If you have been quoted for a toilet renovation in Tengah and the number felt high, there is a good chance the quote was written for a different flat. Most toilet pricing assumes a resale unit — hacking out old tiles, stripping a failed waterproofing membrane, replacing corroded pipework. A new Tengah flat needs almost none of that, and one HDB rule means you probably could not do it even if you wanted to.

This is what actually applies to a new bathroom in Tengah, and which line items genuinely move the price.

Why the number you were quoted assumed an older flat

A full resale toilet renovation carries four cost blocks a new flat does not:

  • Demolition and disposal — removing floor and wall tiles, and the screed beneath them
  • New waterproofing — membrane application plus curing time
  • The mandatory water test — 48 hours of ponding before tiling can begin
  • Pipe replacement — concealed sections at or past their service life

Remove those four and what remains is finishes and fittings. That is the entire reason a new-flat bathroom is a smaller job. When a quote does not distinguish between the two situations, it is being priced for the harder one.

What HDB's three-year rule means for your bathroom

HDB restricts the removal of original floor finishes and wall tiles in the bathrooms of new flats for the first three years after key collection. The purpose is protective: the original waterproofing membrane has been applied, cured and tested, and the building is still in its early settlement period. Breaking into that membrane early is exactly when leaks to the flat below tend to appear.

Put that against the Tengah timeline. Parc Meadow @ Tengah, launched in the May 2023 exercise, has an estimated completion of around June 2027 — so for those owners the restriction runs well into 2030. The practical reading is straightforward: for the first three years, your bathroom renovation is an overlay job. That is not a limitation to work around. It removes the most expensive and most failure-prone part of the work.

Overlay: what it covers, and what it cannot fix

An overlay lays new tiles over the existing bathroom finishes. It changes the appearance of the room and lets you replace fittings, without disturbing the membrane underneath.

What an overlay can do: new floor and wall tiling, new WC, basin and mixer, new shower set, a new water heater, new accessories, and a new vanity or mirror cabinet.

What it cannot do: move the floor waste or the WC position, change the floor level, or relocate concealed plumbing. Those need hacking, which brings us back to the three-year rule.

One practical consideration: an overlay raises the finished floor slightly, because you are adding a tile layer. In a new flat with generous headroom this is unremarkable, but the threshold at the bathroom door needs to be detailed properly so water stays in the wet zone. That is a workmanship point, not a design one, and it is worth asking about.

When hacking is genuinely necessary

Outside the three-year window, hacking makes sense in a narrow set of cases:

  • You are relocating the WC or the floor waste as part of a real layout change
  • There is a confirmed leak or waterproofing defect — in which case this is rectification, not renovation
  • The floor level must change to remove a step

Waterproofing and the 48-hour water test

This section matters most to owners who do end up hacking, and it is worth understanding even if you do not.

When a bathroom floor is hacked, the waterproofing membrane goes with it. A new membrane is applied to the floor and turned up the walls, then left to cure. Before a single tile is laid, the bathroom is sealed and flooded for 48 hours to confirm the membrane holds. If it does not, you find out while the fix is still cheap.

Compressing or skipping that test is the most common cause of inter-floor leakage a year or two later — at which point the repair means hacking the finished bathroom out again, and you may be sharing rectification costs with the flat below under HDB's inter-floor leakage framework. What changes the price, item by item

For a new Tengah bathroom on an overlay, these are the variables that actually move the figure:

  • Tile selection and format. Large-format tiles need more preparation and more careful setting than standard sizes. The tile price is rarely the whole difference; the labour to lay it well is.
  • Number of bathrooms. A 3-room flat typically has one; larger flats have two. Doing both together costs less per bathroom than doing them separately.
  • Fittings tier. The gap between a competent local brand and an imported premium set is one of the largest single swings in the whole job.
  • Water heater type. Instant versus storage affects both the unit cost and the electrical work required.
  • Whether a permit is needed at all. Overlay generally does not require one; anything touching plumbing or the water heater does.

Questions to ask before you sign

  1. Is this priced as an overlay or as a hack? If the quote does not say, it is not a quote.
  2. Which permits are you filing, and under whose licence? Only a contractor in HDB's Directory of Renovation Contractors can apply.
  3. If we hack, when does the water test happen and will you document it? A contractor who treats this as optional is telling you something useful.
  4. What is the lead time on the fittings specified? A backordered imported item is the most common cause of a bathroom running past schedule.

Do I need an HDB permit for a toilet overlay in Tengah?

Generally no. Overlaying tiles and replacing fittings like-for-like do not require a permit. A permit is required for hacking, waterproofing replacement, plumbing relocation and water heater installation. Only a contractor in HDB's Directory of Renovation Contractors can file it, and approval can take up to three weeks.

How long does a new-flat toilet renovation take?

An overlay for one bathroom is typically a matter of days rather than weeks, since there is no demolition, no membrane curing and no water test. A hacked bathroom takes considerably longer because the waterproofing must cure and pass its 48-hour test before tiling.

Will an overlay hold up as well as a hacked bathroom?

In a new flat, yes — because the waterproofing you are relying on is new, tested and undisturbed. Overlay is the weaker choice only where the underlying membrane has already failed, which is a resale problem rather than a Tengah one.
