Why a Bukit Merah resale is a different job entirely
A new flat arrives with sound screed, a tested waterproofing membrane and new wiring. Almost nothing needs removing. An established 3-room is the inverse: 30 to 45 years of service life on systems you cannot see.
How old is your block?
Ask HDB for the block's completion year before budgeting. Bukit Merah contains some of Singapore's oldest public housing alongside brand-new developments, so the estate name alone tells you almost nothing. A block completed in 1975 and one completing in 2031 are different projects entirely.
The 3 systems that decide your budget
First, the bathroom waterproofing membrane beneath the floor tiles. Second, the distribution board and circuit count, sized when a household ran perhaps 4 or 5 appliances. Third, concealed pipework serving kitchen and bathroom. None appear on a viewing.
What you find when the old floor comes up
The first day of hacking is the honest one. In older 3-room flats we commonly find 2 or 3 generations of finishes layered on each other: tile over tile, a bathroom floor raised twice, patch repairs where a leak was treated cosmetically.
Why debris volume is always underestimated
Two generations of finishes means roughly double the removal a straight area calculation predicts. A 65 sqm 3-room can yield far more debris than the floor area suggests. The substrate underneath frequently needs levelling.
The sequence that protects your money
6 steps, each depending on the previous being finished and verified: hacking, rough-in, waterproofing, water test, tiling, carpentry. Not a preference — the mechanism that stops one trade destroying another's work.
Step 1: hacking, and the 3-day rule
Under HDB rules, noisy works are permitted only 9am to 5pm on weekdays, must finish within 3 consecutive days, and are not allowed on Sundays or public holidays. For a full 3-room strip-out that cap requires planning.
Step 2: rough-in while the walls are open
Pipe relocation and rewiring happen now or expensively later. Adding 6 to 12 electrical points costs little at this stage and a great deal after tiling. Relocating plumbing requires an HDB permit.
Step 3: waterproofing the right way
A new membrane is applied to the floor and turned up the walls — commonly 150mm at dry areas and higher in the shower zone. Most failures begin at the floor-to-wall junction and around penetrations such as floor wastes, not mid-floor.
Step 4: the 48-hour water ponding test
The bathroom is sealed and flooded for 48 hours before tiles bury the membrane. A failure caught here costs 1 day. A failure found after tiling costs the entire bathroom again, plus the ceiling below. Ask for the test to be documented with dated photographs.
Step 5: tiling and finishes
Only once the test passes do floors and walls close up. Tiling before the test completes is the single most common false economy in resale renovation.
Step 6: carpentry measured to finished floor
Cabinetry is measured against finished floor level, never bare screed. A 10mm discrepancy shows at the plinth. This is why carpentry is last, and why a contractor offering to fabricate in week 1 is telling you something.
What happens if you reverse the order?
You pay twice for the same square metre. Rewiring after tiling means breaking new tiles. Every reversal converts finished work into demolition — the mechanism behind resale budgets running 20 to 40% over.
Can renovation be done on Saturday?
Only quieter works. HDB permits general renovation on Saturdays, but noisy works — hacking, drilling, tile removal — are confined to weekdays, 9am to 5pm. No noisy work is allowed on Sundays or public holidays. Plan hacking for Monday to Wednesday so the 3-day window falls inside the working week.
What time can renovation start in Singapore?

Electrical: why rewiring is not optional
An older 3-room typically has 4 to 6 circuits and a distribution board without modern protective devices. Add an induction hob, a 30-litre storage heater, air-conditioning in 2 rooms and a washer-dryer, and you are loading an installation designed for a different era.
Air-conditioning and trunking
A 3-unit system in a 3-room flat needs trunking routed before ceilings and finishes close. Retrofitting after painting means visible surface trunking or repainting. Decide the number of indoor units early.
Plumbing and the neighbour below
The failure that matters is a slow seep emerging as a stain on the ceiling below. Under HDB's inter-floor leakage framework, responsibility and rectification cost can be shared between upper and lower flat owners. Replacing concealed wet-area pipework while walls are open is the cheapest insurance available.
What does an HDB permit actually cover?
Permits are required for hacking, floor finishing, plumbing relocation, water heater installation, and removal of a non-structural wall. Painting, carpentry and like-for-like fixture replacement need none. Only a contractor in HDB's Directory of Renovation Contractors can apply; approval takes up to 3 weeks. Structural versus non-structural walls

Noise rules in a fully occupied block
Your neighbours are home. Keep strictly to permitted hours and tell the immediate neighbours before hacking week. It costs nothing and prevents the complaint that stops a job mid-programme.
Kitchen work in a resale flat
A resale kitchen is rarely just cabinetry. Expect to address the sink position, pipework serving it, tiling behind and below units, and electrical provision for a modern hob and oven. Who should you engage for bathroom works?
For anything touching waterproofing, plumbing or a water heater, the contractor must be listed in HDB's Directory of Renovation Contractors. Ask for the licence number in the HB-XX-XXXX format, verify it against HDB's directory, and confirm the company name matches the quotation exactly. A mismatch is a clear warning sign.
Flooring: vinyl, tile or laminate
Vinyl installs in 2 to 3 days over a level screed and tolerates minor variation. Tile takes longer and needs a 3 to 7 day cure before loading. Laminate suits dry areas only. In a resale flat the deciding factor is usually whether the existing screed needs levelling first.
What a resale quotation should itemise
5 things: demolition and disposal volume; waterproofing specification and test; electrical circuit count and board; carpentry running length in feet run with carcass material named; and tiling area with wastage allowance. A single line reading "renovation" is not a quotation.
Defects the seller leaves behind
Check for hollow-sounding tiles, doors that no longer close square, water staining at skirting, and a bathroom floor sitting higher than the corridor. Each is a cost you inherit. Photograph everything before completion.

A new flat spends on finishes and carpentry; infrastructure is new. A mature resale spends a substantial share on work you never see — demolition, rewiring, pipework, waterproofing, levelling — before a single finish is chosen. What to spend on, and what can wait
Spend on what you cannot reach again: waterproofing, rewiring, pipework, a level floor. What can wait: feature walls, a false ceiling through the whole flat, built-ins in every room. 2 full-height carpentry runs store more than waist-height units along 4 walls.
A realistic 12-week programme
Week 0: permits filed, up to 3 weeks approval. Week 1: hacking within the 3-day cap. Weeks 2–3: rough-in, waterproofing, 48-hour test. Weeks 4–8: tiling and finishes. Weeks 9–12: carpentry and fittings. Add 1 buffer week.
How long does a 3-room resale renovation take?
Typically 8 to 12 weeks. The governing constraints are permit approval (3 weeks), the 3-day noisy-works cap, membrane cure and the 48-hour test, and carpentry fabrication of 2 to 3 weeks — not headcount on site.
Should I buy resale or wait for a new flat?

Can I keep the existing bathroom if it looks acceptable?
