Renovation disputes in Singapore are common, documented in Parliament, and largely unprotected by licensing. The Ministry of Trade and Industry has confirmed there is no mandatory qualification requirement for key personnel in renovation and interior design companies. Therefore your protection comes from what you verify before paying, not from a regulator afterwards.

What the Official Record Says About Renovation Complaints

Parliament has put the numbers on record twice. In a 2022 written reply, the Ministry of Trade and Industry stated that CASE received an average of 1,100 complaints a year involving renovation contractors between 2019 and 2021, and that 6,697 renovation contractors were registered with ACRA as of April 2022 (MTI).

A later reply narrowed the focus to money lost. From 2017 to 2023, CASE received about 120 complaints a year specifically about prepayment losses on incomplete renovation works, with an average reported contract value of around S$7,400. CASE helped consumers recover money in about half of the negotiated cases (MTI).

Read those two figures together. Complaints are common, but the cases where money vanishes are a smaller subset — and in roughly half of them, the money does not come back.

Why No Licence Protects You

The Government does not mandate minimum qualifications or experience levels for key personnel in renovation and interior design companies. MTI confirmed that position in its parliamentary reply. Consequently anyone can register a renovation company with ACRA.

HDB's Directory of Renovation Contractors is a separate and narrower thing. It restricts who may work inside an HDB flat under the Housing & Development (Renovation Control) Rules 2006, and HDB places the compliance duty on you as the flat owner (HDB). It is not a workmanship guarantee.

The practical conclusion is uncomfortable but useful. Your leverage is entirely front-loaded: what you verify, what you write into the contract, and what you withhold until handover.

Six Checks Before You Pay Anything

These six take under an hour combined. Each one closes a specific route by which homeowners lose money.

1. Verify the DRC listing. Search the exact registered company name in HDB's Directory of Renovation Contractors e-Service, then confirm the licence number matches what you were given.
2. Check the company against ACRA. Confirm the entity is live, and that the name on the quotation matches the name on the registration.
3. Read the payment schedule before the price. Prepayment is where losses concentrate. A schedule with a modest deposit and a balance withheld to handover is worth more than a small discount.
4. Get scope in writing, line by line. Material, brand, thickness, quantity. A quotation without specifications is a number, not an agreement.
5. Confirm who does the licensed trades. Electrical work needs an EMA-licensed electrical worker. Air-conditioner installation needs a BCA-trained installer (HDB).
6. Ask who submits the permit. Hacking needs HDB's prior written approval, and the contractor submits it with the flat's floor plan.

Note what is missing from that list: reviews. Reviews are useful context and terrible protection. A portfolio cannot return a deposit.

Overlay or Hacking: The Decision That Sets Your Price

Toilet pricing in Singapore forks on one technical question, not on taste. Overlay lays new tiles over the existing finish. Hacking removes them down to the substrate, which is what triggers new waterproofing.

BTO owners inside the restriction period do not get to choose. Newly built flats carry a 3-year restriction on removing wall and floor finishes in bathrooms and toilets, so overlay is the only compliant route (HDB).

How RCS Stages Payment

RCS spreads payment across five phases and holds a balance to the end: 10 per cent deposit to lock in scope, 40 per cent before pre-work, 30 per cent at masonry, 15 per cent at carpentry measurement, and a final 5 per cent at handover.

If a Dispute Happens Anyway

Escalate in order, and document at every step.

1. Notify the contractor in writing, inside the warranty period, with dated photographs.
2. Approach CASE. The Consumers Association of Singapore handles consumer disputes and publishes the available legal options.
3. Consider the Small Claims Tribunals. The limit is S$20,000, rising to S$30,000 where both parties sign a Memorandum of Consent, and claims must be filed within 2 years of the cause of action (Singapore Courts).
4. Note the exclusion for neighbour disputes. Water damage to a neighbour's unit falls to the Community Disputes Resolution Tribunals, not the SCT. HDB and the Town Council may also issue inspection notices.
5. Unfair practices fall under the Consumer Protection (Fair Trading) Act, administered by CCCS, which publishes a fair-trading guide for the renovation industry.
