What does "best painting services in Singapore" actually mean?
It is not a ranking anyone can award. Every painting contractor in Singapore uses broadly the same paints from the same 2 or 3 manufacturers, so the finish you end up with is decided almost entirely by preparation and coat count — the parts of the job you cannot see once the furniture is back. "Best" is therefore a question about specification, not reputation. A contractor who writes the specification down is easier to hold to it than one who promises quality in general terms.
The one check to run before anything else
Ask for the HDB licence number and confirm it yourself. HDB licence numbers follow the format HB-XX-XXXX, and every licensed renovation contractor appears in HDB's Directory of Renovation Contractors, searchable on hdb.gov.sg. The company name on the licence must match the company name on your quotation and on the bank account you are asked to pay. If any of the 3 do not match, stop there.
How do you verify a painting contractor in Singapore?

Why the cheapest painting quote is usually not the cheapest job
Paint is a small share of a painting job. Most of the cost is labour: masking, protecting floors, filling, sanding, undercoat, and the second and third coats. A quote that comes in materially below the others has almost always removed labour, and the 2 lines removed first are undercoat and the final coat. Both are invisible on handover day and both determine whether the walls still look acceptable in year 3. Repainting a 4-room flat a second time costs more than specifying it properly once.
What a complete painting quote must itemise

- Surface preparation — what will be scraped, filled and sanded.
- The undercoat, by product name, and whether it is water-based or oil-based.

What surface preparation should be included
On a resale flat: scraping off loose and flaking paint, filling cracks and nail holes, sanding filled areas flush, and wiping down dust before the undercoat goes on. On a new flat the walls are usually sound, so preparation is lighter — but skim-coat defects and hairline cracks still need filling. Preparation is where a painting job is won or lost, and it is the first thing a compressed schedule sacrifices.
Why oil sealer undercoat matters in Singapore's climate
Singapore runs at 80 to 85% relative humidity year-round. Moisture moving through a wall pushes outward against the paint film, and where the film has no sealed base it lifts, blisters or peels. An oil-based sealer penetrates the substrate rather than sitting on it, giving the topcoat a stable, moisture-resisting base to bond to. Which properties actually need oil sealer
4 situations where we recommend it rather than treat it as optional: HDB resale flats, where existing paint layers of unknown age need a proper adhesion base; condominiums more than 5 years old; any unit with a history of water staining or damp patches; and any unit where the previous paint system is simply unknown. On a new BTO flat with sound skim coat and no moisture history, a water-based sealer is often sufficient.
How much does oil sealer add?
Between $200 and $550 depending on unit size — $200 on a 2-room HDB flat, $400 on an Executive flat, $550 on an Executive Maisonette. On condominiums the range runs $250 to $600. It is the single most consequential upgrade on a painting quote and the one most often omitted from the cheapest version of it.
What paint system will be used, and in what grade?
Ask for the product name, not the brand. "Nippon paint" covers a range from builder's-grade emulsion to washable premium lines, and the price difference between the ends of that range is large. RCS quotes Nippon Vinilex as the base system, with Nippon Easywash and Easywash Supreme as named upgrades, so the grade is on the paperwork rather than left to interpretation.
Nippon Vinilex versus Nippon Easywash
Vinilex is a tropical-climate emulsion with mould resistance built into the film and stable pigments that hold colour under strong sun. On our jobs, with proper oil sealer preparation underneath, it holds up for roughly 5 to 7 years before a repaint reads as necessary.
Easywash adds a tighter surface that resists common household staining and can be cleaned with water. That matters most in homes with young children, in corridors, and on the wall behind a dining table. On our jobs it typically runs 7 to 10 years.
Neither figure is a guarantee. Both depend on preparation, ventilation and how the surface is treated.
How many coats is standard?
2 topcoats over undercoat is the working standard for a repaint in the same colour family. Going from a dark colour to white, or from white to a strong colour, generally needs 3. If a quote does not state the coat count, assume 1 and ask. Coat count is the cheapest thing for a contractor to quietly reduce and the hardest thing for a homeowner to detect on the day.

Why condo painting costs more than HDB
A $100 surcharge applies to condominium painting, and it is not arbitrary. Condo jobs carry an MCST renovation deposit and permit, restricted access hours that are usually tighter than HDB's, lift padding and booking, longer haulage from a basement carpark, and in many developments a requirement to protect common corridors. Each adds time. Higher ceilings in some units add a further coat area that a comparable HDB flat does not have.

Doors and metalwork are almost always priced outside the whole-flat package, which is why 2 quotes for "whole house painting" can differ by several hundred dollars without either being wrong.

What the anti-mould additive does — and does not do
RCS offers an anti-mould additive at $350 for a whole HDB unit and $400 for a condo, mixed into whichever paint system you have chosen. It raises the film's resistance to fungal growth, and it is cheaper than switching to a specialty anti-mould paint line for the whole flat.
What it does not do is fix a leak. Mould on a Singapore wall is a moisture symptom, and the moisture has a source: a failed waterproofing membrane, a leaking pipe in the wall behind, condensation from an air-conditioner, or a bathroom on the other side with no ventilation. Painting over active moisture buys 6 to 12 months at best. Find the source first — that is a plumbing or waterproofing job, not a painting one.
Do you need an HDB permit to paint your flat?
No. Painting is not on HDB's list of works requiring a renovation permit, because it is neither structural nor a plumbing alteration. Permits become necessary once the job extends into hacking, plumbing relocation, water heater installation or structural alteration — and only a contractor in HDB's Directory of Renovation Contractors can file for one. What time can painting work start in Singapore?
9am. General renovation works are permitted from 9am to 6pm Monday to Saturday, with noisy works — hacking, drilling, tile removal — confined to weekdays 9am to 5pm. Painting is quiet work, so in practice the constraint is access rather than noise, but a painting job that includes drilling for a feature wall or removing tiles falls under the noisy-works window. What condo MCST rules apply to painting?
Most developments require a renovation permit application, a refundable deposit, a named contractor with insurance details lodged in advance, and work confined to weekday hours — commonly 9am to 5pm, with some allowing Saturday morning and almost none allowing Sunday. Lift booking and padding is usually mandatory. Apply 1 to 2 weeks before you want to start; a rejected permit on the morning of day 1 costs a full working day.
How long does painting an HDB flat take?
A whole-flat repaint runs 2 to 4 days for a 3-room or 4-room flat: 1 day for masking, protection and preparation, 1 to 2 days for undercoat and topcoats, and a final half-day for touch-ups and clearing. Larger flats and Executive Maisonettes run longer. Adding doors, frames and gates adds 1 day. Where oil sealer is used, allow drying time between coats rather than compressing the schedule — that is exactly where a rushed job shows.
Should you paint before or after other renovation works?
After. Painting is one of the last 3 trades on a renovation programme, sitting after carpentry installation and before the final clean. Painting early means every subsequent trade scuffs the walls, and touch-ups on a cured wall rarely match perfectly. Can you paint over existing paint?
Usually yes, provided the existing film is sound and firmly bonded. Where it is flaking, chalky or blistered, painting over it transfers the failure to the new coat — the new paint bonds to a layer that is already letting go. That is why preparation is scoped from a site visit rather than over the phone. A contractor who quotes a resale flat without seeing it is quoting the flat they hope it is.
What are the red flags in a painting quotation?
6 to watch for. A single-line scope with no product names. No coat count. No mention of undercoat at all. A deposit above 50% before work starts. Payment to a personal bank account rather than the company's. And a price that requires a decision today — genuine capacity constraints are stated as dates, not as pressure. How do you compare two painting quotes fairly?
Normalise them before you compare the totals. Write down 5 columns for each quote: undercoat product, topcoat product and grade, coat count, what is excluded, and warranty period. Fill in every cell — asking the contractor where a cell is blank. Most price gaps close once the columns are complete, and the gaps that remain are usually explained by preparation scope. Comparing two totals without doing this compares two different jobs.
What should the warranty cover?
Ask specifically about peeling, blistering and flaking, since those are the failure modes that indicate a preparation or undercoat problem rather than wear. Fair wear, impact damage and moisture from an untreated leak are reasonably excluded. Get the period and the exclusions in writing on the quotation itself rather than described verbally, and note who to contact — a warranty you cannot invoke is not one.
How does painting fit into a whole-house budget?
On a full HDB renovation, painting is one of the smaller line items and one of the most visible — which is why cutting it to save a few hundred dollars is poor value against a total that runs into five figures. Less preparation, and a real choice about undercoat. A new BTO flat hands over with sound skim coat, no existing paint history and no moisture record, so a water-based sealer is often sufficient and the oil sealer upgrade becomes optional rather than recommended.
2 BTO-specific points are worth knowing. Paint before carpentry goes in if you can — an empty flat is faster to mask and cheaper to paint than one with fitted wardrobes. And log any wall defects on your HDB defects list before painting, because a painted-over crack is much harder to claim.
Can you paint just one room?
Yes, and it is common — a bedroom before a baby arrives, or a living room after a leak has been fixed. Single-room work is priced by area rather than by flat type, so it does not scale down neatly from the whole-flat package: masking, protection and a minimum crew day apply either way, which is why 1 room is rarely a sixth of the price of 6.
The practical threshold is around 3 rooms. Below that, per-room pricing is usually cheaper; at or above it, the whole-flat package normally wins, and you get a consistent colour and sheen across the flat rather than a patchwork of touch-up years.
Painting a resale flat versus a new flat
A resale flat is the harder job: unknown paint history, existing layers to assess, cracks and nail holes to fill, and a real case for oil sealer. A new flat has sound skim coat and needs mainly filling and coats. The difference shows up as preparation hours rather than as paint.
