Where the Most-Quoted Spec Sheet Gets This Project Wrong

Search Ghim Moh Ascent BTO and the same spec sheet surfaces again and again. It is worth knowing where it goes wrong before you trust any published summary of the building.

The BTO HQ project page lists the highest floor at Ghim Moh Ascent as 31. HDB's own sales brochure says otherwise: two of the four blocks stand at 40 storeys, and only the remaining two vary between 8 and 31.

That isn't a nitpick. If you're on a high floor in one of the taller towers, lift access and material handling are a different proposition from a low-rise stack.

A quotation built on a 31-storey maximum will underestimate the logistics on some of these flats — and on a job where the package itself is a S$7,390 line (4-room package page, verified 7 September 2026), an underestimated hoisting allowance turns up later as a variation order.

We're not pointing at a competitor here. Aggregated spec sheets are useful and this one is mostly right. But the brochure is the document HDB stands behind, and where the two disagree, the brochure wins.

The Project: Four Blocks, 867 Flats, Two Towers at Forty Storeys

Boundaries first. Ghim Moh Road and Ghim Moh Close enclose two sides of the site, with the Rail Corridor running along another. Buona Vista is the nearest MRT station, and the Ulu Pandan Canal park connector sits close by.

The name refers to how the blocks step up across the site, and the stepping is real: two towers at 40 storeys, two more that run anywhere from 8 storeys up to 31.

Inside them sit 867 flats — and here is the detail that shapes everything below. Every one of them is a 3-room or a 4-room.

No 2-Room Flexi Here, and Why That Matters to Your Quotation

At most BTO developments, the smallest units follow different rules. Short-lease 2-room Flexi flats for elderly buyers carry their own fittings arrangements and scheme options, and often a different answer to what arrives installed.

None of that applies at Ghim Moh Ascent, because none of those flats exist here.

The practical effect: every household here faced the same question at booking, and every household faces it again when quotations arrive. There's no subset of owners for whom the answer was settled in advance.

Your Floors, Doors and Fittings Are Optional, and They Set Your Package

The general specification is where the money is decided. Its flooring entry for the living and dining areas reads:

Living/ Dining Floor : vinyl strip flooring with laminated UPVC skirting (optional)

The doors carry the same marker, and at this project the list runs further than usual. It covers the bedroom folding doors — and the entrance door as well.

So a flat here can arrive without a front door of its own specification, if that's how the paperwork went. Owners are routinely surprised by that one.

What the Scheme Covers, in HDB's Words

The mechanism is the Optional Component Scheme: an opt-in arrangement where whatever you select is added to the price of the flat.

The baseline works to one pattern: wet rooms and utility spaces arrive finished.

Tiling covers the floors of both bathrooms, the kitchen, the service yard and the household shelter. Walls come tiled in the bathrooms and kitchen. Each bathroom gets a water closet suite. None of it turned on a decision you made.

What sat on the optional side were the dry-area floors, plus internal doors bundled with the sanitary fittings: a wash basin with tap mixer, and a shower set with its mixer.

What Ticking the Box Was Worth, in Our Own Prices

All four figures verified live on the 4-room BTO package page and the 3-room BTO package page on 7 September 2026. Tiles instead of vinyl pushes the bare-unit tier higher again — S$16,990 on a 4-room, S$14,990 on a 3-room.

Since every flat here is a 3-room or 4-room, those two rows cover the entire development. No exceptions, no separate arrangement for a smaller unit type.

Put it in household terms. Across 867 flats, getting this one classification wrong on a 4-room costs S$7,600 - roughly the price of the entire move-in package a second time (4-room package page, verified 7 September 2026). It is the largest single number in the whole exercise, and it is decided by paperwork rather than by taste.

How Do You Find Out Which Way You Ticked?

Your Agreement for Lease itemises what your unit was priced with. That document, not the brochure and not a memory of a selection appointment years ago.

Three lines decide your package tier:

  • Floor finishes for the dry areas — in or out?
  • Internal doors and the entrance door — in or out?
  • The kitchen cabinet line, hob included.

Read those before you brief anybody. Without them, a quotation is a placeholder wearing a decimal point, and on a 4-room the placeholder can be S$7,600 adrift (4-room package page, verified 7 September 2026).

What Prime Location Public Housing Commits You To

The Ghim Moh Ascent PLH label was attached at launch, and by our reckoning this was the first such project in Queenstown.

What the classification buys HDB is a longer hold. Owners live in the flat for ten years before they may sell, rather than five. Part of the subsidy comes back at that point. Fewer households qualify to buy from them afterwards.

Confirm the terms attaching to your own flat with HDB directly. These conditions have been revised before and will be again, and the cost of a slightly wrong reading lands on you rather than on us.

That ten-year figure isn't trivia, either. It's the reason the next section argues for spending differently from the way most renovation advice assumes.

A Ten-Year Hold Changes What Is Worth Spending On

Most renovation advice is quietly written for resale value — neutral palettes, finishes that photograph well, choices calibrated for a buyer you would meet in five years.

Stretch that to ten and the maths shifts. You'll live with every one of those decisions for a decade before the buyer ever appears.

Which pushes our advice in two directions at once:

  • Spend more where wear shows. Flooring underfoot, carpentry you open daily, anything in a wet area.
  • Spend less chasing a 2028 mood board. Trend-led finishes age faster than the tenure you're committed to.

That's an opinion, and we'll label it as one. But it follows from the tenure, and the tenure is a fact.

What Does Renovation Cost at Ghim Moh Ascent?

Whichever package tier applies to you is a floor rather than a ceiling.

Above it sit the items people actually add: carpentry beyond the package wardrobe count, a kitchen where none was provided, air-conditioning, window grilles, lighting, a water heater.

Each gets quoted per unit, since they scale with your layout and not with the project.

What we'd argue against is budgeting off a national renovation average.

Those averages lean heavily on resale flats, where hacking and re-waterproofing dominate the bill. On a 2028 handover with new membranes and new wall tiles, none of that spending exists. Budget from those numbers and you'll brace for a bill that never arrives.

An Eight-to-Forty Storey Spread Changes Your Renovation Logistics

Height is not a design question. It is a scheduling one.

On a fortieth-floor unit, every bag of debris and every sheet of board travels through a service lift shared by hundreds of households doing the same thing in the same weeks. Lower stacks in the shorter blocks have an easier time of it.

So ask any contractor quoting you how they've priced material handling and debris removal for your floor specifically. One who's thought about it answers in a sentence. One who hasn't will tell you it makes no difference — which is how a schedule slips.

The Household Shelter Is Not Yours to Change

The brochure's important notes treat this as a civil defence requirement, and the operative words are that the shelter's walls, ceiling, floor and door "shall not be hacked, drilled, altered or removed".

No shelf brackets. No track lighting. No swapping the metal door for something that matches your hallway. Free-standing storage inside is fine; anything penetrating the structure isn't.

So use the request as a test. A contractor willing to drill it has told you how they'll handle every other rule on the job — and you've found out before signing rather than after.

Your Bathrooms Arrive Finished, So Leave Them

Both bathrooms come tiled, floor and wall, over waterproofing that is brand new.

Hacking that out in year one to change a tile colour means stripping an intact membrane and paying to lay another. Our answer on a flat this new never varies: overlay, or leave it alone.

The bill isn't the only cost either. Strip a sound membrane and you restart the waterproofing clock on your own account — any leak appearing below afterwards becomes yours to argue about rather than HDB's to rectify.

Should You Start Now, or Wait?

One homeowner on a Singapore forum described four months lost with a designer they had been sure about. That is the failure mode worth avoiding, and it is a selection problem rather than a timing problem.

For a March 2028 handover, the useful quotation window opens roughly three to six months before keys. Go earlier and you are pricing a flat whose finishes you have not confirmed and whose defects you have not seen.

The task worth doing today costs nothing: find the Agreement for Lease and read those three lines.

The Sequence for a March 2028 Handover

  1. Now: read the finishes lines on your Agreement for Lease, including the entrance door.
  2. Three to six months out: collect quotations, stating which optional components your unit was priced with. Ask for the matching tier in writing.
