The Farrer Park Arena completion date is December 2027, and the site was recorded at 73% complete in the November 2025 progress update (BTO HQ project tracker). That puts key collection roughly a year to eighteen months away for the 569 households who balloted in May 2023. The date is the easy part.
What catches owners out is the finishing. Two flats in the same block, same stack, same floor, can need renovation budgets about S$7,600 apart on a 4-room — the difference between the move-in and bare-unit 4-room packages. And that gap wasn't decided at handover. It was decided at the flat selection appointment in 2023.
Farrer Park Arena Completion Date and Current Progress
The project's estimated Temporary Occupation Permit is December 2027, with construction logged at 73% as of November 2025 (BTO HQ). A review of the May 2023 launch put estimated completion at Q4 2027 with an estimated waiting time of four years, which lines up (99.co).
Treat the month as a planning anchor, not a promise. HDB revises completion estimates as work progresses. Our own HDB BTO completion date tracker still carried this project at 61% before the newer figure came through, which is a fair warning about how quickly a Farrer Park Arena TOP date goes stale in anyone's table, including ours.

There's no 2-room Flexi and no 5-room here. Every renovation quotation for this project is a 3-room or a 4-room quotation, which narrows the planning usefully.
The Unit Mix and What Each Type Cost at Launch
Those 569 units split into 92 three-room flats priced from S$362,000 to S$466,000, and 477 four-room flats priced from S$505,000 to S$642,000 at launch (99.co, May 2023 launch review). Four-room units are 84% of the project, so most Farrer Park Arena renovation cost conversations are 4-room conversations.
One figure worth correcting, because it circulates: this project is 569 units, not 440. The two flat types also carry separate price bands rather than one range running from S$362,000 to S$505,000. Those two numbers are the bottom of the 3-room band and the bottom of the 4-room band (99.co). We've carried the wrong version ourselves on an older comparison page, and we're fixing it.
What Your Flat Actually Arrives With
This is the part almost nobody publishes, and it's the part that decides your bill. HDB's Optional Component Scheme leaflet for 3-room and bigger flats lists what these flats come with as standard (HDB brochure):
- Finished floors in both bathrooms, and in the household shelter, kitchen and service yard
- Tiled walls in both bathrooms and in the kitchen
- A water closet suite fitted in each bathroom
Read that list again and notice what is absent from it:
- The living room floor
- The dining floor
- The bedroom floors
- The internal doors
None of those were standard. They were optional.
What the Optional Component Scheme Offered
For this project the Optional Component Scheme offered two packages, and only two (HDB brochure):
- Floor finishes for the living/dining room and bedrooms. The general specifications list living, dining and dry kitchen floors as "polished porcelain tiles with laminated UPVC skirting (optional)", and bedroom floors as "vinyl strip flooring with laminated UPVC skirting (optional)".
- Internal doors plus sanitary fittings — bedroom and bathroom doors, a wash basin with tap mixer, and a shower set with bath/shower mixer.
HDB is explicit about the money: "If you opt-in for OCS, the cost of the optional components will be added to the price of the flat." That cost went into the flat price, and into the loan. Declining kept the price lower and left the floors and doors to you.
Why One Tick Box Moves Your Budget by Thousands
Here's the number, from published package prices rather than an estimate. A 4-room that arrived with OCS floors and doors needs a move-in package: the 4rm Move-In BTO Package — Most Popular is S$7,390, and the Premium version is S$8,090 (RCS 4-room BTO packages).
A 4-room where OCS was declined needs a bare-unit package, because floors go down before anything else gets fitted. The 4rm Bare Unit BTO Package — Most Popular (Vinyl) is S$14,990, rising to S$17,990 for the Premium tiles version (RCS 4-room BTO packages).
So the gap between the two routes is about S$7,600 on the same flat, in the same block, on the same day — S$14,990 against S$7,390 on the published 4-room package prices. It's the largest controllable variable in a Farrer Park Arena renovation — and it was settled in 2023.
The Same Fork Applies to 3-Room Owners

Our view, after doing this work since 2017: neither choice was wrong. Taking OCS spread a known cost into a long housing loan. Declining it kept the loan smaller and bought you control over material, colour and skirting. What creates trouble is not remembering which one you picked, then budgeting for the other.
How to Check Which One You Took
Three ways, fastest first. Your Agreement for Lease itemises the OCS components and their cost, and that document is definitive.
Your MyHDB page carries the flat purchase details. Failing both, the paperwork from your 2023 flat selection appointment shows what was ticked.
Do this before you request a single quotation. A contractor quoting a bare unit for a flat that already has floors will overcharge you. A contractor quoting move-in for a bare unit will come back with a variation order halfway through.
What Does Renovation Cost at Farrer Park Arena?
Packages are the floor, not the ceiling. A published package covers a defined scope; beyond it, four additions come up on almost every Prime 4-room:
- Carpentry past the wardrobe count included in the package
- Air-conditioning
- A feature wall
- Window grilles
Those get quoted per unit, because they scale with your layout and taste rather than with the project.
What we'd push back on is budgeting from a national average. Your flat is a new flat, with tiled bathrooms and a tiled kitchen already in place (HDB brochure). Cost guides written around resale flats assume hacking, re-waterproofing and re-tiling of wet areas. That isn't your unit, and following those numbers will inflate what you think you owe.
Your Bathrooms Are Already Tiled: Read This First
Both bathrooms arrive tiled — floor, walls, and a water closet suite installed — over new waterproofing (HDB brochure). Hacking that out in year one to change tile colour means removing intact waterproofing and paying to reinstate it.
We'll say this plainly to any Farrer Park Arena owner, because it costs people real money: on a brand-new flat, overlay or leave it alone. An overlay keeps the original membrane intact underneath. Full hacking belongs to old flats with failed membranes, not to a 2027 handover.
The Household Shelter Is Not Yours to Change
HDB states this without qualification: "The Household Shelter is designed for use as civil defence shelter. The walls, ceiling, floor and door of the Household Shelter shall not be hacked, drilled, altered or removed" (HDB brochure).
Not the walls. Not the ceiling, floor or door. No shelf brackets, no track lighting, no swapping the metal door because it looks industrial.
We're asked every year, and the answer stays the one HDB prints. Free-standing storage inside the shelter is fine; anything that penetrates the structure is not.
Can I hack the wall between the kitchen and living room?
Structural walls can't be removed, and hacking a non-structural wall needs an HDB renovation permit before work starts. Which works need one, and which don't, is set out in our HDB renovation permit guide. Your contractor submits it, not you.
Does a 10-Year Prime MOP Change How You Should Renovate?
This is a Prime Location Public Housing project (HDB brochure). Prime flats carry a longer Minimum Occupation Period than standard flats — ten years rather than five — and a subsidy recovery applies on eventual resale.
Confirm the exact terms in your own Agreement for Lease. Recovery percentages are set per project, so no figure quoted about another Prime launch is safe to apply to yours.
The practical consequence deserves saying out loud. You aren't renovating a flat you might list in five years. You're renovating a home you'll live in for at least a decade. Two decisions flip:
- Spend on what you touch daily, not on what photographs well. Ten years of a kitchen that works beats ten years of a feature wall that impressed one visitor.
- Buy the durable version of anything with a moving part. Hinges, runners, taps and locksets fail around year six. On a five-year horizon you can gamble. On a ten-year horizon, the cheap version gets replaced before you move out.
Resale-value reasoning — neutral colours, safe finishes, staging for photographs — has almost no purchase here. The buyer you're decorating for is yourself in 2037.
Living in Kallang/Whampoa: What Sits Around the Block
Two MRT stations serve the project, Little India and Farrer Park, alongside bus services; Farrer Park Primary School and MK@Farrer Park sit beside the site (HDB brochure). One launch review measured both stations at roughly a ten-minute walk (99.co).
There is real history in the name. A boxing gym once stood on this site, and HDB says the old gym building will be kept and turned into a community sporting space rather than demolished. Next door, a park and a sports centre with swimming pools are proposed.
One detail buyers often miss sits in the same brochure: facilities inside the project will be open to the public, not reserved for residents.
Smart Features You Don't Need to Buy Twice
Three things arrive built in, per the HDB brochure:
- Smart-enabled homes, meaning the wiring provisions for smart devices are already there.
- Smart lighting through the common areas.
- A smart pneumatic waste conveyance system, so no rubbish chute on your landing.
Alongside those sit separate chutes for recyclables, regenerative lifts, bicycle stands, and car park spaces wired for future electric vehicle charging.
"Smart-enabled" means the provisions exist, not that devices are installed. Before anyone sells you a smart-home package, have your contractor confirm on site which provisions your unit has. Paying to install what HDB already provisioned is the most avoidable line in a new-flat quotation.
When Should You Start Planning?
A homeowner on a Singapore forum asked when to "engage an ID" with keys due in January 2027 — the same question our own enquiries arrive carrying. Right question, right distance.
For a December 2027 completion, our answer is six to nine months before your key collection appointment — so roughly the first half of 2027. Earlier, and you'll choose finishes you later change your mind about. Later, and you're competing for slots against every household in three blocks collecting keys the same quarter.
The Sequence for a December 2027 Handover
- Now to mid-2027: confirm your OCS status from the Agreement for Lease. This alone decides whether you're budgeting a move-in or a bare-unit package.
- Six to nine months before keys: collect quotations. Ask each contractor to quote against your actual OCS status, in writing.

- Straight after keys: your contractor submits the HDB renovation permit. Work can't start before approval.
