HDB Probable Completion Date: PCD vs TOP vs Keys

The HDB probable completion date (PCD) is HDB's estimated completion date for your own flat, shown on MyHDB Page after you buy an uncompleted BTO flat. HDB says the actual date can move with construction progress, so treat the PCD as the month to be ready by, not as your key date.

Most owners read the PCD as their key date. It is not, and the difference decides when your renovation can start. The PCD is one of five dates you will meet between the launch and the keys, and only one of them, the key collection appointment, tells a contractor when to turn up.

What Is the HDB Probable Completion Date?

HDB defines the term on its key collection page, under the heading on the building progress of your flat:

"The PCD is the estimated completion date of your flat. The actual completion date may vary depending on the construction progress."

Two words in that sentence matter. "Estimated" means HDB is not promising the date. "Your flat" means it belongs to your unit, not to the project as a whole, which is why two neighbours in the same estate can hold different dates.

HDB can express a PCD as a quarter rather than a day. In a 2025 statement reported by The Online Citizen, HDB said the Vanda Breeze PCD had always been the second quarter of 2029, and that the timelines were communicated at the November 2022 launch and repeated when buyers booked.

Which means a PCD given as a quarter is a three-month window, not a date you can write into a contract.

Where Do You Check Your PCD?

Log in to MyHDB Page with Singpass. HDB's key collection page says your latest PCD is shown there, and "latest" is the word to notice: the figure can be updated while the flat is being built.

The government's MyNiceHome buying guide points to the same place from another angle. After the Agreement for Lease is signed, it says, the PCD and the building's progress appear in an HDB e-Service called "Check Application for New Flat Purchase". For an uncompleted flat, HDB sends the invitation to sign that agreement no later than 9 months after booking.

Tracker websites are not HDB. When we write a project page, such as River Peaks, Queen's Arc or Kim Keat Heights, we set the tracker's date against HDB's launch figures and say which is which.

Five dates, three sources, one flat. This is how they differ, in the order you meet them.

The launch waiting time is a project median. HDB's launch annexes count it from the middle month of flat selection to the middle of the blocks' projected completion months, so it cannot tell you about your block.

TOP is a building permit, not an HDB estimate. BCA says a Temporary Occupation Permit or Certificate of Statutory Completion is needed before anyone can occupy a building after works. When a tracker writes "est. TOP", it is the tracker's guess at that permit.

The DPD sits later than the PCD, as HDB's own figures imply: 91 projects ran past their original PCD in the pandemic years, but only two ran past their DPD. HDB's March 2025 release called the DPD the legal contractual date.

Is the Probable Completion Date the Day You Get Keys?

No. The PCD tells you roughly when your flat should be finished; the key date comes separately, and HDB announces it only shortly before.

HDB finishes a project block by block so every household can collect keys. It also warns that a block can look ready from outside while doors, sanitary fittings, wiring and cleaning are still going on. HDB says it invites buyers to collect keys once they are available.

The notice is short. HDB emails and texts you within 2 weeks before the appointment, asking you to read the appointment letter on MyHDB Page. Under the Agreement for Lease you then have 1 month from HDB's notice to take possession, and deferring beyond a month means daily interest on the balance purchase price.

The balance itself, plus any resale levy, must be paid in full before keys. Our BTO key collection checklist lists what to bring and what to inspect on the day.

Which means your contractor needs a start date that can move by weeks, not a date copied from the PCD.

Why Does the PCD Move?

Because it is tied to construction progress, and progress changes. HDB's own record shows movement in both directions.

The pandemic years were the worst case. In a March 2025 release, HDB said almost every project under construction slipped past the original PCD given to buyers. Of 91 delayed projects, 27 (30%) ran one to six months late and 62 (68%) ran seven to 12 months late. Keat Hong Verge was the only one on schedule, finishing in March 2023.

Contractor failure moves dates too. When the Greatearth companies went into liquidation, HDB moved the affected BTO projects to new contractors and set revised PCDs. Its 2021/2022 annual report says Senja Ridges and Senja Heights were then handed over ahead of those revised dates.

Dates also move earlier. HDB's January 2026 release says MacPherson Weave and Costa Grove finished about three months ahead of their original PCDs. Our MacPherson Weave guide covers what that meant for owners there.

HDB told The Straits Times in 2023 that affected buyers get at least six months to a year of notice of any PCD change, where possible.

One widely shared explainer says a delay usually means six to 12 more months. That matches the pandemic years, when 68% of delayed projects slipped seven to 12 months. It is not HDB's picture since: in March 2025 HDB said every other project then under construction was on track, with a few expected three to six months early.

What Happens If HDB Misses the Date?

It depends which date. Missing a PCD is an estimate being revised. Missing the DPD is HDB failing a contractual date, and HDB says two projects are the only times that has happened.

Waterway Sunrise II and Anchorvale Village ran past their DPDs, with total delays of more than a year. HDB called it the first time it had not delivered by the legal contractual date. Buyers of those two projects were compensated under the COVID-19 (Temporary Measures) Act: $5.5 million in total, paid to over 1,000 households.

HDB's annual report put the rule plainly: compensation went to buyers whose flats were delayed beyond the Delivery Possession Date.

These cases are often described as handovers more than a year after the PCD, and the delays did exceed a year. But the payment was tied to the other date: HDB compensated those buyers because their projects ran past the DPD, under the COVID-19 (Temporary Measures) Act. A late PCD on its own has not been grounds for payment.

HDB did help buyers whose flats ran late in other ways. Its March 2025 release says about 900 buyers were helped to rent a subsidised HDB flat while they waited, and about 450 who cancelled their booking to buy a resale flat for urgent housing needs had the forfeiture waived.

Which means a moving PCD is mostly yours to plan around: in the pandemic years HDB's help came as housing and waivers, not payment. Keep your current home, rental or storage arrangements flexible enough to absorb a few months.

Is a Tracker's "% Complete" Your PCD?

No, and on the page we checked it is not construction progress either. The percentage matched the share of calendar days elapsed between the launch and the site's estimated TOP.

BTO HQ's Sin Ming Residences page showed "80% Complete" and an estimated TOP of 1 June 2027 on 23 September 2026. Counting from HDB's launch on 5 December 2023, 1,023 of the 1,274 days to that date had passed: 80.3%, calendar time only.

A block with its facade done and a block still at the roof would show the same number. Read the PCD on MyHDB Page instead.

Can You Collect Keys Before the PCD?

Sometimes. HDB invites owners as soon as keys are available, and blocks finish one at a time, so the first block in an estate can be handed over before the last.

HDB's own examples are modest: about three months early for MacPherson Weave and Costa Grove in 2025, and three to six months for a few projects it expected to finish early, as of March 2025. HDB does not publish a rule for how early keys come, and neither do we.

Plan for the PCD. Treat anything earlier as a bonus, and keep the contractor's start date open until the letter arrives.

When Should You Collect Renovation Quotes?

Our view, from the HDB rules above: quote against the PCD, book against the appointment. Three situations change how early you should move.

  • PCD more than a year away: settle the scope, not the price. Read your flat's finishes, decide whether the kitchen, floors or bathrooms are in scope, and hold off on signing. Package prices and your needs can both change in a year.
  • PCD three to six months away: collect two or three quotations on the same written scope, so you compare like with like. Ask each contractor how much notice they need once your key letter lands.
  • Existing HDB owner or fiance scheme buyer: start a little earlier. HDB gives existing owners 6 months after keys to sell or transfer the old flat, and fiance couples 3 months after keys to solemnise, so a quick move-in scope often suits you best.

Sign when you are ready, but leave the start date tied to "within X days of key collection" rather than to a calendar month. A PCD in a quarter cannot carry a fixed date, and HDB's letter arrives within two weeks of the appointment.

Scouting while keys are "soon" is the right order. Signing a fixed start date before the letter is not.

What Has to Happen Between Keys and the First Drill?

More than most owners budget time for. HDB's rules set a sequence, and each step has its own clock.

Defects first

New flats carry a 1-year Defects Liability Period from key collection. Defects should be reported inside the first month after keys, and before any renovation begins, according to HDB's defects page. Once tiles are covered, a defect is hard to prove.

Utilities, then the permit

HDB's renovation rules say a permit for a new flat can only be granted after you open a water and electricity account with SP Services. The same rules require a contractor from HDB's Directory of Renovation Contractors. Our HDB renovation permit guide covers which works need one.

The three-month clock

For newly completed blocks, approved works must be finished within 3 months of the permit date. That is the clock that makes a loose start date expensive: every week between the permit date and the first day of work comes off your window.

Neighbours and hours

Neighbours up to 2 units away need a written notice, delivered no less than 5 days before the first day of work. Restricted work such as demolishing walls, removing finishes, cutting tiles and heavy drilling is allowed only between 9am and 5pm on weekdays. Which means work rarely starts the day after keys: the defect check, the SP account, the permit and 5 days' notice all come first.

Your Timeline From PCD to Move-In

  1. After signing the Agreement for Lease: note your PCD on MyHDB Page and check it every few months. A change is information, not a crisis.
  2. A year or more before the PCD: decide the scope. If your project has one of our project guides, such as Tengah Plantation Edge, read what the flat comes with.
  3. Three to six months before the PCD: collect quotations on the same scope and ask each contractor about notice and lead time.
  4. When HDB's email and SMS arrive: read the appointment letter, confirm the balance payment and give your contractor the date.
  5. Key collection day: inspect every room and log defects. Report them within 1 month and before any work.
  6. Around key collection: open the SP utilities account, because HDB grants the permit only after it exists, and let your contractor apply.
  7. At least 5 days before work: notify neighbours within 2 units, then start. Finish within 3 months of the permit date.

What Can You Renovate in the First Three Years?

Most of what a new owner wants, but not replacing the bathroom tiles. HDB's building works guidelines allow bathroom and toilet floor and wall finishes to be replaced, with a permit, only after the first 3 years from the date the block was completed.

Overlaying is different. Laying new floor tiles over the existing ones with adhesive needs no permit, as long as there is only one existing layer, the new finish including adhesive is no thicker than 13mm, and the floor trap is not touched. Wall overlays are also permit-free at 13mm or less, with no third layer.
