Tengah BTO November 2026: 5-Room, 3Gen and Reno Cost

Tengah BTO November 2026 buyers are told to plan the renovation after the keys arrive. That is not when the money is decided. The Optional Component Scheme tick at booking decides whether the floors, plus the doors and fittings, are paid to HDB inside the flat price, or land on your quote: a S$7,600 step to a bare-unit tier on a 4-room, S$8,500 on a 5-room, plus doors and fittings no package covers.

So this page is not another launch preview. It is about the one renovation decision you make at your booking appointment, and what each answer costs you. The other projects in the same exercise have their own pages: Bayshore, Geylang, Toa Payoh and Chencharu in Yishun.

What HDB Has Confirmed About Tengah BTO November 2026

HDB's 22 August 2026 release pushed the last exercise of the year from October to November 2026. The reason given is time: buyers need room to sort out eligibility under the revised income ceilings. Roughly 7,960 flats are on offer across six towns: Tengah, Bedok, Geylang, Sembawang, Toa Payoh and Yishun.

The month moved, but the town list did not. HDB's own June 2026 release named the same six towns for an October exercise.

Two dates in that August release matter to you:

  • 24 August 2026: the income ceiling for families rises from $14,000 to $16,000 for HFE applications made from this date. We unpack it in what the $16,000 income ceiling changes.
  • 25 September 2026: the date by which HDB encouraged buyers to submit all required documents. If yours are not in yet, submit them now.

Everything else about the Tengah project is still HDB's to announce. HDB's own line on it: "More details on the projects, including their classification, will be shared during the launch."

What the Previews Say, and Why It Is Not Fact Yet

Property publishers have filled the gap. Uchify's preview puts the Tengah project at 710 flats along Tengah Garden Avenue. Its split: 200 5-room, 250 4-room, 50 3Gen, 50 3-room and 160 2-room Flexi. It also says the project is expected to be classified Standard.

The Property Collective says it read its figures from HDB Flat Portal project pages on 25 August 2026. Its seven pages add up to 7,970 units against the roughly 7,960 HDB announced.

Use those numbers to decide which flat type to apply for. Don't use them to fix a renovation budget. A preview can be right about the mix and still be wrong about your block.

The same goes for the Tengah BTO price and the Tengah BTO floor plan: both come from HDB at launch, not before.

Why the Renovation Budget Is Set at Your Booking Appointment

Most buyers think the renovation starts when a contractor walks in. But one part of it is settled much earlier. HDB's booking page is plain about it: "You may opt in for OCS items during the flat booking appointment." The cost of what you pick is added to the flat price.

Then comes the line people miss. HDB puts it bluntly: "Do note that if you do not opt for the OCS items during the flat booking appointment, you will not be able to do so later." That is on HDB's Booking of Flat page.

Which means the flooring question moves from key collection to booking day, long before you have keys, a site to measure or a contractor. The choice you make then decides who you pay for the floors: HDB, or us.

What Does the Optional Component Scheme Cover?

For 3-room and bigger flats, HDB lists two optional items on its booking page:

  • Sanitary fittings and internal doors: a wash basin with tap mixer, a shower set with bath or shower mixer, and doors for the bedrooms and bathrooms.
  • Floor finishes: the living and dining room, and the bedrooms.

They are separate lines, so you can tick one without the other. Kitchen cabinets are not on the list, which is why every one of our BTO packages starts with them.

The Two Ways a New Flat Can Arrive

Not every project offers OCS. HDB states that "OCS is not offered for BTO projects with shorter waiting times, as these flats will come with floor finishes, internal doors, and sanitary fittings."

HDB's June 2026 brochures show both shapes side by side. Sembawang Brook, a shorter-waiting-time project, arrived finished. Its 3-, 4- and 5-room flats had floor tiles in the living and dining room, vinyl strip in the bedrooms, bedroom and bathroom doors hung, and basins and showers fitted. We compared it with its neighbours in Sembawang Portico, Brook and Deck compared.

Woodgrove Acres, launched the same month, lists far less for its 3-, 4- and 5-room flats. Floor tiles in the bathrooms, household shelter and kitchen, wall tiles in the bathrooms and kitchen, and a water closet suite. Everything else sat behind the OCS opt-in.

Which shape the Tengah project takes is not public yet. HDB will say at launch. When the brochure comes out, read the "Finishes and Fittings" section before you read the price table.

What HDB Charged for Those Items in June 2026

HDB's June 2026 pricing annex printed what these items cost at Sembawang Brook. Its prices included floor finishes, internal doors and sanitary fittings, and HDB listed the prices without them too.

In that annex, a Sembawang Brook 4-room was S$302,000 to S$428,000 with those items, and S$294,000 to S$420,000 without. That is an S$8,000 gap at both ends. The 5-room gap was S$9,000 to S$10,000, and the 3Gen gap S$11,000 to S$12,000.

That is one project's figure, not a Tengah price. But it tells you the scale, and it tells you where the money goes: into the flat price, paid with the flat.

Which RCS Package Fits Each OCS Choice?

Here is how each booking-day answer maps to our packages. All prices are the Most Popular tier, checked on the product pages on 21 September 2026.

The move-in tier costs less on our quote because the floors are already in the flat price you paid HDB. It covers the kitchen cabinets and countertop, the hood point, the heater connection and whole-house painting. The bare-unit tier adds floor screed and flooring for the living, dining and bedrooms. Previews Put This Round's Only 3Gen Flats in Tengah

If you need a 3Gen flat in November, the previews point to Tengah as the only place to look. The Property Collective notes that Tengah carries the only 3Gen flats in this exercise, though that is still a preview until HDB launches.

A 3Gen flat is for multi-generation families. HDB's definition is a couple, engaged or married, buying together with their parents, set out on its couples and families page.

In the June 2026 exercise, HDB's administrative notes told 3Gen applicants to apply under a combined "5-room/3Gen" category, which put them in the same ballot as 5-room applicants in that town. If the same rule holds in November, you are competing in one pool.

The flats are not the same size. At Sembawang Brook, the 5-room was 113 sqm with 110 sqm internal, while the 3Gen was 120 sqm with 115 sqm internal. Our HDB flat size guide covers the standard types. We have no 3Gen package, because our 5-room flooring allowance of 800 sqft was not written for a 3Gen layout, so a 3Gen flat is priced from its floor plan.

One more line for families with children. HDB's August release says that, starting with the February 2027 exercise, first-timer families get one extra ballot chance per Singapore Citizen child aged 18 or under, a child on the way included. That does not apply in November. Whether to wait is your housing decision; if you do, the renovation moves back with it.

Tengah's Cooling Question and Your Aircon Scope

Whether this project offers centralised cooling is not confirmed, and nobody quoting you knows yet. What is on record is that HDB awarded Keppel a centralised cooling contract for three earlier Tengah projects: Brickland Weave, Plantation Edge I and II, and Plantation Verge.

The release adds that every Tengah flat has an aircon ledge, for owners who would rather run their own system. That is why the question matters here more than in most towns. If the new brochure mentions centralised cooling, settle it before the aircon and ceiling scope is fixed, because the carpentry is drawn around that choice. What the Bare-Unit Tier Leaves Out

Read the scope before you untick anything. Our 4-room bare-unit vinyl package covers LVT flooring for the living, dining and bedrooms up to 700 sqft. The 5-room version covers up to 800 sqft, and the 3-room up to 500 sqft.

What it does not list is internal doors, a wash basin or a shower set. Those are exactly the items in HDB's first OCS line.

So if you leave both OCS lines unticked, doors and sanitary fittings become separate lines on our quote. That is not a hidden cost, but it is one you should see before booking day, not after.

The Comparison That Actually Matters

Opting in does not make the renovation cheaper. It moves the cost. With the floors ticked, you pay HDB for them inside the flat price and our move-in package does the rest. Leave them unticked and the floors land on our quote instead.

Take the 4-room. In June 2026, HDB's annex priced a Sembawang Brook 4-room about S$8,000 higher with the finishes than without. Our step from the 4-room move-in package to the bare-unit vinyl tier is S$7,600, and that buys floors only.

Brook's finished flats had tiles in the living and dining room and vinyl strip in the bedrooms. So for the living room, our tiles tier is the closer match, and that step is S$9,600 on a 4-room. On those numbers, HDB's S$8,000 bought the floors plus the doors and fittings, while our S$7,600 to S$9,600 buys floors alone.

Brook is one project's figure, not a Tengah price. But if the Tengah numbers look anything like it, the floors HDB lays are the cheaper route unless you want a finish HDB does not offer.

Two Mistakes That Cost Money

  1. Unticking the doors and fittings. They become an extra line on your quote that none of our packages prices, and HDB will not let you add them back after booking.
  2. Ticking floors you plan to replace. You pay HDB for them inside the flat price, then pay us to lay the floor you actually wanted. That is paying twice.

Both mistakes are made on the same morning, at the booking appointment.

Should a 5-Room Buyer Opt Out of OCS?

This is our view, based on how our packages are built. It is not HDB's advice, and your household may weigh it differently.

Tick the doors and sanitary fittings line in most cases. They are functional items, none of our packages include them, and leaving them out buys you a quote line rather than a choice.

Leave the floors unticked only if you want a finish HDB does not lay. Tiles through the bedrooms, or one vinyl throughout, are reasons to go bare-unit. For a 5-room, our step from the S$7,490 move-in package is S$8,500 to vinyl and S$11,500 to tiles, against a Brook 5-room gap of S$9,000 to S$10,000 that also covered doors and fittings.

If the project turns out to be shorter-waiting-time, there is nothing to decide. The finishes come installed and the move-in package is the right product.

Put HDB's Figure Beside Ours at Launch

When Tengah's price table is out, find what HDB charges for these items. Then set it beside our floors-only steps to the bare-unit vinyl tier: S$5,700 for a 3-room, S$7,600 for a 4-room and S$8,500 for a 5-room. For tiles, the steps are S$7,700, S$9,600 and S$11,500.

Remember that HDB's figure covers doors and fittings too, and ours does not. If HDB's number sits near ours, tick the floors unless you want something different underfoot.

Bathrooms and the Household Shelter Stay as Built

Whatever you tick, the bathroom finishes HDB lays are protected. HDB's renovation rules bar you from replacing the toilet floor and wall finishes HDB lays for 3 years, counted from the day the block is completed.

"You can, however, lay new toilet floor finishes over the existing floor finishes using adhesives." - HDB

That is the overlay route in our toilet renovation packages. Any quote that hacks out those bathroom tiles within the three years is not a quote you should sign.

The household shelter is off-limits for good. HDB's June 2026 brochure for Woodgrove Acres carries the note: "The walls, ceiling, floor and door of the Household Shelter shall not be hacked, drilled, altered or removed." Plan storage around it, as in our household shelter storage ideas.

What to Do Between Now and Booking Day

  1. If your HFE documents are not in yet, submit them now. HDB's suggested date for this exercise was 25 September 2026.
  2. Choose the flat type with the renovation in mind. A 4-room move-in package is S$7,390 and a 5-room is S$7,490. The bigger jump is between the move-in and bare-unit tiers, not between flat types.
  3. When the brochure is out, find the "Finishes and Fittings" section. It tells you whether the finishes come installed or sit behind OCS, and whether centralised cooling is offered.
  4. Put HDB's OCS figure beside our steps. S$5,700, S$7,600 or S$8,500 for floors alone, as set out above and on each bare-unit product page.
  5. Decide the OCS lines before the appointment. Doors and sanitary fittings on one line, floors on the other. You cannot add them later.
  6. Pay no renovation deposit before you have a flat and a floor plan. A quote for a unit you have not booked is a guess.
  7. Check the contractor's HDB licence. HDB's rules say you may only engage contractors from its Directory of Renovation Contractors.

Once you know your flat type and what you ticked, the product page does most of the work. Start with the 5-room Move-In BTO package or the 4-room version if you took the full OCS.
