Why the Gap Is So Small in a Toilet

The hacking premium scales with floor area. Across a whole 5-room flat it reaches S$9,000. In a kitchen it is S$1,000. In two toilets — the smallest floor plates in the flat — it falls to S$600.

So the decision that dominates a whole-house budget almost disappears here. And that is exactly why so many owners wave it away without thinking about what it actually buys.

What the S$600 Actually Buys

Overlay lays new tiles over the existing surface. The membrane underneath stays where it is, untouched and uninspected.

Hacking strips back to the screed so a new waterproofing membrane can be laid. In a wet area, that membrane is not a detail of the job. It is the job. Everything above it is finish.

Should I hack or overlay a Bukit Merah toilet?

In an older block, hack. The membrane in a decades-old toilet has been in continuous service since before most owners moved in, and nobody has looked at it since.

When a leak between two HDB flats comes from ordinary wear and tear, it is treated as a joint responsibility, and a cost-sharing scheme splits the repair between HDB and the two owners.

That protection has a boundary. Where renovation works in the upper unit caused the leak, the owner who renovated carries the full repair cost. Cost-sharing applies to wear and tear, not to damage created by a renovation.

The Sequence That Costs People Money

It runs the same way every time. The membrane is old but not yet leaking. Overlay goes on top, sealing the fault in. Tiles cover everything, and the job looks finished.

Months later, water appears on a ceiling downstairs. The renovation is recent, so the cause is attributed to it. The contractor's warranty has lapsed. And the cost-sharing route is closed, because renovation-caused leaks fall on one owner.

The S$600 was the entire decision, and it was made in an afternoon without anyone explaining what it covered.

How to Tell If Your Membrane Has Already Failed

Four signals, all checkable without a contractor:

  • Staining or a damp patch on the ceiling of the unit below, if you can ask.
  • Efflorescence — a white powdery deposit — on skirting or the wall base outside the toilet.
  • Tiles that sound hollow when tapped near the toilet door threshold.
  • A musty smell in the adjacent room that does not clear with ventilation.

The Overlay Condition Nobody Checks

Overlay works when three things are true: the existing tiles are sound, there is no waterproofing issue, and the toilet has not already been overlaid once.

That third condition catches out a lot of Bukit Merah owners. A flat that changed hands twenty years ago may well have been overlaid then, and a second overlay stacks another layer on a membrane nobody has inspected in decades — while eating the floor height that made overlay viable in the first place.

Ask when the toilet was last done. If nobody knows, assume it was.

What a Waterproofing Line Should Say

A quotation that reads only "waterproofing" is not a specification. It should name the membrane system and the number of coats applied.

It should also include a ponding test: the floor is flooded and left standing before tiling, the level is checked after a set period, and the unit below is inspected. Ask for the result in writing.

Do not let tiling start early

Tiling before the membrane cures and passes its test is the classic cause of failure, and schedule pressure is exactly when that shortcut gets taken.

If your programme is tight, the honest move is to extend it rather than compress the curing window. This is the one stage where saving three days costs you the whole point of the exercise.

When Overlay Is the Right Call

We are not arguing that hacking always wins. Where the toilet was properly done within the last few years, the membrane is sound, and there is no sign of moisture, overlay is the correct engineering answer and the S$600 is genuinely optional.

Overlay is also faster, quieter and far less disruptive — no demolition, no debris, no screed curing. In a flat where you are living through the works, that is worth something real.

The point is that the decision should follow evidence, not habit.

Bundling With the Kitchen

Most older flats needing toilets also need the kitchen, because both wet areas aged together. The bundled kitchen-plus-two-toilets package runs S$23,990 on the resale overlay line and S$24,990 with hacking.

Compare that against the parts before committing. Two toilets alone are S$11,690. If the kitchen was done recently, the bundle is not a saving.

The advice circulating everywhere right now is that overlay saves money and hacking is an upsell. On whole-house packages that is broadly fair — the premium there reaches S$9,000 and often buys nothing.

Carried into a toilet, the same advice becomes actively dangerous. The number is S$600, the room is the only one whose failure reaches into somebody else's home, and the protection that normally splits such repairs does not extend to renovation-caused leaks.

You do not have to take our word for any of it. Ask any contractor the same question: what did you find under the existing floor, and what happens to my liability if the membrane fails after your overlay. A contractor who cannot answer both has not inspected your toilet.
