June 2028 is the estimated River Peaks completion date, the second quarter of 2028 given when this Rochor project launched in November 2021. The progress percentage printed beside it on tracker sites is not a construction figure. And the date is not what should shape your renovation. The PLH rules are.

If you own a flat here, two conditions set your brief before any contractor does. The decade is fixed, and it starts at your keys. And the only part of the flat you can ever rent out is a spare bedroom.

River Peaks Completion Date: What the Estimate Actually Says
Every source agrees on the quarter. 99.co's launch review lists HDB's estimated completion as Q2 2028. BTO HQ lists an estimated TOP of 1 June 2028.
At launch, the Straits Times put the wait at 71 months, just under six years, in a report since reprinted in full. It also gave the reason: the towers' height and the site's closeness to Jalan Besar MRT station called for more preparation work.
If you balloted in November 2021, yours is the long wait of that launch. Kent Heights, launched in the same November 2021 exercise, is estimated in our tracker to complete in December 2026.
An estimated TOP is not a key collection date, and no key collection month has been published for River Peaks. Plan on June 2028, but adjust if the estimate moves.
Is River Peaks 74% Complete?
BTO HQ shows the project at 74% complete. That number does not tell you what is on site. It recomputes exactly as calendar time: by 21 September 2026, 1,785 of the 2,404 days between 1 November 2021 and 1 June 2028 had passed, which is 74.3%.
We checked the same method across BTO HQ's tracker on 13 September 2026, and it matched 16 of 16 rows. Its latest River Peaks progress photos are dated 12 January 2026.
Plan on the date, not the percentage.
960 Flats in Six 47-Storey Blocks
For River Peaks I & II, HDB's sales brochure describes six 47-storey blocks on Weld Road and Kelantan Road, with Sim Lim Tower and the Jalan Besar MRT exits as neighbours. Whatever you own here, it is a 3-room or a 4-room. One block also houses rental flats, which 99.co's review puts at 40 two-room units.

The brochure gives the 3-room as about 66 sqm, including 63 sqm of internal floor area and the air-con ledge. A 4-room is about 88 sqm, with 86 sqm internal. Your block also has a sky terrace on the 27th storey.
There is no 5-room at the River Peaks BTO. Every renovation quote here is a 3-room or a 4-room quote.
What Arrives Installed, and What Was Optional
Every River Peaks flat comes with floor tiles in the bathrooms, the household shelter and the kitchen. The 3-room's kitchen doubles as the utility area; the 4-room adds a tiled service yard. Wall tiles cover the bathrooms and the kitchen, and the other walls and ceilings arrive painted.
The rest came through the Optional Component Scheme, as two separate opt-ins. One was floor finishes for the living and dining room and the bedrooms. The other was internal doors plus sanitary fittings, meaning the wash basin with its tap mixer and the shower set.
Buyers picked either, both or neither before their flat selection appointment, with the cost folded into the flat price. That is why two owners in the same stack can collect keys to very different flats.
Your floor-finish choice decides your package. Your doors-and-fittings choice decides one extra line. We set out the same fork for Farrer Park Arena, another PLH project where the floors were optional.
Does the 10-Year MOP Change What You Should Renovate?
Yes, because it fixes how long you will live with every line in the quote. The Council for Estate Agencies' summary of the PLH model says you cannot sell, or buy private property, until you have lived in the flat for at least 10 years.
HDB's MyNiceHome guide adds the detail that matters for timing. The MOP runs from the date you collect your keys, not from launch. It also counts River Peaks among Prime flats, because PLH flats sold before October 2024 are classed as Prime.
Run the arithmetic on your own keys. Keys around mid or late 2028 put your earliest sale around mid or late 2038. The decade is fixed, and you live in the flat for all of it.
That is why each line of a quote should be judged as a ten-year install in an occupied flat. The useful question is not what it costs today. It is what redoing it would cost you with the flat lived in.
Flooring
Relaying a floor means emptying the rooms you sleep and eat in. If you did not take the optional floor finishes, the vinyl-or-tiles choice in your bare-unit package is one you make once, so make it for 2038. We would not pick a floor on price alone here.
The kitchen carcass
Cabinet doors and handles are the easy part to change later. The carcass, the countertop and the sink plumbing behind them are not. Size the run and the storage for your household ten years out, not the one moving in.
Our view: put the money into the carcass, the countertop and the storage, and keep the door finish modest. Doors are the part you can change later without emptying the kitchen.
When Can the Bathrooms Be Redone?
Replacing the tiles has to wait; covering them does not. HDB's building works guidelines allow bathroom and toilet floor and wall finishes to be replaced only after the first 3 years from the date the block is completed, and that work needs a permit.
Overlaying is a different line in the same table. Laying new floor or wall finishes over the existing ones with adhesive needs no permit, from day one, within HDB's limits. On the floor, there may be only 1 existing layer under the new one, the new finish including its adhesive must stay within 13mm, and the floor trap must not be tampered with. On the walls, the new finish must stay within 13mm, with no third layer.
Which means the ten-year question has an answer before you move in. If the delivered tiles will not do for a decade, overlay them in your first renovation, the way our 2 Toilets BTO overlay package does for both bathrooms from S$10,290. Only hacking and replacing becomes a later job in an occupied flat.
Count those three years from block completion, not from your keys. On the June 2028 estimate, that points to around mid-2031 at the earliest; that is our arithmetic, and it moves if the block's completion date does.
Will One Bedroom Be a Lodger Room?
The same CEA summary is blunt on renting. Owners may rent out spare bedrooms, but renting out the whole flat is not allowed, even after the MOP. MyNiceHome adds that spare-bedroom rental during the MOP depends on meeting HDB's other eligibility criteria.
Which means the only rental income this flat can ever earn is a spare bedroom. So decide now: will one bedroom be built as a lodger room?
HDB's floor plans show a main bedroom plus one more in a 3-room, and a main bedroom plus two more in a 4-room, which means a 3-room lodger takes your only other bedroom.
Our view: if the answer is yes, scope that room as someone else's space from the start, with a wardrobe inside it and a door that locks. If the answer is no, put that money into the kitchen instead. Check HDB's current rules for renting out a bedroom before you plan around one; we have not reproduced them here.

Which Package Fits Your River Peaks Flat?
If you took the optional floor finishes
Your living room and bedrooms arrive with floors laid. What is left is the kitchen and a repaint. The brochure lists the ceilings and remaining walls as skim coated or plastered and painted, so the painting line in a quote is a repaint in your own colours.
That is the job of a move-in package. The 4-room tier covers 10ft of top and bottom kitchen cabinets with a quartz countertop, a Rinnai hood and 2-burner hob, a 15L storage heater, and whole-house painting in up to four colours. Prices for both flat types are in the cost table below.
If you did not take them
Your living and dining area and bedrooms arrive without a floor finish, and a bare-unit package lays one: up to 700 sqft on the 4-room tiers, up to 500 sqft on the 3-room tiers. Check that allowance against the rooms HDB left bare on your plan before you sign.
Doors and bathroom fittings are a separate line
Doors, the basin and the shower set were the second opt-in. If you skipped it, neither package supplies them, whichever floor choice you made, and that includes move-in buyers. Ask for them as separate lines, otherwise they surface after the contract.

For a 4-room, the bare-unit vinyl tier costs S$7,600 more than the move-in package. Most of what the difference buys is the floor itself: screed and 5mm LVT across up to 700 sq ft, plus haulage, floor and wall protection during the works, and a final clean with chemical wash, which the move-in tier does not list.
Our view on the floor: pick the one you want to look at in 2038, since relaying it later means emptying rooms you live in.
Does the 6% Recovery Change the Renovation?
For River Peaks I and II, the pilot projects, CEA records the subsidy recovery at 6% of whichever is higher, the resale price or the valuation. Later Prime launches carry their own rates, so never borrow a figure from another project.
For the renovation itself it changes little. The recovery is a share of the price, so on any value a renovation adds, the same 6% goes back and the other 94% stays with you. It is no reason to renovate less. What should shape the quote is the decade of living in the flat.
Confirm the exact terms in your own Agreement for Lease. CEA notes its summary was accurate as at 29 November 2021.
The Services You Should Not Pay to Redo
HDB's specification tells you what is already in the walls. Water supply pipes are concealed. Electrical wiring to the lighting and power points is concealed too, including the water heater and air-conditioning points. Gas services are provided, and the sanitary stacks are exposed, at the service yard or the air-con ledge.
Which means two things. A quote that charges for new wiring to a heater or aircon point should say why the existing point will not do. And the move-in packages include the Rinnai hob but no gas connection, so budget that connection separately.
Your flat is also described as smart-enabled, with provisions for smart systems, so ask before paying for smart-home rewiring.
What the Shelter Wall Rules Out
The brochure rules out hacking, drilling, altering or removing any part of the household shelter, whether wall, ceiling, floor or door. Any shelving you put inside has to stand on its own. Our household shelter rules and storage ideas page covers what does fit.
Two Aircon and Power-Point Rules to Know Before You Buy
HDB wants any wiring done by an EMA-licensed electrical worker, and air-conditioners fitted by an installer trained by BCA. Its electrical works guidelines add that flats without higher electrical loading need a permit for new 15-amp power points.
Nothing in the River Peaks brochure says which side of that rule these flats fall on. Ask before you buy a high-load appliance.
Is It Too Early to Talk to a Contractor?
From September 2026, the June 2028 estimate is about 21 months away.

Now is early for booking a slot, but not for settling scope. The five answers above can be given today.
When you do shortlist, check the register first. HDB's renovation rules allow only contractors listed in HDB's Directory of Renovation Contractors to work on your flat. Anyone else is off your list, whatever their price.
Your Order of Work From Now to Keys
- Find your two selection choices. Check whether you opted in for the floor finishes, which decides move-in or bare unit, and separately for doors and sanitary fittings, which decides one extra line.
- Answer the lodger question. Decide whether one bedroom will be let, and scope that room accordingly.
- Write the ten-year brief. Flooring, kitchen carcass and storage first; decoration last.
- Shortlist from the directory. Compare quotes line by line, including doors and bathroom fittings if you left them out.
- Collect keys, then inspect. For the first year, the defects liability period, HDB takes defect reports online or at your precinct's Building Service Centre. Report before any work starts.
- Permits. Your contractor applies where one is needed; our HDB renovation permit guide lists which works do.

- Aircon and electrical last. Use a BCA-trained aircon installer and an EMA-licensed electrical worker.
