The Keat Hong Grange completion date is December 2026, with the site recorded at 94% complete in April 2026 (BTO HQ project tracker). That is roughly three months away for 987 households in Choa Chu Kang.

Most of them are collecting quotations right now, and most of those quotations rest on an assumption that is wrong for this project. If you are pricing a Choa Chu Kang BTO renovation, the Keat Hong Grange BTO is the one project in the estate where the usual starting point does not apply.

Keat Hong Grange Completion Date and Current Progress

Estimated completion is 1 December 2026, and construction was logged at 94% in April 2026 (BTO HQ). The launch review put completion at Q4 2026 after a waiting time of three years seven months, which lines up (99.co).

A note against our own work: both our HDB BTO completion date tracker and our key collection guide still show this project at 81%. The 94% figure is newer, we are updating both, and it is a fair reminder that any BTO progress table — ours included — is a snapshot with a shelf life.

Treat the month as a planning anchor rather than a promise. Completion is when the project receives its permit; your own key collection appointment is issued after that and staggered across blocks, so two neighbours in the same development can be six weeks apart. Plan your contractor around the appointment you are given, not around the month you read in a table.

The Project: Blocks, Units and Launch Prices

HDB's sales brochure states it plainly: "Keat Hong Grange is bounded by Choa Chua Kang Avenue 7, Choa Chu Kang Grove, and Keat Hong Link. There are 5 residential blocks ranging from 19 to 23 storeys in height." It continues: "You can choose from 987 units of 2-room Flexi, 3-, 4-, and 5-room flats" (HDB sales brochure, August 2022).

Unit counts and launch prices from the August 2022 launch review, prices excluding grants. Note the shape of it. Four-room and five-room flats together account for 697 of the 987 units here, which makes this a large-flat project, and that matters for what a renovation actually costs.

Built PPVC, and Why That Changes Your Quotation

Here is the sentence that should govern every quotation you accept. From the same brochure:

To boost construction productivity, Keat Hong Grange will be built using the Prefabricated Prefinished Volumetric Construction (PPVC) method. The flats will come with full floor finishes, internal doors, and sanitary fittings.

PPVC means the flats were assembled from modules finished in a factory, then stacked on site like blocks. The finishing was done before the module ever reached Choa Chu Kang.

That is not a detail about construction scheduling, whatever it sounds like. It is a statement about what will be inside your flat on handover day, and it is the reason the first question a contractor should ask you here is not about your taste but about your flat type.

What Arrives Installed at Keat Hong Grange

Across the larger flat types, the brochure lists these as provided (HDB brochure):

  • Vinyl strip flooring in the bedrooms
  • Floor tiles in the living and dining area, the bathrooms, the household shelter, and the kitchen — plus the service yard on 4- and 5-room flats
  • Wall tiles in the bathrooms and the kitchen
  • Internal doors for the bedrooms, and folding doors for the bathrooms
  • Sanitary fittings: a wash basin with tap mixer, a shower set with bath or shower mixer, and a water closet suite

Set that against what a standard BTO handover usually looks like, and the difference is the whole first fix. Living and bedroom floors are down, internal doors are hung, and the bathroom fittings are in. Very little remains of the work a first-fix renovation would normally cover, which is why the tier of package you are quoted matters more here than the design you pick.

The Optional Component Scheme Barely Applies Here

At most BTO projects the Optional Component Scheme is where floors and doors are decided, and where budgets split. Not at this one. The brochure restricts it: "Elderly buyers of short-lease 2-room Flexi flats can opt in for elderly-friendly and other fittings under the Optional Component Scheme (OCS)" (HDB brochure).

Buy anything above a 2-room Flexi here and there was no floors-and-doors decision to make. HDB made it in the factory, before your module was lifted into place.

That restriction follows from the construction method rather than from policy preference. You cannot sensibly offer a factory-finished module with the floor left out, so the scheme that normally governs floors and doors has nothing left to govern. What remains under it here is the elderly-fittings set for short-lease 2-room Flexi buyers, which is a different question for a different household.

The Proof Is in Four Words HDB Did Not Print

Compare two HDB general specifications. At Keat Hong Grange the line reads "Living/ Dining/ Bedroom Floor : vinyl strip flooring with laminated UPVC skirting", and the bathroom door reads "laminated UPVC folding door".

At Farrer Park Arena, launched nine months later, the same two lines carry a suffix: "(optional)" (HDB brochure). Same items, same wording, one word of difference — and that one word is worth about S$7,600 to a Farrer Park Arena owner.

At Keat Hong Grange that suffix is absent from both lines. There was nothing to opt into and nothing to have missed, which also means there is no paperwork to dig up before you can size the job. Two owners in the same block are looking at the same starting condition.

That is unusual, and it is worth knowing precisely because it is unusual. The assumption baked into most renovation advice — that a new flat is an empty shell — was written for conventionally built projects, and this is not one.

Why a Bare-Unit Quotation Is the Wrong Product Here

Renovation packages come in two broad tiers. A bare-unit package assumes the flat arrives with no floor finishes and no internal doors, so it prices the flooring, the skirting and the doors before anything else. A move-in package assumes those are already there and starts from carpentry and fitting out.

For contrast, the bare-unit tier on a 5-room runs from S$15,990 for the Most Popular vinyl version to S$19,990 for the Premium tiles version (5-room BTO packages). Those are real packages for real flats — just not for a flat that already has its floors.

Our Position, Stated Plainly

If a contractor quotes you a bare-unit package for a Keat Hong Grange flat, one of two things is happening. Either they have not looked up the project, or they are pricing work HDB already paid for. Neither one is a good start to a working relationship.

The test is simple, and you can run it on the phone. Ask: "My flat is PPVC and comes with floors, internal doors and sanitary fittings. What is in your quotation that I do not already have?" A contractor who knows this project answers immediately. One who doesn't will need to call you back.

We would not read a wrong first quotation as bad faith on its own. Most quotations start from a template, and the template for a new BTO assumes a shell because that is what most new BTOs are. What matters is what happens after you correct them: a contractor who revises the scope on the spot is working from your flat, and one who defends the original number is working from their template.

The One Line to Check on Your Own Paperwork

Here's where we won't guess for you. The brochure's general specification marks several items "(optional)" — built-in kitchen cabinets with induction hob and cooker hood, a built-in wardrobe, window grilles, a water heater and lighting — but it does not state unambiguously whether those markers apply to the larger flats or only to the 2-room Flexi list.

That single ambiguity is the difference between a S$7,490 move-in job (RCS BTO packages) and a considerably larger one, because kitchen cabinetry is the biggest line item in most new-flat quotations. Your Agreement for Lease itemises exactly what your unit was priced with. Read that line before you brief anybody.

What Does Renovation Cost at Keat Hong Grange?

The package is the floor, not the ceiling. On a flat that arrives finished, the additions people actually buy are:

  • Carpentry beyond the package's wardrobe count, and a kitchen if it is not provided
  • Air-conditioning
  • Window grilles, if not already fitted
  • Lighting and a water heater, on the same condition

Those get quoted per unit, because they scale with your layout rather than with the project.

What we would push back on is budgeting from a national renovation average. Averages are built mostly from resale flats, where hacking, re-waterproofing and re-tiling dominate the bill — none of which applies to a three-month-old PPVC flat. Price from those numbers and you will brace for a bill that isn't coming.

Your Bathrooms Arrive Finished, So Leave Them

Both bathrooms come with floor tiles, wall tiles, a folding door and a full set of sanitary fittings, over waterproofing that is brand new. Hacking that out in year one to change a tile colour means removing an intact membrane and paying to put a new one back.

On a flat this new, our answer is always the same: overlay, or leave it alone. Full hacking belongs to old flats with failed waterproofing, not to a December 2026 handover.

The cost of ignoring that is not only the hacking bill. Removing a sound membrane restarts the waterproofing clock on your own account, and any leak that later appears below is then yours to argue about rather than HDB's to rectify. For a tile colour you will stop noticing within a month, it is the worst trade in a new flat.

The Household Shelter Is Not Yours to Change

HDB states this without qualification: "The Household Shelter is designed for use as civil defence shelter. The walls, ceiling, floor and door of the Household Shelter shall not be hacked, drilled, altered or removed" (HDB brochure).

Not the walls. Not the ceiling, floor or door. No shelf brackets, no track lighting, no replacing the metal door. Free-standing storage inside is fine; anything that penetrates the structure is not.

We are asked this every year, usually by owners who want the shelter to stop looking like a shelter. The rule is not a design guideline a careful contractor can work around. It is a rule.

So treat the request as a test. Any contractor who offers to drill it has told you something useful about how they handle the rest of the rules, and you have learned it before signing rather than after.

Do I need an HDB permit if the flat is already finished?

Often yes. A permit is tied to the work, not to the condition of the flat — hacking a non-structural wall, altering the electrical layout or replacing floor finishes all have their own rules. Our HDB renovation permit guide sets out which works need one. Your contractor submits it, not you.

987 Flats in One Quarter, and What That Does to the Calendar

This is the part nobody prices in, and it isn't about money at all. Nearly a thousand households across five blocks will collect keys inside one handover window, and they will all want the same weeks, from the same pool of contractors, in the same estate.

A homeowner on a Singapore forum framed the timing question the way our own enquiries arrive: "When should I engage an ID for my BTO" with keys due in the new year. For a December 2026 handover, our answer is that the useful window is open now — roughly three to six months ahead of keys.

The contrarian bit: the instinct to start renovation the week you collect keys is exactly the wrong instinct at a 987-unit handover. That week is when demand peaks, lead times stretch and nobody is negotiating. On a flat that is already liveable, waiting six weeks costs you very little and buys a calmer job.

The Sequence for a December 2026 Handover

  1. Now: read the finishes line on your Agreement for Lease, especially the kitchen. That decides your scope more than any design decision will.
  2. Three to six months out: collect quotations, and tell each contractor the flat is PPVC and prefinished. Ask them to quote a move-in scope in writing.

  4. After keys: your contractor submits the renovation permit. Work cannot start before it is approved.

  6. Twelve months after keys: the defects liability window. Construction defects are HDB's to rectify, not your renovation contractor's.

Living at Keat Hong Grange

Keat Hong LRT is a five to ten-minute walk, and Choa Chu Kang MRT a sixteen-minute bus ride (99.co). The brochure notes a void-deck community centre, a childcare centre and a residents' network centre inside the development itself (HDB brochure).

The name has a local root. HDB says it references the plantations that once dotted Choa Chu Kang, along with the landscaping through the development itself.

One line in the brochure is worth reading twice before you plan around it: "Facilities in this development will be accessible by the public" (HDB brochure). The playgrounds, fitness stations and the roof garden above the multi-storey car park are shared amenities rather than private grounds. Worth weighing when you choose between a low floor beside them and a higher one away from them.
