You booked a Tampines Bliss flat and want to know when the keys come. Here is the short answer. HDB has not published a completion date for Tampines Bliss. It gives a waiting time of 23 months, counted from the median month of flat selection, not from the February 2026 launch (HDB, Annex A, February 2026). Your own date is the Probable Completion Date on MyHDB Page. And because the flat arrives with floors, doors and sanitary fittings already in, your renovation is a move-in job, not a rebuild.
Tampines Bliss completion date: what HDB actually says
HDB lists Tampines Bliss as a Standard project with an estimated waiting time of 23 months (HDB, 2026). In its January 2026 preview, HDB put it in plainer words: Tampines Bliss has the shortest wait in that batch, "1 year and 11 months", which HDB calls one of the fastest Shorter Waiting Time projects since those flats were introduced in 2018 (HDB, 30 January 2026). The project brochure puts the wait at "less than 2 years" (HDB brochure, 2026).
The detail that matters is where the 23 months start. HDB's definition starts the clock at the median flat-selection month for the launch and stops it at the median month in which the project's blocks are projected to complete (HDB, 2026). So it is a project-wide median, counted from flat selection, not from the day applications opened.
How to work out your own Tampines Bliss key collection month
Take the month you selected your flat and add 23 months. Say you selected in June 2026: June 2026 plus 23 months is May 2028. That is our arithmetic on HDB's figure, an estimate only. Because HDB's number is a median across three blocks, your block can land earlier or later.
Counting from the February 2026 launch instead gives an earlier month than HDB's definition supports. The one HDB date that applies to you: HDB posts the current Probable Completion Date (PCD) for your flat on MyHDB Page and says the actual date "may vary" with construction progress (HDB, key collection). When keys are ready, HDB says it will send an email and SMS up to 2 weeks before your appointment, and under the Agreement for Lease you must take possession within 1 month of HDB's notice (HDB, key collection). Two weeks is not long. Plan the renovation before that email arrives.

What your Bliss flat comes with on key day
This is the part that decides your renovation budget. HDB's brochure lists three things already installed in every flat: full floor finishes, plus internal doors and sanitary fittings (HDB brochure, 2026). For both the 3-room and 4-room, the list is:
- bedrooms: vinyl strip flooring;
- floor tiles in the living and dining area, bathrooms, household shelter, and the kitchen (plus the service yard in a 4-room, and a dry kitchen in some 3-room units);
- wall tiles in the bathrooms and kitchen;
- bedroom and bathroom doors;
- a wash basin with tap mixer, a shower set with bath/shower mixer, and a water closet suite.
The same brochure says the water pipes and the electrical wiring are concealed, and that the wiring already runs to points for a water heater and air-conditioning. Sanitary stacks are exposed, and may sit at the service yard or the air-con ledge.
HDB also tells you what those items are worth in its own pricing. Annex A gives each flat type a price with and without floor finishes, internal doors and sanitary fittings (HDB, 2026). Subtract one from the other and the gap is $6,000 for a 3-room ($363,000 minus $357,000) and $8,000 for a 4-room ($481,000 minus $473,000). By our arithmetic, you have already paid for these finishes inside your flat price.
One room you cannot touch. The brochure forbids hacking, drilling, altering or removing any wall, the ceiling, the floor or the door of the household shelter. Our household shelter storage ideas work within that rule.
What renovation really costs at Tampines Bliss
Budgeting for hacking, rewiring and plumbing as if the flat were bare is the wrong starting point for a Tampines Bliss flat. The floors, doors, bathroom fittings, concealed pipes and wiring are already there. Ripping out new HDB floors only to lay new ones means paying twice for the same square metres.
What a finished Bliss flat usually still needs is a kitchen, a water heater, paint and storage. That is close to what our Move-In BTO packages cover. RCS sells these packages, so weigh this section with that in mind. Prices below are from our live store, checked 28 October 2026.

Our call for most Bliss owners: start from the Move-In package for your flat type, then add only the carpentry you will use, such as wardrobes or a TV console. If you want different flooring later, that is a choice, not a need. The fair alternative is to do less: if the HDB kitchen tiles and a simple freestanding setup suit you for the first year, you can paint and move in, and renovate once you know how you live in the space. The order of work after keys
A finished flat changes the order of work. These four steps, in this order, protect your money.
- Inspect and report defects first. HDB says all newly completed flats have a 1-year Defects Liability Period from key collection, and asks owners to report defects within a month of getting their keys, before any renovation starts (HDB, defects in new flats). Once a contractor has worked on a wall or floor, it is harder to show that a defect is HDB's to fix.
- Leave the bathrooms alone. HDB says newly built flats cannot have their bathroom and toilet wall or floor finishes removed for 3 years (HDB, building works). - Use a contractor from HDB's directory. Under HDB's Renovation Control Rules 2006, your contractor must be on HDB's Directory of Renovation Contractors (HDB, important information). See our HDB renovation permit guide for which works need a permit.
- Book the work for the weeks after keys, and mind the hours. Kitchen carpentry is measured on site, so final drawings follow key collection. Tampines Bliss vs Tampines Nova
Tampines Nova, from the same launch, is a different project: HDB gives it a wait of 2 years and 8 months, with two 14-storey blocks of 255 2-room Flexi and 4-room flats (HDB, 30 January 2026). HDB has not published one. It gives an estimated waiting time of 23 months, which HDB also describes as 1 year and 11 months, counted from the median flat-selection month to the median projected completion month of the blocks. Add 23 months to your selection month for a rough estimate, then rely on the Probable Completion Date shown on your MyHDB Page, which HDB updates as construction moves.
Is Tampines Bliss a Standard or Plus project?
Standard. HDB's February 2026 Annex A lists Tampines Bliss as a Standard project, and the brochure says all 284 flats are Standard flats with a wait under 2 years. Tampines Nova, launched at the same time, is a different project with a longer wait of 2 years and 8 months.
Do Tampines Bliss flats need hacking or new flooring?
Usually not. HDB's brochure says floors, internal doors and bathroom fittings arrive already installed, and its price table (HDB, Annex A) values those items at $6,000 for a 3-room and $8,000 for a 4-room, by our arithmetic. What is left is mainly a kitchen, a water heater, paint and storage. Bathroom wall and floor finishes also carry HDB's 3-year removal restriction.
How many units does Tampines Bliss have?
Tampines Bliss has 284 units: 80 three-room flats and 204 four-room flats, according to HDB's February 2026 launch table (HDB, Annex A). There are no 2-room Flexi or 5-room flats in this project. The flats sit in three 10-storey blocks, numbered 200A, 200B and 200C.
How much notice will I get for Tampines Bliss key collection?
Not much.
