Most listings give the Tengah Plantation Edge completion date as one date, 1 December 2027. It may not be one date, because the project is two phases. A launch table credited to HDB put Edge I at Q2 2027 and Edge II at Q4 2027, and Keppel's cooling sign-up dates split the same way.
Facts, block dates and package prices checked on 21 September 2026 against HDB's sales brochure and web pages, Keppel's published sign-up dates and our own product pages.
That split matters more than the month. But the bigger surprise for many owners here is older than the cooling dates. At Plantation Edge, the floors in your living room and bedrooms, your bedroom and bathroom doors, and your basin and shower set were optional, and the choice was made at your booking appointment in 2023.

Tengah Plantation Edge Completion Date, Phase by Phase
The Tengah Plantation Edge completion date you will see most often is 1 December 2027. That is the estimated TOP date BTO HQ's project page gives for Plantation Edge I and II as one project.
At launch in October 2023, HDB said Plantation Edge I and II and Rail Green I in Choa Chu Kang had the shortest waiting times of that exercise. Its launch announcement gave one range for all three projects, three years to three years and four months. It doesn't split that range by project or say what the wait counts from, so we don't turn it into a month.
A launch table from Home & Decor went one step further and gave each phase its own quarter, with HDB named as its source. Plantation Edge I was listed at Q2 2027 and Plantation Edge II at Q4 2027.

So the December date is the later estimate, not the only one. The Plantation Edge I & II completion date may not be the same month for both phases. That is why your block matters.
Treat every one of these as an estimate. HDB's date for your own flat is the one that counts.
Which Blocks Are Edge I and Which Are Edge II?
People searching for Tengah Plantation Edge 1 and 2 are usually asking one thing: which phase is my block in? The site plan in HDB's sales brochure answers it.

Block 106A, 18 storeys, sits in Edge II but holds rental flats only. Two of the sale blocks, 109B and 105A, also house some rental flats alongside the flats that were sold.
The 1,010 flats for sale run from 2-room Flexi to 5-room. The 4-room and 5-room flats make up about two-thirds of them, with 353 and 313 units, so most readers of this page are holding a larger flat.
The project sits between Plantation Crescent and Plantation Close, next to the upcoming JE2 station on the Jurong Region Line. HDB designated both phases as car-lite precincts, with reduced car parking provision.
What Does 71% Complete Actually Measure?
If you have been checking Tengah Plantation Edge progress, you have probably seen 71% complete on BTO HQ's tracker. That number is not construction progress.
We recomputed it. From October 2023 to 1 December 2027 is 1,522 days, and by 21 September 2026 about 1,086 of them had passed. That is 71.4%, the same figure the tracker shows. It measures the wait, not the building.
The newest site photos on the project page are dated 4 February 2026. We couldn't find a public construction figure for this project from HDB.
Plan around the phase estimate, not the percentage.
Why There Is No Key Collection Month to Quote Yet
You will find key collection windows quoted online for Plantation Edge. We could not trace any of them to HDB or Keppel, so we don't repeat one here.
Keys follow completion, and your own appointment is the date that counts. When your Plantation Edge key collection date is set, our BTO key collection checklist covers what to inspect and bring on the day.
Until then, the useful work is the two decisions below. One of them is already locked.
Your Flat Was Specified at a 2023 Booking Appointment
Every 3-, 4- and 5-room flat here comes with some finishes fixed. The brochure lists floor tiles in the bathrooms, household shelter and kitchen, plus the service yard in 4- and 5-room flats. It also lists wall tiles in the bathrooms and kitchen, and a water closet suite.
The rest was optional. HDB's general specification marks these items as optional: vinyl strip flooring in the living, dining and dry kitchen area, vinyl in the bedrooms, bedroom doors, folding bathroom doors, and the wash basin and shower set.
They came under the Optional Component Scheme. If you opted in, the cost was added to your flat price. If you didn't, HDB's booking page is plain: you can't add the OCS items later, because the project's builder will already have ordered the quantities.
This is the difference from Plantation Verge, the neighbouring project on the same cooling contract, where every flat arrives with floors, internal doors and fittings. It is closer to Farrer Park Arena, another project where floors were optional.
Did You Opt In for Floor Finishes, Doors and Fittings?
HDB offers the scheme as two separate components for 3-room flats and bigger. One is floor finishes for the living and dining room and the bedrooms. The other is sanitary fittings and internal doors: the basin, the shower set, and doors for bedrooms and bathrooms.
That gives four possible starting points, and each one needs a different quote.

Our call: settle which row you are in before you ask anyone for a price. A quote built for the wrong row is not a cheap quote or an expensive one. It is a quote for a different flat.
If you can't remember what you took, check with HDB first. It costs you an email, not a renovation.
What No Package Covers If You Skipped the Doors
None of our packages includes internal doors, a wash basin or a shower set. If you didn't take that component, those items need their own quote, and we won't put a number on them here because we don't sell them as a package.
Floors are different. Our bare-unit tiers lay floor screed up to 50mm and then the flooring, across the living, dining and bedroom areas the option would have covered.
Ask any contractor you speak to the same question: does this price include doors? If the answer is no, you know what is missing.
Is the Cooling Sign-Up Still Open for Your Block?
Plantation Edge was in Keppel's first centralised cooling contract for Tengah, awarded in September 2024 for 20 years. Keppel's 2024 release lists Plantation Edge I and II, Plantation Verge and Brickland Weave, about 3,500 households.
It is no longer a three-project system. In April 2026 a second contract added nine more Tengah projects, and HDB and Keppel put Keppel's Tengah total at 12 projects and about 14,000 households.
Subscribing is optional. You may decide after signing the Agreement for Lease, the brochure says.
The timing is what bites. Keppel's sign-up page asks owners to register early if they want the fan coil units in before key collection. Miss the date attached to your block, and Keppel warns the fitting may have to wait until you have your keys.

Blocks 105B and 106B: sign up by 28 September 2026. Keppel lists a roadshow at Tengah Community Club, 119 Plantation Crescent, on Saturday 26 September 2026 from 11am to 8pm, two days before that date. Its residential cooling page also lists The Cooling Studio at HDB Hub.
Edge I blocks: the dates fell in July and August 2026. Ask Keppel what is still possible for your unit before anyone draws your carpentry.
Centralised Cooling or Your Own Aircon: What Changes on Site?
If you subscribe, you don't install or maintain condensing units on your air-con ledge, according to the brochure, and Keppel fits the fan coil units. If you prefer your own aircon, Keppel's 2024 release notes that HDB made provision for air-con ledges in all flats in Tengah.
Either way, the installers are regulated. HDB's permit guidance asks for an EMA-licensed electrical worker and a BCA-trained air-con installer. That part is simple.
Its electrical rules add that flats without higher electrical loading need a permit for new 15-amp points. The brochure doesn't say which side of that line these flats fall on, so have it checked.
Our view: decide cooling before any false ceiling or wardrobe is drawn. Otherwise you pay for carpentry twice, once around pipes you didn't plan for.
What Does Renovation Cost at Plantation Edge?

The move-in tier covers 10 ft of top and bottom kitchen cabinets with a quartz countertop, a Rinnai hood and 2-burner hob, a 15L storage heater and whole-house painting. It doesn't touch the floors. The bare-unit tiers add screed and flooring for the living, dining and bedroom areas, capped at 500, 700 and 800 sq ft for the 3-, 4- and 5-room.
Three calls from us. On a 4-room without floor finishes, the bare-unit tier sits S$7,600 above the move-in tier. That gap is mostly screed and flooring for the rooms that arrive without it, not a markup.
Tiles cost S$2,000 more than vinyl on the 4-room, so pick them only if you want tiles in the bedrooms too. And every package says "no gas connection", so the gas hook-up is priced outside it.

The 3-Room Kitchen Can Be Partitioned
The 81 three-room flats come with an open kitchen: a dry kitchen and a combined kitchen and utility space. The brochure notes you may partition off the dry kitchen, the wet kitchen and the utility area.
Decide that before anyone draws your cabinets. A partition changes the cabinet run and where the washing machine goes, in a flat of about 69 sqm including the air-con ledge.
Bathroom Tiles: Overlay Now, Hack Only After Three Years
HDB's building works guidelines set a 3-year restriction period on removing wall and floor finishes in the bathrooms and toilets of newly built flats.
Here the bathrooms already arrive tiled with a water closet suite. If you skipped the fittings component, the basin and shower set still go in, but hacking the tiles does not.
Laying new finishes over the old ones is a different matter: the same guidelines allow it without a permit, over a single existing layer, no thicker than 13mm including adhesive, with the floor trap left untouched. So if the delivered tiles won't do, overlay them before you move in. Otherwise, spend on the kitchen and floors.
The Household Shelter Stays As Built
The brochure is explicit: the shelter's walls, ceiling, floor and door must not be hacked, drilled, altered or removed. Our note on what you can and cannot do in the household shelter covers storage that works within that rule.
Should Edge I and Edge II Owners Plan on Different Timelines?
Yes, and not only because of the completion quarters. The cooling calendar already treats the two phases differently.
For Edge I, Keppel's dates fell in July and August 2026, and the listed completion quarter is earlier. Get your cooling answer from Keppel now, then ask for your kitchen and flooring quote. That way the quote is drawn around the answer, not ahead of it.
For Edge II, the order flips. Keppel's dates run from 28 September to 5 December 2026, so make the cooling decision first and take quotes after. A contractor can't draw your bedrooms properly until the fan coil positions are known.
Either way, don't rush a deposit. Nothing about your renovation can start until you have keys.
The Order of Work Around Your Keys
- Find your phase in the block table above. Your block number decides both your cooling date and your likely completion quarter.
- Confirm which Optional Component Scheme items you took, with HDB if you need to. That picks your package tier.
- Edge II: check your block's Keppel date, 28 September, 8 October or 5 December 2026, and decide on centralised cooling before it. Edge I: ask Keppel what is still possible.
- Shortlist contractors from HDB's Directory of Renovation Contractors. HDB's renovation rules require that whoever you engage for the works is listed there.
- On key day, inspect for defects first. Within the 1-year defects liability period, HDB's defects page lets you submit rectification requests online or at the Building Service Centre.

- Floors go down before the kitchen cabinets. On a bare-unit job, that is the order we work in.
