The budget guides already ranking for this launch treat a Sembawang North BTO November 2026 flat as a bare shell. That is not what HDB's own 2026 price tables show for most of Sembawang: three of the four projects it launched there this year were priced with floor finishes, internal doors and sanitary fittings already in. That one line, published only at launch, decides your renovation bill.

So the question to settle first isn't 3-room or 5-room. It's whether the flat you select will arrive with its floors laid. If it does, the flat type barely changes what you pay us to make it liveable. If it doesn't, the gap between flat types widens and flooring becomes the largest line on your quote.

Sembawang North BTO November 2026: What HDB Has Confirmed

Three things, all from HDB's own release after the National Day Rally. The exercise moved. HDB pushed its last 2026 sales exercise back a month, from October to November, so buyers have time to get an HFE letter under the higher income ceilings. HDB's earlier flat-supply update had still named October.

The size and the towns are set too. Six towns share about 7,960 flats in November, Sembawang among them alongside Bedok, Geylang, Tengah, Toa Payoh and Yishun, according to HDB's announcement. Families whose HFE application is made on or after 24 August 2026 get a S$16,000 income ceiling, up from S$14,000; our note on what the $16,000 ceiling changes covers who that brings in.

The third is what HDB is holding back. "More details on the projects, including their classification, will be shared during the launch."

That means no project name, no price table and no finishes line until launch day.

What Is Still a Preview

Everything else you have read about this project comes from publishers, not HDB, and if you searched for a Sembawang BTO 2026 price for it, there isn't one yet.

RecordBTO lists "Sembawang North (name TBC)" at about 1,310 flats, expected to be Standard, along Admiralty Lane and Sembawang Drive. Its split leans large: 460 four-room and 420 five-room units, against 330 of the 2-room Flexi type and only 100 three-room flats.

RecordBTO puts the walk to Sembawang MRT at about 15 to 20 minutes. Stacked Homes gives the same 1,310 total and the same four flat types.

Treat those as good planning numbers, not commitments. RecordBTO itself notes that the name, the site plan, the prices and the final Standard, Plus or Prime label only arrive when HDB launches.

Plan the renovation around what changes the bill, and let the unit count firm up at launch.

The Footnote That Sets Your Renovation Bill

HDB prints a small mark beside some projects in its launch price tables. In February and June 2026 that mark was a tilde (~), and it pointed to this footnote:

Prices include the costs of floor finishes, internal doors and sanitary fittings, which are provided in the flats.

When the mark is there, those items are in your flat price and in your flat on the day you collect keys. When it isn't, as with Voyage, the living, dining and bedroom floors were offered under HDB's Optional Component Scheme, along with the internal doors and a wash basin and shower set. The Sembawang Voyage brochure calls it an opt-in scheme, and whatever you opt into is added to the flat's price rather than paid separately.

Either way, the floors get paid for once. The question is whether they're paid through HDB or through your contractor.

What Sembawang's 2026 Projects Came With

Here is how the four Sembawang projects HDB launched in 2026 were priced, taken from HDB's February and June launch releases and the four sales brochures.

There's a pattern worth noticing. HDB described each of the three finished projects as shorter-waiting-time, with waits of less than 3 years. Voyage's brochure makes no such statement, and Voyage offered its floors as an option instead.

Whether the November project follows Deck or Voyage is exactly what HDB will announce at launch.

Why Flat Type Barely Moves the Bill When Floors Are In

If your flat arrives finished, what's left to buy is mainly the kitchen and the paint. In Deck and Portico, finished meant polished porcelain tiles in the living and dining area and vinyl in the bedrooms. Our move-in tier is built around exactly that: 10 ft of top and bottom kitchen cabinets, a quartz countertop, sink and tap, a hood and 2-burner hob, a 15L storage heater and whole-house painting.

A 3-room and a 5-room sit S$200 apart. The kitchen run is the same 10 ft in all three, and nothing in the scope is measured by floor area.

That is why, for a finished flat, the usual advice that flat type drives the renovation bill doesn't hold at this stage.

What Changes When the Floors Are Yours to Lay

Without HDB's floors, the living, dining and bedroom areas need screed and a finish before anything else goes in. Our bare-unit tier adds that to the same kitchen scope, and it's the first package where floor area sets the price.

The spread between a 3-room and a 5-room grows from S$200 on the move-in tier to S$3,000 on the vinyl bare-unit tier and S$4,000 on tiles. What laying your own floor adds over the move-in tier is set out once, in the OCS table below.

Flat type only starts to steer your budget once the floors become yours.

What the Extra Money Actually Buys

Compare the two 4-room product pages line by line and the difference is narrow. The bare-unit vinyl tier adds floor screed across 700 sq ft of living, dining and bedrooms, 5mm LVT click vinyl over it, haulage, floor and wall protection while works run, and a whole-house clean with chemical wash.

The kitchen, heater and painting lines are the same as the move-in tier. Neither tier includes internal doors, a wash basin or a shower set.

So the bare-unit premium is a floor, plus the logistics of laying one, and nothing else.

Should You Opt In to the Optional Component Scheme?

Only if HDB offers it for your project, and you'll know at launch. If the November price table carries the finishes mark, there's nothing to opt into: the floors come with the flat.

If it doesn't, you choose at the flat booking appointment. For 3-room and bigger flats, Voyage's OCS leaflet offered two groups: floor finishes for the living and dining room, bedrooms, dry kitchen and any balcony, and a second group of internal doors with a wash basin and a shower set. Neither of our tiers includes internal doors, a wash basin or a shower set, so that second group is a separate buy whichever way you go.

For the floors, our view as renovators is to set HDB's floor-finish figure against what laying your own costs on our store. That cost is the gap between our move-in tier and our bare-unit tiers for the same flat type:

If HDB's floor figure for your flat type sits below the vinyl gap, opting in is the cheaper floor. If it sits above the tiles gap, laying your own is. In between, choose on finish, not price: HDB's floors are porcelain in the living room and vinyl in the bedrooms, while each of our Most Popular tiers is one finish throughout.

One more call. If you already know you'd rip out HDB's floors for your own choice, opting in for the floors pays for a floor twice.

Decide what you want underfoot before the appointment, not at the counter.

Vinyl or Tiles on a Bare Unit?

On our bare-unit tiers, tiles cost S$2,000 more than vinyl for a 3-room or 4-room and S$3,000 more for a 5-room. The tile allowance is 600 x 600 tiles at S$3.00 per square foot or lower, inclusive of GST; other sizes add labour and material, and wastage depends on the layout you choose.

Be clear about what each gives you. A tiled living and dining area with vinyl bedrooms is exactly what Deck and Portico delivered finished, and what Voyage offered under OCS. Our Most Popular tiers lay one finish throughout, so on our store the choice is all-tiles or all-vinyl.

Our judgment: if the split finish is what you want, HDB's option or a finished project gives it to you most simply. If you want one floor running through the flat, choose by the living room: tiles if you want it tiled, vinyl if you don't mind vinyl everywhere.

Never compare a vinyl quote with a tile quote and call the cheaper one better value.

What Can a S$40,000 Renovation Budget Cover Here?

More than most buyers expect, on our packages. The most expensive Most Popular tier for any flat type is the 5-room bare unit in tiles, at S$18,990. Even that leaves S$21,010 of a S$40,000 figure for what our packages don't cover, such as wardrobes, extra carpentry beyond the 10 ft kitchen run, and doors if your flat comes without them.

If the flat arrives finished, the 5-room move-in tier leaves well over S$30,000 of the same figure unspent. The number to watch isn't the package. It's the carpentry list you add to it.

Write that list before you compare quotes, or every quote will price a different flat.

Will There Be a Shorter Waiting Time Option?

HDB hasn't said for this project. Its January plan was about 19,600 BTO flats in 2026, of which more than 4,000 would be Shorter Waiting Time flats with waits of less than three years. Whether any of those sit in the November Sembawang project is a launch-day detail.

It matters for renovation in two ways. In Sembawang this year, the three projects HDB described as shorter-waiting-time all came priced with finishes. And a shorter wait brings your quotation forward, so the prices you plan with now are closer to the prices you'll pay.

The Bathroom Rule That Runs for Three Years

Even Voyage, the one 2026 Sembawang project without finishes in its price, came with glazed porcelain tiles on its bathroom floors. HDB's building works guidelines put a 3-year hold on taking out the tiles on bathroom and toilet walls and floors of a newly built flat.

That takes bathroom hacking off your first budget, and with it any new waterproofing line: if you want a fresh look before then, it's an overlay on HDB's tiles, not a hacking job. It also means the finishes question above is about the living areas and bedrooms, not the wet areas.

What You Decide at Selection, and What Waits for Keys

Two decisions are made at HDB's counter, long before any contractor is involved:

  • the flat type, which only moves our package price once floors are yours to lay;
  • OCS in or out at the booking appointment, if HDB offers it for this project.

Everything else waits. Carpentry, electrical points and finishes are best priced a few months before keys, when material prices for that year are known and carpentry lead time can be planned against your key month. Only a contractor listed in HDB's Directory of Renovation Contractors can do the work in your flat, under the Renovation Control Rules 2006. Check the HDB licence on any quote before you check its price.

What to Do Before and on Launch Day

  1. Sort out your HFE letter first. HDB encouraged buyers to have every document in by 25 September 2026; if any of yours is still outstanding, clear it before the launch.
  2. Decide your floor intent: keep whatever HDB lays, or lay your own. That single answer tells you which of our tiers applies.
  3. On launch day, find the Sembawang project in HDB's price table and look for the tilde (~) and its footnote.
  4. If there's no mark, note HDB's floor-finish figure for your flat type and set it against the gaps in our OCS table above before your booking appointment.
  5. Price your carpentry list separately. It's the part of the bill that grows with your choices, not with HDB's.
