If you own a flat here, the date answers only half of your question. The other half is what you still have to buy, and in what order.
Keppel asked owners to sign up by dates between 15 July and 15 August 2026 to have fan coil units fitted before handover. Every Plantation Verge block's date has now passed, and Keppel says installation after that might only be possible once you have your keys. Plantation Verge Completion Date and Current Progress
Plantation Verge is estimated to complete in September 2027. BTO HQ lists an estimated TOP date of 1 September 2027 for this Standard BTO, and 99.co's review of the May 2023 launch gave Q3 2027, with a waiting time of 3 years 8 months. Both point to the third quarter of 2027.
If you searched for the Tengah Plantation Verge completion date to find a progress figure, here's the honest answer. BTO HQ shows 78% against this project, but that figure counts time, not work. On BTO HQ's TOP tracker, every percentage we checked on 13 September 2026 matched the share of time elapsed between a project's launch month and its estimated TOP date, within half a point.
For Plantation Verge, May 2023 to September 2027 is 52 months, and mid-September 2026 is about 78% of the way through. A project on the same tracker whose estimated TOP has already passed shows 101%. So read 78% as time elapsed since launch toward the estimated TOP, not as Plantation Verge progress on site. The newest site photos on the project page were uploaded on 29 June 2025.
Plan around the month first, then around the key collection date you're eventually given.
Why You Will See Three Different Dates for This Project
Three dates get attached to the Plantation Verge BTO, and mixing them up can move a renovation plan by more than a year.
First comes the estimated completion date, September 2027. Next is the delivery possession date that 99.co's launch table lists beside it: 31 March 2029. Last is your own day to collect keys, and no public page lists that for this project yet.
Our reading of the second date is simple: treat 31 March 2029 as an outer date, never as the forecast. An owner who plans around it is planning 18 months after the estimate, and would waste those months if the flat hands over on time.

971 Flats in Seven Blocks Along Plantation Close
HDB's sales brochure for Plantation Verge describes 7 residential blocks of 14 to 18 storeys along Plantation Close, in Tengah's Plantation district, with 971 flats across four flat types. The blocks run from 100A to 102C. Keep your block number handy, because it matters further down this page.

Unit counts come from 99.co's launch review and match BTO HQ's totals; floor areas are HDB's approximate figures and include the air-con ledge. The 4-room is the biggest group by a distance, at 377 flats, so the prices below lead with 4-room examples. Every size shares the same PPVC finishes, which is where the next section starts.
Parc Meadow @ Tengah launched in the same May 2023 exercise, but it's a different project with its own dates. This page stays with Plantation Verge, and inside the flat.
What Arrives Installed in a PPVC Flat
The brochure line that should shape every quote you collect:
"To boost construction productivity, Plantation Verge will be built using the Prefabricated Prefinished Volumetric Construction (PPVC) method. The flats will come with full floor finishes, internal doors, and sanitary fittings."
For 3-, 4- and 5-room flats, the brochure spells out what that means room by room. Vinyl strip flooring goes down in the living, dining and bedroom areas. Bathrooms, the kitchen and the household shelter get floor tiles, and 4- and 5-room flats add a tiled service yard. You also get bedroom doors, folding bathroom doors, a wash basin, a shower set and a water closet suite.
We've covered this building method before, at Keat Hong Grange in Choa Chu Kang. HDB used the same wording there. Farrer Park Arena sits at the other end, with floors and internal doors offered as optional extras at booking. At Plantation Verge nobody had to tick a box: every flat in the project gets them.
What the Specification Leaves Out
PPVC settles the floors. It doesn't furnish the flat. On the general list HDB prints for the 2-room Flexi, 3-room, 4-room and 5-room flats at Plantation Verge, the fittings named are locksets, a water closet suite, a clothes drying rack, a wash basin with tap mixer and a shower set. That's the whole list.
These items appear in the brochure only on the separate list for short-lease 2-room Flexi flats, each marked optional:
- built-in kitchen cabinets with hob and cooker hood
- a built-in wardrobe
- window grilles
- a water heater
- lighting
At this project, HDB offers its Optional Component Scheme to elderly buyers of those short-lease flats. Everyone else should check their own paperwork, then plan on buying a kitchen, wardrobes, grilles, a heater and lights themselves. The services behind them are in place. HDB's list includes gas services, plus hidden wiring that already reaches the light points, the power points, the water heater point and the aircon points.
Why a Bare-Unit Package Is the Wrong Product Here
Renovation packages for new flats come in two tiers because some BTO projects leave the floors to the owner. Plantation Verge doesn't, so one of the two tiers simply doesn't fit your flat.
Our 4rm Bare Unit BTO Package (Vinyl) costs S$14,990, and its scope opens with floor screed and 5mm vinyl flooring for up to 700 sq ft of living, dining and bedroom space. HDB has already laid vinyl strip flooring in exactly those rooms at Plantation Verge. The 4rm Move-In BTO Package, at S$7,390, starts where the floors finish.
Choose the move-in tier. On a 4-room, the bare-unit scope would have you pay about S$7,600 more, largely for flooring work on floors that are already down (prices from our live product pages, 13 September 2026). We'd rather not sell you that scope, and if a quote for this project arrives built on it, ask the contractor to redo it.
Cooling Is the Decision That Is Already Running Late
Plantation Verge was sold with an unusual option. HDB's brochure says residents can subscribe to air-conditioning from a centralised cooling system, calls it the first of its kind for public housing in Singapore, and says subscribers won't need outdoor condensing units on the air-con ledge.
On 30 September 2024, HDB and Keppel announced that Keppel will design, build, own and operate that system at Brickland Weave, Plantation Edge I and II, and Plantation Verge. The contract runs 20 years and covers about 3,500 households, with chilled water piped to homes from chillers on the roofs of selected blocks.
The part that touches your renovation sits on Keppel's residential cooling page. It says fan coil units, the indoor units in your flat, are fitted and ready before you collect keys. That promise comes with a sign-up-by date, and for every Plantation Verge block that date has passed.
Did Your Block Miss the Keppel Sign-Up Date?
Keppel's sign-up page asks owners to sign up early so fan coil units go in before handover. It then warns that after its listed dates, site access may be limited by HDB's handover preparations, and that the work "might only be possible after you've collected your keys." These are the dates it lists for Plantation Verge:

All seven dates had passed when we checked Keppel's published date table on 13 September 2026. If you haven't signed up and still want centralised cooling, the risk is plain: work you expected before handover may now land inside your own renovation window, after keys.
Ask Keppel which applies to your block before you book a carpenter. HDB isn't a party to Keppel's contract with subscribers, so neither HDB nor your renovation contractor can give you that answer.
Centralised Cooling or Your Own Aircon: How Do You Choose?
You aren't locked in either way. Keppel's release says every flat in Tengah has an air-conditioner ledge provided for owners who would rather run their own system, and the brochure lists aircon points in the wiring. So the real questions are which system you want, and when you must settle it.
- Your own aircon: HDB's renovation permit page asks for an EMA licensed electrical worker and a BCA trained air-conditioner installer. Under HDB's electrical works guidelines, new 15A aircon power points need a permit in flats without higher electrical loading, and the brochure doesn't say which group these flats fall into.
- Keppel's centralised cooling: no outdoor condensers, billing on consumption at Keppel's Energy Charge Rate, and pipe routes inside each flat worked out by HDB with Keppel.
Our view: don't let anyone measure wardrobes, a TV console or a false ceiling until you know where your fan coil units or aircon trunking will sit. Moving built carpentry costs more than waiting for that answer.

What Does Renovation Cost at Plantation Verge?
With the floors done, a Plantation Verge renovation starts from the kitchen. Our move-in tier is built around the items HDB's list leaves out: 10 ft of top and bottom kitchen cabinets, a quartz countertop, a Rinnai hood and 2-burner hob, a 15L storage heater and whole-house painting.

Two calls from us. If you're happy with HDB's painted walls and plan to buy a water heater separately, the kitchen cabinet package at S$5,490 is the leaner buy for a 4-room than the move-in tier at S$7,390, and it saves you S$1,900. And both packages state "no gas connection" while HDB lists gas services, so the gas hook-up sits outside the package price whichever you choose.
One exception. Elderly owners of short-lease 2-room Flexi flats who opted into the Optional Component Scheme have built-in kitchen cabinets with an induction hob in their brochure list. If that's you, skip the kitchen packages and spend on what's still missing.
The 3-Room Kitchen and Utility Space Is Yours to Divide
The 88 three-room flats come with one layout call worth making early. HDB designed them with a combined kitchen and utility space, and the 3-room floor plan notes that you can add a partition between the two, drawn as dotted lines.
Settle that before anyone draws your cabinets. A partition changes how many feet of cabinet run you have and where the washing machine goes, and the 3-room is only about 69 sqm including the air-con ledge. Our pick: make the partition call in week one. Cabinets are the expensive part to redo, so the wall comes before them, never after.
Keeping the space open is a fair choice too. Just make it on purpose, and tell the carpenter before the first measurement rather than after the cabinet drawing is signed.
Leave the Bathrooms Alone for Three Years
Every bathroom at Plantation Verge arrives tiled, with a basin, a shower set and a water closet suite already fitted. HDB's building works guidelines add a rule that applies here directly. For flats this new, HDB sets "a 3-year restriction period" on removing the finishes from bathroom and toilet walls and floors.
So skip bathroom retiling in your first renovation: removing those tiles isn't allowed for 3 years, and in a PPVC flat they're new anyway. One owner who had just moved into a new BTO described the next worry on Reddit:
"Just moved in to a new BTO where the toilet was renovated by HDB and the water pipes seem to be concealed in the walls."
Concealed pipes are one more reason to leave finished wet areas alone. Save the budget for the rooms HDB left empty.
The Household Shelter Is Not Yours to Change
The brochure's important notes carry the household shelter rule in plain words: its walls, ceiling, floor and door "shall not be hacked, drilled, altered or removed". HDB's building works page explains why: the shelter is a civil defence shelter, fitted with a steel door and a strengthened floor, walls and ceiling.
That rules out shelf brackets screwed into the walls, drilled-in lights and a prettier replacement door. The rule sits in this project's own brochure, so no reading of it leaves room for a clever workaround.
Free-standing shelving is the workable answer, and it moves with you when your storage needs change. If a contractor offers to drill the shelter anyway, you've learned how they treat the other rules before you've signed anything or paid a deposit.
A Car-Lite Precinct Changes How Your Renovation Arrives
HDB has designated Plantation Verge a car-lite precinct, part of the wider Tengah car-lite area. The brochure says season parking will be reduced and kept for residents, and that short-term parking for visitors stays available, "albeit with limited lots".
Your carpenters, electricians and delivery lorries arrive as visitors. With 971 flats in one project and limited visitor lots, ask each contractor how they'll unload materials and clear debris, not just what they'll build. Get that answer in writing, because one missed delivery slot pushes back every trade queued behind it.

Should You Start Planning Now?
A BTO owner asked on Reddit the question this page keeps circling: "I'm a bit unsure about when I should start engaging an interior designer." For a flat due around September 2027, you're running two clocks.
The cooling clock is already past Keppel's sign-up dates. If you want centralised cooling and missed your block's date, contact Keppel now, because the answer decides whether that work lands before or after your keys. The renovation clock starts later. We'd collect quotes about three to six months before your keys, once your cooling choice is fixed.
When Plantation Verge key collection opens, inspect before you sign anything. HDB's page on defects in new flats says that within the 1-year defect liability period you can submit repair requests online or at the Building Service Centre in your precinct. The Sequence for a Flat Due Around September 2027
- This month: find your block number, check it against Keppel's sign-up dates, and choose between centralised cooling and your own aircon.
- Before any carpentry drawing: confirm where fan coil units and pipes run, or where your aircon units and trunking go.
- Three to six months before keys: collect move-in quotes, not bare-unit ones, and ask how deliveries will work in a car-lite precinct.
- On the day you collect keys: inspect for defects and log them inside the 1-year defect liability period.
- After keys: your contractor handles the HDB permit for any works that need one, and our HDB renovation permit guide explains which works do.
- During works: leave the bathroom tiles and the household shelter untouched.
Only listed contractors can carry out the work. HDB's renovation rules page says the Housing & Development (Renovation Control) Rules 2006 limit owners to firms listed in HDB's Directory of Renovation Contractors.
