare Unit BTO Package - Most Popular (Vinyl), S$12,990 |
The gap between the columns is mostly the floor. The 4-room Bare Unit package page lists floor screed and vinyl for the living, dining and bedrooms (up to 700 sq ft), plus the same 10 ft kitchen top and bottom cabinets with quartz countertop, sink and tap that the Move-In package carries. On RCS's own prices, declining OCS adds S$7,600 to a 4-room package (S$14,990 less S$7,390) and S$5,700 to a 3-room package (S$12,990 less S$7,290).
Neither package lists internal doors or the basin and shower set. If you declined OCS, ask for them as separate quote lines, or plan to buy them, so the flat is usable on day one.
For 4-room owners, the largest group, the 4-room BTO packages page shows every tier side by side, and the 3-room BTO packages page does the same for 3-room. Comparing Bukit Merah flats? The 4-room Bukit Merah renovation guide covers the area, and the June 2026 BTO renovation cost guide compares the whole exercise.
Of Berlayar Rise's 1,976 units, 816 are 2-room Flexi. RCS has no fixed 2-room Flexi package, so those flats are quoted to scope. For short-lease 2-room Flexi flats, the brochure lists extra optional items: a built-in wardrobe, window grilles, lighting, a water heater, and kitchen cabinets fitted with an induction hob and hood. Our 2-room Flexi renovation guide walks through the layout, or you can ask RCS for a scoped quote with your floor plan and OCS choice in hand.
Prime Flat Rules That Shape How You Renovate
Two Prime rules affect how long you will live with your renovation. HDB says Plus and Prime owners who sell after the 10-year Minimum Occupation Period (MOP) must pay HDB a share of the resale price or valuation, whichever is higher, and sets that share at 14% for Berlayar Rise (HDB, 2026).
During the MOP, you cannot sell the flat, rent out the whole flat, buy a private residential property or apply for another BTO flat, though you can rent out spare bedrooms if you meet the other criteria (MyNiceHome by HDB).
So plan for at least ten years of daily use, not a quick flip. Spend on daily-use items like the kitchen, storage and floors, and go easy on trend-led features you may tire of. Our Prime BTO renovation guide covers how the 14% subsidy recovery affects what to spend.
When to Start Planning Your Berlayar Rise Renovation
Start planning once your block's PCD is firm. Three HDB rules set the pace after keys (MyNiceHome by HDB):
- Once HDB approves your works, renovation of a new flat should be completed within 3 months.
- Your contractor has to appear in HDB's Directory of Renovation Contractors. RCS holds HDB Licence HB-11-5877Z (about RCS).
- In a newly built BTO flat, you must wait 3 years before removing any wall or floor finishes in the toilets. Overlaying the existing tiles is allowed.
A practical order: confirm your OCS choice, get your floor plan, shortlist quotes as the PCD firms up, and book works to start soon after key collection. Our key collection checklist covers defect inspection and paperwork, and the HDB renovation permit guide lists which works need approval.

Frequently Asked Questions
When is the Berlayar Rise completion date?
HDB has not published one. Its estimated waiting time of 49/54 months runs from the median flat selection month to the median projected completion month of the blocks. Counting from the June 2026 launch gives an earliest reading of July to December 2030 (our estimate); HDB's medians fall later because selection comes after launch. Check your block's PCD in the HDB e-Service named Check Application for New Flat Purchase.
Does a Berlayar Rise flat come with flooring and doors?
Only if you opted into OCS. HDB's brochure lists vinyl strip flooring for the living, dining and bedrooms, the 3- and 4-room bedroom and bathroom doors, and the basin and shower set as optional. Without OCS, a 3- or 4-room flat arrives with tiled kitchen and bathrooms, a water closet suite and screeded floors elsewhere. 2-room Flexi flats come with the bathroom door and, where applicable, a bedroom sliding partition or door.
How much is renovation for a Berlayar Rise 4-room?
It depends mainly on your OCS choice. On RCS's live prices, a 4-room flat with OCS fits the 4rm Move-In BTO Package - Most Popular at S$7,390, which covers the kitchen cabinets, water heater installation and painting. Without OCS, the 4rm Bare Unit BTO Package - Most Popular (Vinyl) at S$14,990 adds screed and vinyl flooring. If you declined OCS, add doors and the basin and shower set as separate lines.
Can I hack the bathroom tiles after collecting keys?
Not straight away. HDB says owners of a new BTO flat must wait 3 years before removing any wall or floor finishes in the toilets, to protect the waterproofing. Meanwhile, you can overlay the existing tiles. Removing floor finishes elsewhere also needs an HDB permit, which your contractor can apply for on your behalf.
Is Berlayar Rise the same project as Berlayar Residences?
No. Berlayar Rise is the June 2026 Prime launch of 1,976 flats in blocks 200A to 204B, next to Telok Blangah MRT. Berlayar Residences is an earlier, separate HDB project nearby with its own blocks, waiting time and rules. Check the project name on your application.
Note: package prices are RCS's published prices as at 28 October 2026 and cover the scope on each package page; your final quote depends on your unit, OCS choice and HDB approval. HDB figures come from its June 2026 launch documents. Completion months on this Berlayar Rise BTO page are our estimates from HDB's waiting time, not HDB dates.
