Bukit Merah kitchens come in two completely different ages, and the quote you should accept depends entirely on which one you have. The estate holds some of Singapore's oldest HDB stock alongside brand-new Prime BTO flats, and a kitchen package priced for one is wrong for the other.

Here is the number that surprises most owners: in a kitchen, choosing hacking over overlay costs S$1,000 — not the S$5,000 to S$9,000 it costs across a whole flat. The advice you have read about avoiding hacking was written for whole-house packages. In a kitchen it barely applies, and following it can cost you the one thing worth paying for.

Key Takeaways

  • Kitchen carpentry alone starts at S$5,490. A full kitchen with tiling starts at S$10,990.
  • The hacking premium in a kitchen is a flat S$1,000 across every package line.
  • Older Bukit Merah blocks take resale packages; new Prime BTO flats take BTO packages.
  • Kitchen plus two toilets bundled runs from S$18,390.
  • RCS holds HDB Licence HB-11-5877Z and BizSafe Level 3 certification.

Why Bukit Merah Splits Into Two Renovation Markets

Bukit Merah is one of Singapore's earliest housing estates, and much of its stock reflects that. At the same time the town now carries new Prime-model BTO projects, which arrive with sound base finishes and modern services.

That split matters commercially. An owner in an older block and an owner collecting keys in the same postcode need different packages, different scopes, and different budgets. Postcode tells you nothing here; build era tells you everything.

Kitchen Cabinet Packages: The Carpentry-Only Route

If your layout works, your tiles are sound and only the cabinetry has aged, carpentry alone is the cheapest meaningful upgrade available.

Package Most Popular Premium
Kitchen Cabinet BTO 5,490 6,090
Kitchen Cabinet BTO Resale 5,590 6,190
Kitchen Cabinet Resale 5,590 6,190

Notice how flat that ladder is. Carpentry costs almost the same whether your flat is new or decades old, because a carcass and a worktop do not care about the age of the block.

What does a kitchen renovation actually include?

The word covers three different scopes, and confusing them is why quotes seem wildly inconsistent.

Carpentry only replaces cabinets and worktop. Floors, wall tiles and services stay. A full kitchen adds flooring and wall tiling, which is where the overlay-versus-hacking question enters. Kitchen plus toilets bundles the wet areas into one contract and one schedule.

Establish which of the three you are pricing before you compare a single number. Two quotes for "kitchen renovation" can describe entirely different projects.

Full Kitchen Packages: When Tiling Comes Too

Once flooring and wall tiling enter the scope, the estate's age starts to move the price properly.

Kitchen Resale Most Popular 13,390 14,390 1,000
Kitchen Resale Premium 13,990 14,990 1,000

The gap column is the point of this article. It is S$1,000, every single line.

Why the Hacking Rule Inverts in a Kitchen

Across a whole flat, hacking adds between S$4,900 and S$9,000, because the premium scales with floor area. A kitchen is one room. The screed to remove, the debris to dispose of and the labour days involved all shrink to a fraction of a whole-house job.

So the calculus flips. On a 5-room whole-house package, hacking is the most expensive optional decision you can make, and it is usually the wrong one. In a kitchen it is a S$1,000 line item — roughly 8% of a resale kitchen package.

Our whole house package cost guide sets out the other side of that comparison in full.

When That S$1,000 Is Worth Paying

Four conditions make hacking necessary rather than optional in any room: an uneven screed, failed waterproofing, floor height that cannot absorb the overlay, and a layout change that moves walls.

Older Bukit Merah blocks make the first two considerably more likely than a new flat does. Years of thermal cycling degrade the tile-to-screed bond, and years of use degrade the wet-area membrane.

Our explanation of why tiles pop and lift covers the mechanism and how to test for it before anyone quotes you.

Should I hack or overlay my Bukit Merah kitchen?

In an older block, hack. The S$1,000 buys a fresh screed and a fresh membrane in the one room of the flat that carries water every single day, and that is a genuinely good trade at that price.

In a new Prime BTO flat, overlay — or skip flooring entirely and take the carpentry-only package. The floors were laid recently, have never been loaded, and have had no opportunity to fail.

The full framework sits in kitchen overlay versus hacking.

Where the Money Actually Goes

In a full kitchen package the largest single component is carpentry, not tiling. That is why the carpentry-only route captures most of the visible change for well under half the price.

Tiling, plumbing and electrical make up the rest, and those are the elements that vary with the age of the block rather than with your taste. An old kitchen spends money on renewal; a new one spends it on preference.

Knowing that split changes how you cut a budget. Trim the finish specification if you must, but trimming the carpentry run length changes how the kitchen works every day.

The Kitchen Plus Two Toilets Bundle

Most older Bukit Merah flats needing a kitchen also need the toilets, because both wet areas aged together.

Package Tier Overlay Hacking
BTO Most Popular 18,390
BTO Premium 18,990
BTO Resale Most Popular 18,990 19,990
BTO Resale Premium 19,590 20,990
Resale Most Popular 23,990 24,990
Resale Premium 24,990 25,990

Bundling also removes a real scheduling problem. Wet works and floor levels interact across rooms, so doing them under one contract avoids the handover gaps where defects fall between trades.

Where the Bundle Stops Making Sense

Run the comparison honestly before you bundle. A resale kitchen alone is S$13,390 on overlay. Kitchen plus two toilets is S$23,990. If your toilets were done three years ago and are dry, you are paying S$10,600 for work you do not need.

Bundle when both wet areas are genuinely due. Do not bundle because the per-room number looks better on paper.

What the Carpentry Price Actually Buys

Kitchen carpentry is priced by running length, not by flat type, which is why the cabinet packages barely move between BTO and resale. The variables that matter are carcass material, hinge and runner hardware, and worktop specification.

Our breakdown of carpentry cost per foot run shows how those components build up, so you can check whether a quote is priced or guessed.

The Appliance Line That Quietly Doubles a Budget

Packages cover built-in works. They do not cover your fridge, washing machine, oven or dishwasher, and in a kitchen those items are concentrated rather than spread across the flat.

Owners upgrading an old Bukit Merah kitchen frequently replace every appliance at once, because the old ones no longer fit the new carcass dimensions. That is a second budget, and it is rarely planned as one.

Decide the appliance list before the carpentry is drawn. Cabinet openings are built to appliance dimensions, and changing your mind afterwards means rebuilding a run.

Old Bukit Merah Kitchens Hide Their Services

In an older block, the pipework and wiring behind the kitchen wall predate modern appliance loads. An induction hob, an instant heater and a built-in oven ask more of a circuit than the original design anticipated.

Ask whether your quote covers full circuit replacement or only additional points tapped off existing runs. The difference is thousands of dollars, and it is invisible in a photograph.

If Your Quote Has No Line Items

A single figure for "kitchen renovation" cannot be compared against anything. Ask for the scope split into carpentry, flooring, wall tiling, plumbing and electrical, with the method stated for each.

A contractor who will not itemise is not necessarily dishonest. But a quote that cannot be broken down also cannot be reduced when you need to trim, which leaves you choosing between the whole thing and nothing.

The Wet-Area Risk Nobody Prices

A kitchen sits over somebody else's ceiling. If the membrane under your kitchen floor has failed and you overlay it, the fault gets trapped and surfaces later in the flat below — as a dispute, not a repair.

Read how inter-floor leak responsibility is decided and what a waterproofing quote should contain. On an old block this is the single strongest argument for spending the S$1,000.

If You Are Collecting Keys to a Prime BTO Flat

New Bukit Merah BTO flats need personalisation, not renewal. Base finishes are sound, so the sensible entry point is the carpentry package at S$5,490, or the full BTO kitchen at S$10,990 if you want the tiling changed too.

Project-level detail sits in our guides to the Bukit Merah Feb 2026 BTO launch and to Berlayar Residences and Redhill Peaks.

Flat-Size Guides for Bukit Merah

Scope shifts with flat size as well as build era. For flat-level cost detail in this town, see our 3-room Bukit Merah BTO cost guide and 4-room Bukit Merah BTO cost guide.

Knowing your actual floor area helps more than the nominal flat type does. Our HDB flat size guide compares the dimensions.

How long does a kitchen renovation take?

A kitchen alone is a matter of weeks rather than months, and hacking adds demolition and screed curing days at the front of that programme. Overlay skips both.

Noise-generating work is also capped by permitted hours, which limits how much happens per day regardless of crew size. Our stage-by-stage renovation timeline sets out the sequence.

Living Through It

A kitchen-only renovation takes your kitchen offline but leaves the flat habitable. Most owners stay, which is precisely why kitchen-only work suits families who cannot vacate.

Plan for cooking to be impossible for the full duration, not just during demolition. That is the part people underestimate, and it is worth budgeting for as an eating-out cost rather than pretending it away.

Neighbours in an Older Block

Mature estates have long-settled neighbours, and demolition in an older block is loud. Giving the units above, below and either side a week's notice costs nothing and prevents most friction.

Our guides on permitted drilling hours and how noise complaints are handled cover the rules and the escalation path.

The Advice We Would Push Back On

The most common thing a Bukit Merah owner reads is "avoid hacking, it is a waste of money". That advice is correct for whole-house packages and wrong for kitchens in old blocks, and repeating it here costs people the wrong thousand dollars.

We are not saying this because hacking suits us better. We are saying it because the number is S$1,000 and it is the only chance in the project to replace a membrane that has been sitting under your kitchen floor since the flat was built. Skip it and the next opportunity comes when water appears downstairs.

The check that settles it costs nothing: put a straight edge across the kitchen floor, tap for hollow tiles, and look at the skirting for staining. If any of those three signals show, spend the S$1,000. If none do, keep it.

If You Are Renovating to Sell

Bukit Merah's location keeps resale interest strong, and a kitchen is the room buyers judge hardest. But the arithmetic inverts when you are selling, because you must recover the spend in the price.

Carpentry-only at S$5,490 recovers far more reliably than a full strip-out. Read our MOP renovation guide before committing budget you may not get back.

Verify Before You Pay a Deposit

Three things in writing before money moves: the HDB Registered Renovation Contractor licence number, a payment schedule tied to inspectable stages, and a written scope naming every element.

RCS operates under HDB Licence HB-11-5877Z and holds BizSafe Level 3. Cross-check it independently rather than accepting a screenshot, using our guide to HDB licensed contractors.

Working to a Tighter Budget

If S$13,390 is above where you need to be, the honest answer is to reduce scope rather than shop for a lower number on the same scope. Carpentry-only at S$5,590 changes what you see and touch every day, and it leaves the floor for later.

Our cheapest package guide lays out where the floor actually is across the range.

Doing It in Two Stages

Carpentry now, flooring later is a legitimate plan, and in an older flat with a sound floor it is often the right one. The one sequence that does not work is the reverse.

Laying a new floor and then replacing carpentry later means lifting cabinets off a finished surface, which risks damage and leaves a visible boundary where the old run sat. If you are staging, do the carpentry first.

The Order to Decide In

  • Establish your block's build era — that picks the package family.
  • Test the floor and check the skirting — that decides hacking versus overlay.
  • Decide whether the toilets are genuinely due — that decides bundle versus kitchen-only.
  • Fix the appliance list — cabinet openings are built to their dimensions.
  • Pick the tier last. It is the smallest number, at S$600.

Run it in that order and the tier upgrade is usually affordable, because it is funded by a bundle you did not need.

Send Us Three Photographs

The kitchen floor, the area under the sink, and the skirting where the wall meets the floor. Those three tell us whether your Bukit Merah kitchen needs the S$1,000 or not, and that is the decision that moves your quote most.

Frequently Asked Questions

How much does a kitchen renovation cost in Bukit Merah?

Carpentry only starts at S$5,490 for BTO flats and S$5,590 for resale. A full kitchen including tiling starts at S$10,990 for BTO and S$13,390 for resale on overlay. Prices verified against the live store in August 2026.

Why is the hacking premium only S$1,000 in a kitchen?

The hacking premium scales with floor area. A kitchen is one room, so the screed removal, debris disposal and labour days are a fraction of a whole-flat job. Across a whole house the same decision costs S$4,900 to S$9,000.

Do older Bukit Merah flats need hacking?

More often than new ones, yes. Years of thermal cycling degrade the tile-to-screed bond and the wet-area membrane. Test the floor with a straight edge and tap for hollow tiles before accepting any recommendation.

Is it cheaper to bundle the kitchen with the toilets?

Only if the toilets genuinely need work. A resale kitchen alone is S$13,390 on overlay; kitchen plus two toilets is S$23,990. Bundling saves scheduling conflict and coordination cost, but not if you are buying work you do not need.

What is the difference between a resale and a BTO resale kitchen package?

BTO resale packages suit flats in newer condition where less demolition is required. A BTO resale kitchen on overlay is S$11,290 against S$13,390 for the resale equivalent — roughly S$2,100 apart on the same scope.

Can I keep my existing kitchen layout?

Yes, and it is usually cheaper. Keeping the layout avoids moving plumbing and electrical points, which is where kitchen budgets quietly expand. Layout changes also expose the slab, which forces hacking regardless.

Are appliances included in the package price?

No. Packages cover built-in works only. Fridge, washing machine, oven and dishwasher are budgeted separately, and their dimensions need fixing before carpentry is drawn because cabinet openings are built to them.
