You painted over it in March. It came back in July, in the same corner, slightly wider than before. That is HDB mould in three sentences, and it is why most fixes fail.

Mould isn't a paint problem. It's a water problem wearing a paint problem's clothes, and until you find where the water comes from, every coat you apply buys you about four months.

This guide covers what actually drives it, the seven fixes that hold, how to tell which one your wall needs, and the single situation where you can't fix it alone because the water isn't yours.

HDB mould is a symptom, so treat it like one

Here's the position, and a painter is welcome to disagree: anti-mould paint is a finish, not a cure. It resists colonisation on the surface it covers. It does nothing about moisture arriving behind that surface.

The three things mould needs, and the only one you control

Mould needs moisture, a food source and still air. In a Singapore flat you can't remove the food source, because it's your wall skim, your paint film, the dust on your skirting and the back of your plywood carpentry. Outdoor humidity sits high year-round and you don't control that either.

Moisture at the surface is the one lever you have, and it is the only one worth paying anybody to move. Every fix below is a way of pulling it.

Where the water usually comes from

Four sources cover almost everything we see on site.

  • A leak from above, below or behind — failed waterproofing, a weeping pipe, a neighbour's floor
  • Condensation, where warm humid air meets a cold surface, typically an aircon-chilled wall or the back of a wardrobe
  • Trapped construction moisture in newer blocks, where screed and masonry are still giving up water
  • Dead air — a room that never gets airflow, most often a household shelter or a corner bedroom

Each has a different fix, which is why "just repaint it" fails so reliably.

How do you tell condensation from a leak?

Touch the wall in the morning before the aircon runs, then again after two hours of cooling.

Condensation appears and worsens with cooling, and tends to sit high on the wall or across a broad face. A leak stays damp regardless of the aircon, usually spreads from a defined point, and often shows a tide line. Leaks also worsen after heavy rain or after the unit above uses water; condensation tracks your own thermostat.

That difference is diagnostic, it costs nothing, and it takes 1 morning. Run it before you call anyone, because a wrongly diagnosed leak turns a $0 airflow fix into a full ceiling reinstatement you will repeat inside 12 months.

Fix 1 — Find and stop the water first

Nothing else on this list works until this is done. If the source sits inside your flat, a plumber traces it. If it's a bathroom above or below, that's waterproofing, and our toilet waterproofing guide sets out what a proper membrane and ponding test involve.

Skip this step and you're budgeting to do the rest of the list twice — the same scope, the same disruption, inside a year.

Fix 2 — Open the room to air

A bedroom with the door shut and the aircon off for ten hours is an incubator. Cross-ventilation for even an hour a day changes the surface moisture picture measurably.

Where the layout gives you nothing to work with, a small extract fan on a timer does more than a dehumidifier running in an open room.

Fix 3 — Deal with the wardrobe backs

Carpentry pushed flat against an external or aircon-facing wall creates a sealed, unventilated cavity. That cavity is where black mould starts in most bedrooms we open up.

Leave an air gap. Ventilated backing, or standoffs, or moisture-resistant board where the budget allows — our cabinet material guide covers which boards actually survive damp and which only claim to.

Fix 4 — Kill what's there before you cover it

Surface treatment, then dry, then skim, then paint. Applying paint onto live growth traps it and hands it a fresh food layer.

This is the step people compress when a contractor is behind schedule. Don't let them. A day saved here is the whole job repeated.

Fix 5 — Use a paint built for this climate

Anti-mould emulsions exist for a reason and they help — after the four steps above, not instead of them.

Fix 6 — Fix the skim, not just the colour

Blown or hollow plaster holds water behind an intact-looking surface. Tap along the wall with a knuckle. A hollow note means the skim has debonded, and paint over a debonded skim fails from behind within months.

Hack back to sound substrate, re-skim, then finish. Patch-skimming only the visible patch is how the stain returns two inches to the left.

Fix 7 — Reset the household shelter

The bomb shelter is the worst-ventilated room in most flats, and people fill it with exactly what mould wants.

How to remove mould in an HDB flat, in order

The sequence matters more than the products. Run it top to bottom.

  1. Diagnose the water source — the morning aircon test above
  2. Stop the source, or establish that it's coming from another unit
  3. Treat the live growth and let the surface dry properly
  4. Tap-test the skim and repair what's debonded
  5. Improve airflow to that room, permanently
  6. Finish with a climate-appropriate emulsion

Start at step six, which is what most quotes propose, and you're buying a colour change.

What if the water is your neighbour's?

Mould on an HDB ceiling, in a bathroom or below a wet area, is frequently inter-floor leakage — the source sits in the unit above yours. You can't repair it from your side, and treating the ceiling while water still arrives is money spent on a symptom.

This is where it stops being a renovation question. HDB and the town council have an established process for inter-floor leakage between neighbours, including how inspection and cost-sharing are handled. Go to them before you call a contractor, and go early — the conversation is easier before anyone has replastered anything.

We say this knowing it sends work away from us. A ceiling we reinstate under a live leak comes back, and it comes back as our fault.

Older blocks versus newer blocks

Newer blocks give you the opposite problem: construction moisture that hasn't finished leaving, plus tighter, better-sealed rooms with less incidental airflow. Same stain, opposite cause, opposite fix.

Does anti-mould paint actually work?

Yes, within its job. It slows surface colonisation and it's worth specifying in bathrooms, kitchens and any bedroom sharing a wall with a wet area.

It doesn't stop a leak, dry a wall, ventilate a room or repair a debonded skim. Sold as a solution to any of those, it isn't a product problem — it's a diagnosis problem.

The cost order that saves the most money

Ranked by return, best first.

  • Leak investigation — cheapest step, largest consequence if skipped
  • Ventilation changes — often free, sometimes the price of a fan
  • Skim repair, on the affected area only
  • Repaint with a climate-appropriate emulsion

Whole-flat repainting sits at the bottom of that list and it's usually where people start. Our cost mistakes guide covers the same inversion in other trades.

What it costs you to get the order wrong

Put a number on it. A repaint that skips diagnosis buys roughly 4 months before the stain returns, so you pay for the same room 2 times inside 1 year: twice the paint, twice the disruption, twice the furniture moved into the corridor.

A ceiling reinstated under a live inter-floor leak can fail inside a single wet season, and by then the board above it has been wet for months rather than weeks. The cheap version isn't cheaper. It's the same job, ordered badly.

Black mould HDB owners find behind furniture

The visible patch on an open wall is rarely the worst of it. Pull a wardrobe off an aircon-facing wall in a 20-year-old flat and the growth behind it is usually older, wider and better established than anything on show.

That matters for scoping. A quote written from what the surveyor could see standing in the middle of the room will miss the cavity behind the carpentry, and the carpentry is exactly where the still air lives. Ask for the wardrobes to be pulled before anyone prices the work.

If the flat is furnished and you are viewing to buy, you cannot do that. Note it as an unknown and price a contingency rather than assuming the walls behind the furniture match the walls you can see.

What HDB mould complaints usually turn out to be

Broadly, they split three ways.

  • A leak with a traceable source inside the flat, which is the cleanest outcome because one trade fixes it
  • Condensation driven by how the room is used, which needs a habit change more than a contractor
  • Inter-floor leakage, which is a neighbour conversation before it is ever a renovation job

The first is the cheapest to fix and the rarest to be diagnosed correctly first time, because it looks identical to the second until you run the morning aircon test.

Anti-mould paint and what it is actually for

Specify it in wet rooms and on walls that share a boundary with one. It earns its place there.

Treat it as insurance on a dry, sound, well-ventilated surface, not as a repair for a wet one. A wall that needs anti-mould paint to stay clean is a wall with an unsolved moisture problem, and the paint is buying you time rather than fixing anything.

When mould means you should walk away from a flat

Viewing a resale unit and seeing fresh paint in only one corner, or a ceiling repainted in only one room, is worth a question. Not an accusation — sellers repaint for ordinary reasons too. Ask when it was done and why.

What about mould and your health?

We don't answer that here, and you should be sceptical of any contractor who does. We work on buildings.

If anyone in the household has breathing symptoms they connect to the flat, that's a question for a doctor, and it's worth asking sooner rather than after the renovation.

What a proper quote should show you

A quote that jumps straight to painting has skipped the diagnosis. Look for these lines instead.

  • Source investigation as its own item, before any finishing work
  • Moisture readings, or an explicit note that readings were taken
  • Skim repair scoped by area, not by whole room by default
  • The paint system named, not just "anti-mould paint"

If none of that appears, you're comparing colours rather than solutions.

How long before it comes back?

Treated as a surface job, expect it back within one wet season. Treated at the source, it shouldn't return at all.

If it does return after a source-level fix, the source was misdiagnosed rather than the fix being wrong — and that distinction is worth writing into your agreement before work starts.

Check the contractor before the wall

Frequently asked questions

Why does HDB mould keep coming back on the same wall?

Because the water source was never removed. Surface treatment and paint address visible growth; if moisture keeps arriving from a leak, condensation or a debonded skim, colonisation restarts on the new surface within months.

Can I just paint over mould in my HDB flat?

Painting over live growth traps it and adds a fresh food layer. Kill the growth, dry the surface, repair the skim, then paint. Anti-mould emulsion is the last step, not the fix.

Who is responsible for mould on an HDB ceiling from the unit above?

Inter-floor leakage between HDB neighbours has an established process through HDB and the town council, covering inspection and how costs are handled. Raise it there before commissioning repairs on your side.

Does a dehumidifier stop HDB mould?

It lowers room humidity while it runs in a closed room, which helps condensation cases. It does nothing about an active leak, and in an open or frequently opened room its effect is limited.
