Kebun Baru Breeze BTO is a June 2026 Plus project in Ang Mo Kio with 579 flats: 377 are 2-room Flexi and 202 are 4-room. HDB's estimated waiting time is 52 months. What you will renovate is mostly decided at your flat booking appointment, because that is the only time HDB lets you opt in for floors and fittings.

Facts, HDB rules and package prices checked on 28 October 2026 against HDB's June 2026 launch release, its Annex A price tables, the Kebun Baru Breeze sales brochure, HDB's own scheme pages and our live product pages.

This page is for buyers who have applied, been shortlisted or are waiting for a booking date. If you are comparing every project from the same exercise, our June 2026 BTO renovation cost guide covers all seven.

Kebun Baru Breeze BTO at a Glance

Kebun Baru Breeze sits between Ang Mo Kio Rise and Ang Mo Kio Avenue 1: two blocks of 30 storeys each, with Bishan-Ang Mo Kio Park on its south side. One block also holds 58 rental units on top of the 579 sold flats, according to HDB's Kebun Baru Breeze sales brochure (2026). For trains, the brochure points to Mayflower station on the Thomson-East Coast MRT line. On site, the car park is 6 storeys high with a garden on its roof, and a preschool takes its ground floor.

Flat type Size (internal) Units HDB indicative price, 99-year lease, before grants
2-room Flexi (Type 1) 38 sqm (36 sqm) 261 $191,000 - $275,000
2-room Flexi (Type 2) 48 sqm (46 sqm) 116 $255,000 - $349,000
4-room 90 sqm (86 sqm) 202 $547,000 - $746,000

Source: HDB Annex A, June 2026 BTO sales exercise. Sizes include the air-con ledge; the internal figure in brackets does not. For comparison, HDB lists nearby 4-room resale transactions at $830,000 to $1,080,000 for 92 to 93 sqm flats with about 91 years of lease left, and no comparable 2-room resale flats nearby.

Watch the 4-room starting price. HDB's launch release groups Kebun Baru Ridge and Kebun Baru Breeze in one Ang Mo Kio row, with 4-room flats "from $543,000". In Annex A, $543,000 is where Kebun Baru Ridge 4-room flats start; Breeze 4-room flats start at $547,000.

The sister project, Kebun Baru Ridge, launched in the same exercise in the same town, but it is a different buy. HDB's June 2026 launch release gives it 485 flats and a wait of 3 years and 1 month, and Annex A lists only 3-room and 4-room flats there. Breeze has no 3-room flats, carries most of the 2-room Flexi supply and waits longer.

Kebun Baru Breeze Completion Date: What 52 Months Means

HDB has not published a completion month for Kebun Baru Breeze. It publishes an estimated waiting time of 52 months, and it defines that clock precisely: the time "from the median month of flat selection exercise of this sales launch to the median of the projected completion month of the blocks within this project" (HDB Annex A, 2026).

That definition matters. Our estimate: June 2026 plus 52 months is October 2030. Since HDB's clock starts at the median month of flat selection, which comes after the June application window, October 2030 is the earliest reading of HDB's number, not a forecast. Treat any month you see as an estimate.

The date that binds you is your own Probable Completion Date. HDB says "The PCD is the estimated completion date of your flat. The actual completion date may vary depending on the construction progress", and you can view the latest PCD on MyHDB Page (HDB, key collection). We explain how the PCD moves in HDB probable completion date explained, and our HDB BTO completion date tracker follows other projects.

Nearly Two in Three Flats Are 2-Room Flexi: The Short-Lease Option for Seniors

377 of the 579 flats are 2-room Flexi, which makes Breeze a 2-room Flexi project first. The brochure states these flats are "available either on a 99-year lease or short-lease". HDB's rule for the short lease: eligible Singapore Citizens aged 55 and above, and their spouses, can pick a lease of 15 to 45 years in five-year steps, and the lease must last until every buyer and spouse is at least 95 (HDB Annex A, 2026).

Lease 2-room Flexi Type 1 (38 sqm) 2-room Flexi Type 2 (48 sqm)
15 years $64,000 - $92,000 $85,000 - $116,000
45 years $114,000 - $165,000 $153,000 - $209,000
99 years $191,000 - $275,000 $255,000 - $349,000

Two rules change the plan for a senior buyer. First, short-lease flats "cannot be rented out (bedroom or whole flat) or sold in the open market" (HDB, Standard, Plus and Prime framework). So renovate for your own use, not resale. Second, if you or your spouse own private property, HDB gives you 6 months after you collect your keys to dispose of it (HDB, key collection). That puts your move and your renovation inside the same half-year.

What HDB Hands Over in a Kebun Baru Breeze Flat

Every Breeze flat arrives with its wet areas finished and its living areas open to your choice. The Kebun Baru Breeze brochure lists what comes standard and marks what is optional:

Item 2-room Flexi, 99-year 2-room Flexi, short lease 4-room
Floor and wall tiles, bathroom and kitchen Standard Standard Standard (floor tiles also in service yard)
Household shelter floor tiles Standard Standard Standard
Water closet suite Standard Standard Standard
Bedroom sliding partition or door, bathroom door Standard Standard Optional (bedroom and bathroom doors)
Grab bars No Standard No
Vinyl strip flooring, living, dining, bedrooms Optional Optional Optional
Wash basin with tap mixer, shower set Optional Optional Optional
Kitchen cabinets with induction hob and hood, wardrobe, window grilles, water heater, lighting Not offered Optional Not offered

Source: Kebun Baru Breeze brochure, finishes and general specifications (HDB, 2026). The brochure also notes exposed sanitary stacks at the service yard or air-con ledge, and concealed wiring to lighting and power points, including the water heater and air-con points. Plan your carpentry around the stacks, because they stay where HDB puts them.

HDB's Annex A marks only the two Sembawang projects with prices that include floor finishes, internal doors and sanitary fittings. Kebun Baru Breeze carries no such mark, so in this project those items sit in the Optional Component Scheme.

One room never changes. HDB's brochure states: "The walls, ceiling, floor and door of the Household Shelter shall not be hacked, drilled, altered or removed" (HDB, 2026). Our household shelter guide shows what you can still do with the space.

The Optional Component Scheme Decision Comes Before the Keys

The Optional Component Scheme (OCS) is the one renovation choice with a deadline. HDB's booking page says you opt in for OCS items at the flat booking appointment, and their cost is added to the flat price. Then: "if you do not opt for the OCS items during the flat booking appointment, you will not be able to do so later" (HDB, booking of flat).

For a 4-room, the OCS covers sanitary fittings and internal doors as one item and floor finishes for the living, dining and bedrooms as another. For a 2-room Flexi, it covers sanitary fittings and floor finishes. Short-lease 2-room Flexi buyers can add a senior-friendly fittings package, and HDB adds a condition: "Buyers who opt for the package must also choose floor finishes as the flooring has to be laid before the installation of built-in kitchen cabinets and wardrobes" (HDB, booking of flat).

Our view, for a 4-room owner: take OCS flooring only if vinyl in the living room and bedrooms is the floor you actually want. If you want tiles there, skip it, or you pay HDB to lay vinyl and then pay again to remove it. Sanitary fittings and doors are a lower-stakes call, since they are needed either way and are easy to add later through a contractor. Decide before the appointment, not in the booking room.

For a short-lease buyer, the senior-friendly package plus floor finishes covers the kitchen, wardrobe, grilles, heater and lighting in one go. If those are all you need, you may need very little contractor work at all.

Kebun Baru Breeze Renovation Cost for a 4-Room

Your 4-room package depends on one fact: whether HDB laid the living and bedroom floors. Our live packages split exactly on that line. Prices below are read from our product pages on 28 October 2026.

Your handover state Matching RCS package Live price What it covers
OCS flooring and fittings taken 4-room Move-In BTO package $7,390 Concrete base and 10ft kitchen bottom and top cabinets, 10ft quartz countertop, project management, 3D rendering
No OCS flooring, want vinyl 4-room Bare Unit package, vinyl $14,990 Floor screed for living, dining and bedrooms up to 700 sqft and 50mm, plus the 10ft kitchen
No OCS flooring, want tiles 4-room Bare Unit package, tiles $16,990 Floor tiles for living, dining and bedrooms up to 700 sqft, 600x600 tiles at $3.00/sqft or lower, free skirting, plus the 10ft kitchen
Kitchen only Kitchen Cabinet BTO package $5,490 Concrete base, 10ft bottom and top cabinets, 10ft quartz countertop

The bare-unit vinyl package stays inside HDB's floor rule. For flats without existing floor finishes, HDB says "The total thickness of floor finishes and screed must not exceed 50mm", and laying vinyl needs no permit (HDB, building works guidelines). Notice what none of these packages touch: the bathrooms. HDB states that "Newly built flats have a 3-year restriction period in place for the removal of wall and floor finishes in bathrooms and toilets", so plan around the tiles HDB lays there.

Renovating a Kebun Baru Breeze 2-Room Flexi

We have no fixed 2-room package, so we do not quote a 2-room price here. A 99-year 2-room Flexi without OCS arrives with tiled wet areas, a bedroom partition and a bathroom door, but bare living and bedroom floors, no basin or shower set, and no kitchen cabinets. A short-lease buyer who took HDB's senior-friendly package may need almost nothing. The scope between those two ends is too wide for one honest number.

If you want a priced scope for your unit, book a site consultation and we will itemise it. Our 2-room Flexi BTO renovation guide covers layout and storage ideas for the small floor plan.

Plus Flat Rules That Change Your Renovation Plan

Breeze is a Plus project, and three Plus rules shape how much to spend. HDB's framework page lists a 10-year minimum occupation period and no renting out of the whole flat; renting spare rooms is allowed only for 3-room or bigger flats (HDB, 2026). When you sell after the MOP, you "pay HDB a percentage of the resale or valuation price (whichever is higher)", which is 8% for Kebun Baru Breeze (HDB launch release, 2026).

In practice, you will live in this flat for at least ten years, and a 2-room Flexi owner cannot let out a room to cover costs. Spend on what makes those ten years work, such as storage, kitchen and lighting, rather than finishes chosen for a buyer you will not meet before the 2030s.

What to Do Now, Step by Step

  1. Before your booking appointment: decide floors and fittings for OCS. 4-room: vinyl or tiles in the living and bedrooms? Short lease: senior-friendly package or not?
  2. After booking: keep your PCD in view on MyHDB Page. Do not sign a renovation contract with a fixed start date years ahead.
  3. About a year before your PCD: get quotes, and check that each contractor is in HDB's Directory of Renovation Contractors. HDB's renovation rules (dating from 2006) allow only contractors listed in that directory (HDB, 2026).
  4. At key collection: inspect first. HDB gives a 1-year Defects Liability Period from key collection and asks you to "report the items within 1 month of key collection and before your renovation works begin" (HDB, defects in new flats). Our BTO key collection checklist lists what to look at.
  5. Once works start: in a new block, HDB gives you 3 months from the permit date to finish the approved works. Normal works are allowed from 9:00am to 6:00pm, Monday to Saturday. Noisy jobs like cutting tiles or heavy drilling stop earlier, at 5:00pm, and only on weekdays (HDB, 2026). More in our HDB renovation working hours guide.

FAQ

Can I add the Optional Component Scheme after booking my Kebun Baru Breeze flat?

No. HDB closes the option once your booking appointment ends. Its reason: by then the contractor has ordered the OCS items for the whole project, and may already be fitting them in other units (HDB). Decide on flooring, sanitary fittings and, for a 4-room, internal doors before you attend the appointment.

Can I rent out my Kebun Baru Breeze flat?

Not the whole flat. Under HDB's Plus rules, renting out the whole flat is not allowed, and renting spare rooms is allowed only for 3-room or bigger flats, so a 4-room owner may rent a spare room but a 2-room Flexi owner may not. A short-lease 2-room Flexi cannot be rented out at all, neither a bedroom nor the whole flat.

When can I sell a Kebun Baru Breeze flat, and what do I pay HDB?

After the 10-year minimum occupation period. On sale, a Plus flat owner pays HDB a percentage of the resale or valuation price, whichever is higher, and HDB set that percentage at 8% for Kebun Baru Breeze (HDB launch release, 2026). A short-lease 2-room Flexi cannot be sold on the open market at all.

Is Kebun Baru Breeze the same project as Kebun Baru Ridge?

No. Both are Plus projects launched in June 2026 in Ang Mo Kio with the same 8% subsidy recovery (HDB, 2026), but Ridge has 485 flats of 3-room and 4-room only and a waiting time of 3 years and 1 month. Breeze has 579 flats of 2-room Flexi and 4-room, no 3-room flats, and an estimated wait of 52 months.

Prices for HDB flats are HDB's indicative ranges before grants. Renovation scope, permits and costs vary by unit and by HDB approval. Package prices were read from our live product pages on 28 October 2026 and can change; the product page shows the current price. RCS holds HDB Licence HB-11-5877Z.
