Facts checked against HDB sources on 28 October 2026 · RCS team
Sembawang Voyage BTO is a February 2026 Standard project in Sembawang North with 1,173 flats in four blocks. HDB gives an estimated waiting time of 44 months; counted HDB's way from the July 2026 booking start, our estimate is keys around 2030. Its prices exclude bedroom and living room floors, internal doors and bathroom fittings, so your renovation budget depends on what you opted into.
That last point is easy to miss. Sembawang Voyage launched in the same exercise as its neighbour, but it isn't the same deal. Sembawang Deck has a 33-month wait and its prices include floors, doors and sanitary fittings. This page covers Voyage only: the units, the date and what your flat will need on the day you collect keys. For the estate around both projects, see our Sembawang North BTO Feb 2026 guide.
Sembawang Voyage BTO at a Glance
The site is in Sembawang North, framed by Admiralty Street, Admiralty Lane and Sembawang Drive. HDB's sales brochure describes 4 residential blocks of 26 to 29 storeys (Blocks 443A, 443B, 445A and 445B).
One block also holds 56 rental units. There is a 7-storey car park with a rooftop garden and a preschool on its ground floor. The project is sold as Standard flats.
Here is the flat mix from HDB's February 2026 Annex A:
| Flat type | Floor area (internal) | Units | Indicative price, excluding grants |
|---|---|---|---|
| 2-room Flexi (Type 1) | 40 sqm (38 sqm) | 81 | $150,000 to $187,000 |
| 2-room Flexi (Type 2) | 48 sqm (46 sqm) | 210 | $175,000 to $228,000 |
| 4-room | 93 sqm (90 sqm) | 454 | $304,000 to $422,000 |
| 5-room | 113 sqm (110 sqm) | 428 | $439,000 to $582,000 |
| Total | 1,173 |
There are no 3-room flats at Voyage. If a 3-room in Sembawang is what you are weighing, our Sembawang 3-room guide covers it. To set Voyage against the June 2026 launches, use our Portico, Brook and Deck comparison.
One more line from the brochure is worth reading before you choose a stack: "The Project is located close to a heavy vehicle park, and there may be potential disamenities such as higher noise levels."
When Will Sembawang Voyage Be Completed?
HDB has not published a Sembawang Voyage completion date. What it gives is an estimated waiting time of 44 months, and the Annex A note says how it is counted: "from the median month of flat selection exercise of this sales launch to the median of the projected completion month of the blocks within this project."
That starting point matters. The waiting time does not start at the February 2026 launch. It starts at the middle of the flat selection period. Annex B says booking "will tentatively commence in July 2026." Here is how the Sembawang Voyage waiting time turns into months, depending on where you start counting:
| Counting 44 months from | Our estimate | Is it HDB's method? |
|---|---|---|
| February 2026 (launch) | October 2029 | No. HDB does not count from the launch. |
| July 2026 (first booking month HDB gave) | March 2030 | Yes, if July 2026 turned out to be the median selection month (the earliest case) |
| October 2026 (a later median selection month) | June 2030 | Yes, if selection ran on and the median month fell later |
These months are our estimate, worked out from HDB's figures above. They are not HDB dates. Counting from the launch month gives an earlier month, but that is not how HDB counts, so we wouldn't plan a lease end or a renovation start around it.
The date to plan around is the one HDB gives for your own block, not one you read online. Our BTO completion date tracker shows which projects have reached handover.
What Does a Sembawang Voyage Flat Come With?
Voyage is the one February 2026 Sembawang project without HDB's "~" mark in Annex A. The mark tells you the price already covers floor finishes, internal doors and the bathroom's sanitary fittings. Deck has it. Voyage does not. Instead, HDB offered those items under the Optional Component Scheme (OCS). The brochure calls OCS an opt-in scheme. Buyers choose the items at the flat booking appointment, and the cost is added to the flat price.
For a 4-room or 5-room flat, this is how HDB's general specification splits it:
| Area or item | Comes with every flat | Only if you opted in (OCS) |
|---|---|---|
| Living and dining floor | Not included | Polished porcelain tiles with skirting |
| Bedroom floors | Not included | Vinyl strip flooring with skirting |
| Bathrooms | Floor and wall tiles, water closet suite | Wash basin with tap mixer, shower set with bath/shower mixer |
| Kitchen and service yard | Floor tiles; wall tiles in the kitchen | Not offered |
| Doors | Entrance door and metal gate, shelter door, service yard door | Bedroom and bathroom doors |
| Household shelter | Floor tiles and metal door | Not offered |
| Services | Gas, concealed water pipes, concealed wiring to lighting and power points (including heater and aircon points), TV and data points | Not offered |
Kitchen cabinets are not on the 4-room and 5-room list, with or without OCS. So every Voyage 4-room or 5-room flat will need a kitchen.
The 2-room Flexi works differently. Every 2-room Flexi comes with floor finishes in the bathroom, shelter and kitchen, a bedroom sliding partition or door, a bathroom door and a water closet. HDB's leaflet then offers Package 1 (flooring in the living, dining and bedroom areas) and Package 2 (wash basin and shower set). Package 3 (kitchen cabinets with an induction hob, hood, sink and drying rack) is aimed at seniors, and "Buyers who opt for Package 3 must select Package 1." Our 2-room Flexi guide covers that flat type.
HDB's brochure lists the OCS items but not their prices. Your booking record shows which items you took and what they added to your flat price.
Which Renovation Package Fits Your OCS Choice?
Start from your Sembawang Voyage optional component scheme (OCS) choice, not your flat type. The flat type only changes the floor area and the number of paint colours. The OCS choice changes the whole scope.
If you opted in for the floors, doors and fittings, your flat arrives with tiles, vinyl, internal doors and bathroom fittings in place. What is left is mainly the kitchen, the water heater and painting. That is a move-in scope.
If you opted out, the living room and bedrooms arrive with no floor finish. You need the floors laid before anything else goes in, and you still need doors and bathroom fittings from somewhere. That is a bare-unit scope, plus those extra items.
| Your Voyage flat | Package (Most Popular tier) | Price from | Floors in the package |
|---|---|---|---|
| 4-room, OCS floors taken | 4rm Move-In BTO | S$7,390 | None (HDB's are in) |
| 4-room, no OCS floors | 4rm Bare Unit (Vinyl) | S$14,990 | Screed and 5mm vinyl, up to 700 sqft |
| 4-room, no OCS floors | 4rm Bare Unit (Tiles) | S$16,990 | Tiles, up to 700 sqft |
| 5-room, OCS floors taken | 5rm Move-In BTO | S$7,490 | None (HDB's are in) |
| 5-room, no OCS floors | 5rm Bare Unit (Vinyl) | S$15,990 | Screed and 5mm vinyl, up to 800 sqft |
| 5-room, no OCS floors | 5rm Bare Unit (Tiles) | S$18,990 | Tiles, up to 800 sqft |
Every package in the table includes 10ft of top and bottom kitchen cabinets with a quartz top, a Rinnai hood and 2-burner hob (no gas connection), a sink and tap, a 15L storage heater, and whole-house painting. The 4-room packages paint up to 4 colours and the 5-room packages up to 5. Prices are from the live product pages on 28 October 2026; the full menu is on our 4-room BTO packages and 5-room BTO packages pages.
Two things to note. First, the floor cost in our own pricing: the 4rm Bare Unit (Vinyl) at S$14,990 is S$7,600 more than the 4rm Move-In at S$7,390, and the 5rm Bare Unit (Vinyl) at S$15,990 is S$8,500 more than the 5rm Move-In at S$7,490. Compare that with what HDB's OCS floors added to your flat price.
Second, none of these packages includes internal doors, a wash basin or a shower set. If you opted out of HDB's doors and fittings group, budget for those separately and tell any contractor at the first meeting. A quotation that leaves out your bedroom doors is not a cheaper quotation. It is a smaller one.
If you opted into everything and only need a kitchen, the Kitchen Cabinet BTO package starts from S$5,490.
These are today's prices. Keys are years away, so ask for a fresh quotation once HDB's completion date for your block is close. To get one, send us your floor plan, block number, OCS choice and keys date on WhatsApp or through the contact form, and we will reply with a scope and a quotation.
What to Do Between Now and Key Collection
- Find your OCS record. Note which items you took: floors, doors and fittings, or none. Every quotation starts there.
- Watch HDB's updates for your block every few months. Plan from what HDB tells you, not from a figure on a forum.
- Plan the six-month overlap if you are selling. HDB's Annex B says owners "have up to six months to dispose of their existing flat" after collecting keys. A bare-unit job adds floor work (screed and vinyl, or tiles) before the kitchen goes in, so leave room for that extra stage in your plan.
- Inspect before any work starts. New flats have a 1-year Defects Liability Period from key collection, and HDB's defects page asks you to "report the items within 1 month of key collection and before your renovation works begin." Our key collection checklist walks through it.
- Leave the bathroom tiles alone. HDB's building works guidelines say "Newly built flats have a 3-year restriction period in place for the removal of wall and floor finishes in bathrooms and toilets." Voyage bathrooms come tiled whatever you chose under OCS.
- Do not drill the shelter. The brochure says no part of the household shelter, from its walls and ceiling to its floor and door, may be hacked, drilled or altered. See our household shelter guide for what you can do with it.
- Hire from HDB's directory. HDB's renovation rules require a contractor listed in the Directory of Renovation Contractors. Check the licence of anyone you hire, ours included: RCS is licence HB-11-5877Z. Our permit guide explains which works need approval.
Still Years From Your Keys?
That is a normal place to be with a 2030 project. Ai-Deal is our own AI assistant for Singapore renovation questions, currently in beta. You can use ai-deal.ai to work through HDB rules, your budget and the order of work before you ask anyone for a quotation.
Sembawang Voyage FAQ
Is Sembawang Voyage BTO a Standard or Plus project?
Standard. HDB's sales brochure says Sembawang Voyage "will be offered as Standard flats" under the Standard, Plus and Prime framework. It sits in the Standard Projects group of HDB's February 2026 Annex A, alongside Sembawang Deck and Tampines Bliss. Check the conditions that apply to your own flat in your purchase documents.
What is the difference between Sembawang Voyage and Sembawang Deck?
Both are February 2026 Standard projects in Sembawang North. Deck has 777 flats including 3-room units, a 33-month waiting time, and prices that include floor finishes, internal doors and sanitary fittings. Voyage has 1,173 flats with no 3-room, a 44-month wait, and those items offered only under OCS. See our Sembawang Deck completion date guide.
Is the next Sembawang launch like Voyage or like Deck?
That depends on how HDB prices it at launch: look for the "~" mark in the price table. We cover the November 2026 Sembawang North launch, and how it compares with Sembawang Voyage BTO on finishes, in our Sembawang North November 2026 guide.
