What Parc Meadow actually is

When do keys arrive?

Why a new flat needs less than you think
HDB hands over a screeded floor, a tested bathroom waterproofing membrane, and a new electrical installation. Compare that with a resale flat, where 3 hidden systems are at the end of a 30 to 45 year service life. Almost nothing at Parc Meadow needs removing.
The three-year bathroom rule
HDB restricts removal of original bathroom floor finishes and wall tiles in new flats for 3 years from key collection, protecting the membrane while the building settles. For a 2027 handover that restriction runs into 2030. The bathroom decision is therefore made for you.
Overlay or hack: the week-one decision
Everything downstream follows from this single choice — cost, timeline, debris volume, move-in date. For a new BTO, overlay is correct in almost every case.
What overlay covers
New flooring over the existing screed, new tiles over the original bathroom tiles, new cabinetry against existing walls, new fittings, and additional electrical points. No demolition, no debris at volume, no permit for the floor work, and no waterproofing to redo.
What overlay cannot do

When is hacking justified?
In exactly 1 situation: a genuine layout change the original plan does not allow, such as removing a non-structural wall. Disliking the tiles is not on that list. The kitchen version of this decision is covered in kitchen overlay versus hacking.
Where the money goes in a 3-room overlay
3 lines dominate: carpentry, flooring, and electrical additions. Painting and light fittings follow. Absent entirely: waterproofing, screeding, rewiring, and disposal of 2 generations of debris. That absence is the saving over a resale flat.
Flooring: vinyl or tile?
Vinyl installs in 2 to 3 days over a level screed and tolerates minor variation. Tile takes longer and needs a 3 to 7 day cure before loading. Both perform well over new screed, so the choice is preference and budget rather than structural.
Carpentry: height over length

What a 3-room layout allows
2 bedrooms, 1 bathroom, and living and dining as a single continuous zone. A 3-room is not a smaller 4-room; the usual error is lining every wall with cabinetry until the space reads as a corridor.
Should I open the kitchen?
It makes a compact flat feel considerably larger, and it suits lighter cooking. An enclosed kitchen contains heat and oil better for frequent heavy cooking. Electrical additions, not rewiring
The wiring is new, so this is about position rather than capacity. Adding 6 to 12 points where your furniture layout differs from the original socket positions costs little before finishes and a great deal after tiling.
Air-conditioning and trunking
A 3-unit system needs trunking routed before ceilings and finishes close. Retrofitting after painting means visible surface trunking or repainting. Decide the number of indoor units early.
Do I need an HDB permit?
For a typical overlay, no. Overlaying floors, painting, carpentry installation and like-for-like fixture replacement need no permit. Permits are required for hacking, plumbing relocation, water heater installation and structural alteration.
Who can file the permit
Only a contractor listed in HDB's Directory of Renovation Contractors, and approval takes up to 3 weeks. RCS files these under HDB Licence HB-11-5877Z. Ask for the licence number in HB-XX-XXXX format and verify the company name matches the quotation exactly.
Can renovation be done on Saturday?
Only quieter works. HDB permits general renovation on Saturdays, but noisy works — hacking, drilling, tile removal — are confined to weekdays, 9am to 5pm. No noisy work is allowed on Sundays or public holidays. In a Tengah handover month, plan noisy works for Monday to Wednesday so the 3-day window sits inside the working week.
What time can renovation start in Singapore?
9am. Works may not begin before 9am, and noisy works must stop by 5pm on weekdays. General works may run to 6pm Monday to Saturday. The full position is in HDB renovation noise rules and working hours.
Noise rules during a mass handover
With many units working simultaneously there is no slack to catch up later in the week. The 3-consecutive-day cap on noisy works is a hard planning limit, and in a block where 10 or more units renovate at once, your window is what you booked.
Fifteen blocks handing over together
1,985 units across 15 blocks means a concentrated handover. Every owner needs the same service lift, and licensed wet-works capacity for that month fills early. This is arithmetic, not caution.
Tengah as a car-lite town
Tengah is planned as Singapore's first car-lite town, so access and loading arrangements differ from older estates. Confirm the arrangements for your specific block and schedule bulky carpentry delivery around them rather than assuming.
Lift bookings and delivery
Tell your contractor 2 things on day one: your floor and your handover date. A lift booking obtained in advance is worth more to your timeline than any material choice.
The defects inspection comes first
Submit your joint inspection and defects list to HDB before renovation begins. Defects are far easier to identify on an untouched flat and much harder to argue once new finishes cover them. Our BTO defects inspection checklist covers what to look for.
A realistic 5-week programme
Weeks -12 to -8: appoint contractor, fix layout, order long-lead items. Key collection week: defects inspection. Weeks 1–2: electrical additions, any plumbing, then flooring. Weeks 3–4: painting, carpentry measured to finished floor. Week 5: fittings and handover.
How long does a 3-room overlay take?
4 to 5 weeks with no layout change, driven mainly by carpentry fabrication of 2 to 3 weeks. Adding plumbing relocation or a hacked bathroom extends that materially because of the 3-week permit window and membrane cure.
When should I book my contractor?
2 to 3 months before key collection. Design, material selection and permit approval all run during that window, so booking early costs nothing in flexibility and secures capacity in a heavy handover month.
What a quotation should itemise
5 things: carpentry running length in feet run with carcass material named; door finish stated separately; hardware by brand; flooring area and type; and the electrical point count. A single line reading "renovation" is not a quotation.
Where owners overspend
4 places, in order of frequency: hacking a bathroom that did not need it; a false ceiling through the entire flat; cabinetry in every room; and premium tiles in low-visibility areas. Spend instead on well-made carpentry, adequate points, and good bathroom fittings.
Bathroom works in a Tengah flat
