HDB's launch estimate for the Bishan Ridges completion date was the second quarter of 2026. That quarter has passed and HDB has issued its move-in booklet, so plan from your own key date, your Optional Component Scheme (OCS) choice and your block. In our check of 22 pages on 6 October 2026, 3 of 22 contradicted HDB's brochure on basic facts.

What Is the Bishan Ridges Completion Date?

HDB's expected completion date at launch was the second quarter of 2026. When HDB put the project on sale in November 2020, The Straits Times reported:

"The biggest project is Bishan Ridges, where 1,502 two-room flexi, three-room and four-room flats are on offer. [...] The estimated completion date is in the second quarter of 2026."

What has happened since is clearer from HDB's own paperwork than from any tracker. HDB has published a Bishan Ridges move-in booklet, copyright 2026, covering renovation, defects and the MOP. It explains that the project's Building Service Centre opens once the first keys are issued and runs for a year. A resident blog in Ang Mo Kio reported a household collecting Bishan Ridges keys in April 2026. That is one household's account, not an HDB schedule.

We found no HDB announcement of a delay to October 2026. That month comes from a project tracker. It lists an estimated TOP of 1 June 2026, adds a possible Covid delay of up to four months to reach 1 October 2026, and still shows the project as 100% complete. A buffer is not a notice.

HDB does not print a TOP day or a key-collection calendar for Bishan Ridges on any page we could open, so we won't invent one. Your own record is the one that counts. HDB's MyNiceHome FAQ points owners to the e-Service HDB calls Check Application for New Flat Purchase for the latest probable completion date (PCD), and says you are invited to collect keys when your block is completed. Why Do Pages Disagree About Bishan Ridges?

Because most of them were written from other pages, at different times, and few go back to HDB's brochure. We tested that. On 6 October 2026 we ran six fixed searches for the project, kept one page per website, and read 22 of them against the brochure HDB published in November 2020.

3 of 22 pages stated at least one basic fact that contradicts the brochure. One interior-design guide describes about 1,100 units in 10 blocks of 14 to 17 storeys, with 5-room and 3Gen flats. HDB's brochure has 1,502 units in 6 blocks of 22 to 39 storeys, and no 5-room or 3Gen flats at all. A 2020 news round-up listed the flat types as "2-room Flexi, 4-, and 5-room". A renovation portal showed design ideas for "this imagined 5-room BTO flat in Bishan Ridges".

Only 4 of the 22 stated all four basics correctly: units, blocks, storeys and flat types. The other 18 left at least one out or got one wrong.

The dates are messier still. 11 of the 22 pages give a completion or key timing, and between them they give 6 different headline answers:

One forum thread goes further and estimates delivery of possession for 31 October to 30 November 2027. A buyer who reads three pages can come away with three different plans.

The gap that matters most for renovation is quieter. Only 1 of the 22 pages mentions the Optional Component Scheme, the opt-in that decides whether your living room has a floor. A guide written for a 5-room flat that does not exist can mislead a 4-room owner on area, carpentry and budget. Check the brochure first.

Which Block Are You In? What the 2020 Brochure Says

Bishan Ridges is overwhelmingly a 4-room project. HDB's sales brochure puts six blocks of 22 to 39 storeys between Bishan Street 13 and 14. Its block table splits the 1,502 flats like this:

By our count from the brochure's block table, 1,222 of the 1,502 flats, about 81%, are 4-room. Four of the six blocks, 532A, 532B, 535A and 535B, hold nothing but 4-room flats. The 124 3-room flats sit in 532C and 535C, and all 156 2-room Flexi flats are in 532C.

The brochure gives approximate floor areas of 93 sqm for a 4-room (90 sqm internal plus the air-con ledge) and 68 sqm for a 3-room (65 sqm internal). The 2-room Flexi flats come in 38 sqm and 48 sqm types. They are sold only to buyers aged 55 and above, each with a short lease of 15 to 45 years. We have no 2-room Flexi package, so we give no price for them.

What Did HDB Hand Over, and What Was Optional?

Every 3- and 4-room flat came with tiles in the wet areas. Living, dining and bedroom floors, internal doors, and basin and shower fittings were optional. The brochure is plain about the scheme: "When a flat buyer opts in for the OCS, the cost of the optional components will be added to the flat price."

Two items are missing from both columns: kitchen cabinets and a water heater. The 3- and 4-room specification lists neither, only the electrical points for a heater and air-conditioning. Whatever you chose under OCS, the kitchen has no cabinets and the heater is your job.

3-room owners get one more choice. HDB designed the 3-room with a combined kitchen and utility space, and its brochure suggests a partition between the two as one option. Your purchase documents, not this page, say whether you opted into OCS. Check them before you ask for quotes.

The Move-In packages fit an OCS flat because they cover the main gaps HDB leaves: 10ft of bottom and top kitchen cabinets with a quartz top, sink and tap, a 15L storage heater installed, hood and hob installed (no gas connection), and paint for the whole flat. The Bare Unit packages add what a non-OCS flat lacks. The 4-room vinyl package lays screed and 5mm vinyl over living, dining and bedrooms up to 700 sqft, plus the same 10ft kitchen. The 3-room versions cover 500 sqft.

On our prices, skipping the OCS floors moves a 4-room from the Move-In package at S$7,390 to a Bare Unit package at S$14,990 or S$16,990, a gap of S$7,600 to S$9,600. That gap is between our two packages, not HDB's OCS charge, which the brochure does not print.

If your OCS tiles are not to your taste, HDB's building-works rules leave more than one route. Laying vinyl, carpet or linoleum needs no permit. Laying a new floor finish over the existing one with adhesive also needs no permit, but only where there is just one existing layer of floor finishes, counting the cement screed, and the new finish plus adhesive is no more than 13mm thick. Replacing tiles needs a permit, and floor finishes plus screed must not exceed 50mm. The household shelter is stricter: there, HDB permits only one layer of floor finishes. Whether your existing floor allows an overlay is worth confirming on site before you pick a finish; a site consultation is S$150 an hour, offset if you engage us for the works.

Four HDB Clocks That Start at Key Collection

Once your keys are out, four HDB limits set the order of your renovation. None of them depends on the project's TOP month.

The defects rules come from HDB's page on defects in new flats, which explains why the order matters: report first, and nobody has to investigate whether a defect came from HDB's construction or from your renovation. After the year ends, HDB says you can engage a repair contractor yourself. During that year, HDB's booklet sends defects in HDB-provided items to the Building Service Centre. The permit windows come from HDB's renovation rules. HDB does not say on that page which window applies to a given Bishan Ridges permit, so check yours when it is issued. The same page sets the hours: general works 9am to 6pm on weekdays and Saturdays; restricted works such as removing finishes, cutting tiles and heavy drilling only 9am to 5pm on weekdays. What Must Stay Put in a Bishan Ridges Flat?

Four things limit layout ideas before any designer draws a line.

The household shelter. The brochure says its walls, ceiling, floor and door must not be hacked, drilled, altered or removed. Storage ideas that respect that are in our household shelter guide.

The sanitary stacks. They are exposed, and in 3- and 4-room flats they sit at the service yard, the air-con ledge, or both. Carpentry goes around them.

Drywall partitions. The brochure lists drywall among the wall systems. HDB's MyNiceHome FAQ says drywall can hold common fixtures such as cabinets when the right anchors are used. It also says equipment over 150kg needs HDB's approval first. Tell your carpenter which walls are drywall before wall cabinets go up.

The fire alarm. HDB's booklet asks you to cover the smoke alarm with a plastic sheet during renovation to keep dust out. Take the cover off when the work is done.

What to Do Before Your Contractor Starts

  1. Find your own key-collection date. If you have no appointment yet, look up the latest PCD in the e-Service HDB calls Check Application for New Flat Purchase.
  2. Pull out your purchase documents and confirm whether you opted into the Optional Component Scheme.
  3. On handover day, inspect every tile, door and fitting HDB installed. Report items within one month, before any works, as HDB's defects page asks.
  4. Note your block and flat type from the brochure table above. Ignore any page that offers a 5-room or 3Gen layout for Bishan Ridges.
  5. Choose the package that matches your OCS answer, then ask for a site check of floors and walls.
  6. Apply for permits only when materials are lined up, because newly completed blocks get three months.
  7. Leave the bathroom wall and floor finishes in place for now, and plan any bathroom changes around the three-year rule.

What is a TOP date, and is it my key date?

No. A TOP is a building milestone, and keys follow it, block by block, by appointment. Pages that print one date for all of Bishan Ridges are estimating a schedule HDB has not published for the project. Plan your defect checks, permits and contractor from the date on your own key-collection appointment, not from the project's headline month.

Can I start renovation before HDB completion?

Works start after you hold the keys, and HDB wants defects reported first. Its defects page asks owners to report within a month of getting the keys, and before any works. What you can do earlier is decide your OCS-based scope, take quotes and line up materials, so the permit's three-month clock is not wasted.

When does the Bishan Ridges MOP end?

Five years after your own key collection. HDB's Bishan Ridges booklet gives the MOP as 5 years, starting "from date of key collection". A flat collected in mid-2026 therefore reaches its MOP in mid-2031. The booklet also says renting out the whole flat is not allowed during the MOP.

Method

On 6 October 2026 we ran six fixed searches ("bishan ridges completion date", "bishan ridges bto", "bishan ridges key collection", "bishan ridges top date", "bishan ridges renovation" and "bishan ridges") through a self-hosted metasearch engine. We kept the first page from each website and dropped government documents, our own pages, social video, single listings and pages not about the project. That left 25 pages. Three could not be read, leaving 22.

Each page was fetched with a named user-agent that respects robots.txt, then read in full by hand against HDB's November 2020 brochure for four basics: units, blocks, storeys and flat types. We also copied any completion or key timing word for word. The plan and collector were hashed before the first search, and every coding correction is logged.

Limits

One day, one metasearch engine, 22 pages: not Google's exact results, and not every page on the web. We coded the one page each site showed, and one person did the coding. One page we could not open showed 1,522 units in its search summary; it is not counted. The brochure is HDB's 2020 statement and HDB may change details, so "contradicts" means disagrees with the brochure. HDB's 2026 move-in booklet repeats the same 1,502 flats in 6 blocks of 22 to 39 storeys.
